The Saeima has adopted and the President promulgated the following laws: the law on amendments to the veterinary medicine veterinary medicine Act (do Latvian Saeima and the Cabinet of Ministers rapporteur, 2001, no. 11; 2002; 2003, nr. 2, 4, 6, 15; 2004, nr. 9, 18, 23; 2006, no. 9., 2009, no 3., no. 14; Latvian journal, 2009, nr. 196; 2010, no. 99; 112. in 2011, no; 2012, 50 no) the amendments are as follows: 1. Article 1: expressions of paragraph 4 by the following: "4) practicing veterinarian-veterinarian who certified law duly established his veterinary practice site and perform veterinary practice;"; express the following paragraph 13: "13) in the veterinary practice authority — specific requirements and particular equipped veterinary practice where a practicing veterinarian veterinary practice;". 2. Express 2.1 article 16 and 17 the following: "16) veterinary services; 17) veterinary practice; ". 3. To supplement the law with article 24.1 the following: ' article 24.1. The owner or keeper of the animals in the order of the Cabinet of Ministers develop and animal biosecurity on holdings, which provide the above identified potential infectious animal disease spreading and penetration path under control in a way that fully or partially prevents the entry of the agent in a herd or in a separate animal population. " 4. Supplement article 25 with 19 points as follows: "19) animal species and categories and populations for which need to develop biosecurity measures, as well as the requirements for the development of biosecurity measures for animal holding and the order in which these requirements with food and veterinary service." 5. Article 27: make the first paragraph by the following: "(1) in the event of an outbreak of an epizootic disease in Latvia or its neighbouring country, if an epizootic outbreak of combat a neighbouring country affected by the quarantine area established in Latvia, the country's main food and veterinary inspector shall immediately determine the quarantine."; replace the second paragraph, the words "Office of epizootic diseases" with the word "Organisation"; to supplement the article with the fourth and fifth by the following: "(4) a food and veterinary service, in cooperation with State and local authorities organise and carry out an epizootic disease control and eradication measures in accordance with national civil protection plan, the municipal civil protection plan and this law, article 26 referred to in the second part of the action plan, as well as decide on the need to call on the Ministry of the Minister in request to the Cabinet of Ministers promulgated emergency in the country or in any part thereof. (5) the main food and veterinary inspector in quarantine laws repealed epizootic outbreak on the elimination and prevention of threats. " 6. Express article 32 the following: ' article 32. (1) in the event of an outbreak of an epizootic disease emergency situation in the country or in any part thereof and shall abolish, in accordance with the law on emergency and exceptional situation ". " 7. To make the first paragraph of article 38 (1) of the following: "1) bovine tuberculosis, bovine, ovine and caprine brucellosis during the combat damage, as well as for the animals, there is a suspicion of the diagnosis for clearance, be killed — up to 50 percent of the average of the kautprodukt;". 8. Express article 42, paragraph 7, as follows: ' 7) and their residues of certain substances control and its financing arrangements; ". 9. Add to article 54 of the seventh paragraph by the word "issue" with the words "stop, restore". 10. Replace the words "in article 54.1 to provide services applied, only practicing under the supervision of an official veterinarian" with the words "only practicing veterinarian work under constant surveillance". 11. Express article 54.3 of the following: "1) issue, suspend, renew, and revoke certificates of veterinary practice and extend their validity;". 12. Express article 57, second subparagraph by the following: "(2) the requirements in the veterinary practice in the institutions and veterinary services, veterinary practices and veterinary authority in the service provider's registration and cancellation of registration the order is determined by the Cabinet of Ministers." 13. Express article 59 paragraph 14 by the following: "14) to ensure the dogs, cats and ferrets home (room) vaccination against rabies. Vaccination against rabies is a practicing veterinarian in accordance with the vaccine manufacturer's instructions on the use of veterinary medicinal products, and the procedures of the European Union issued the House (room) the vaccination of the animal passport or licence; ". 14. transitional provisions be supplemented by 24 as follows: "Cabinet of Ministers 24. until July 1, 2013 to article 57 of this law shall be issued in the second part of these provisions. Until the date of entry into force of rules, but no longer than up to 30 June 2013 are applicable to the Cabinet of Ministers on 13 July 2004 the rules no 599 "requirements for animal care veterinary practices jobs."
