Civil Aviation Agency inspectors shall have the right to Cabinet in order to inspect the civil aviation personnel to determine whether it has been using alcohol, narcotic, psychotropic or other intoxicating substances. " 7. To supplement the law with article 9.1 of the following: ' article 9.1.
