Supplement article 4 second subparagraph with 18.1 points as follows: "181) empowers the State revenue service officials law cases to examine applications for State budget overpaid or incorrectly paid the amount of the fines and to repay the Government overpaid or incorrectly paid the amount of the fine." 2. transitional provisions be supplemented by the following paragraph 37: "37.
