The Saeima has adopted and the President promulgated the following laws: the amendments to the Latvian Code of administrative offences in the Latvian Code of administrative offences the following amendments: 1. Make the following article 46: "article 46. The illicit manufacture of narcotic drugs and psychotropic substances, as well as substances that can be used in the illicit manufacture of narcotic drugs and psychotropic substances (precursors), illegal acquisition and possession of small amounts, and the illicit manufacture of narcotic drugs and psychotropic substances permitted For use in the illicit manufacture of narcotic drugs or psychotropic substances or the storage deal to allow a small amount without intention to exercise or the illicit manufacture of narcotic drugs or psychotropic substances, unauthorized use — warning or impose expressed fine until two hundred lats. On the substance, which can be used in the illicit manufacture of narcotic drugs or psychotropic substances (precursors), unauthorized acquisition or possession of a small amount without intention they realize — expressed a warning or impose fines of up to two hundred lats. The application of administrative penalty for this article, the offences provided for in the first subparagraph, the person at the same time in writing warned about criminal liability, if during the year after the imposition of the administrative penalty is not allowed to buy or possess the narcotic drugs or psychotropic substances in a small amount or unauthorized use narcotic drugs or psychotropic substances. A person who voluntarily transferred a small amount at its disposal in the narcotic drugs and psychotropic substances and drugs, as well as substances that can be used in the illicit manufacture of narcotic drugs or psychotropic substances (precursors), which it had bought or kept not realize, or voluntarily contacted the hospital after medical attention due to the illicit manufacture of narcotic drugs and psychotropic substances, unauthorized use is exempted from administrative liability for the actions provided for in this article. Illegal circulation of illicit manufacture of narcotic drugs and psychotropic substances, as well as substances that can be used in the illicit manufacture of narcotic drugs and psychotropic substances (precursors), the extent to which the quantities recognised as small, defined in the law "on entry into force of the criminal law and application procedures" in annex 2. "
2. To make the first paragraph of article 46.1 disposition as follows: "for the illicit manufacture of narcotic drugs or psychotropic substances or drugs, as well as substances that can be used for the illicit manufacture of narcotic drugs or psychotropic substances (precursors), production, manufacturing, distribution, purchasing, storage, carrying, transport or transfer of service, violations of the provisions". 3. Turn off the article 103.2. 4. Make the following disposition of the article 167: "The public peace disturbance, in the form of a slight to society or insolent behaviour, ignoring the generally accepted behavioural norms and disturbing the peace of the people, institutions, organizations (companies) or organisations (kid bullying), —". 5. To supplement the code with the following wording for article 175.11:175.11 "article. Hiding the identity of the person on your personal identity, giving the country hiding body lied about their personal data, imposes fines of up to two hundred and fifty lats. " 6. turn off the second paragraph of article 194.1. 7. Turn off 210. in the first paragraph, the number "103.2". 8. in article 213 off the number "46". 9. Supplement article 214 of the first paragraph after the number "with" the number "175.11 174.4". The law shall enter into force on 1 April 2013. The Parliament adopted the law of 20 December, 2012.
