General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" priority axis "research, technological development and innovation" specific support 1.1.1. objective "to increase Latvian scientific research institutions and innovative capacity and the ability to attract external funding, investing in human capital and infrastructure" (hereinafter referred to as the specific objective) "action aid 1.1.1.5 international cooperation projects in research and innovation" (hereinafter measure) the first, second and third round of project submissions; 1.2. the objectives of the measure; 1.3. measures and the selection rounds of funding available; 1.4. the requirements of the European regional development fund project (hereinafter the project) to the applicant and project partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. an agreement or contract for the implementation of a project of unilateral notice conditions. 2. Baltic bonus program-financial aid program, which is financed from the State budget funds and whose purpose is to promote international cooperation in science and innovation, including support to cooperation among the Baltic countries, scientific employees, including programs "Horizon 2020" subprogramme contests, in EURATOM, EUROSTAR-2, Eureka, the Joint Baltic Sea Research and development programme bonus, joint technology initiatives and the era-NET project COFUND competitions; 2.4. work start – obligations of European Commission 2014 17. Regulation No 651/2014 of June, by which certain categories of aid compatible with the internal market, the application of the Treaty and article 107.108 (hereinafter referred to as Commission Regulation No 651/2014), article 2 the definition laid down in paragraph 23; 2.5. the transaction, which is not economic in nature, the research organisation, which does not include the Treaty on the functioning of the European Union article 107 the scope defined in paragraph 1, including: 2.5.1. training to bring staff numbers and qualifications; 2.5.2. "independent research and development, in order to gain more knowledge and better understanding, including joint research and development, a research organization engaging in effective cooperation; 2.5.3. the dissemination of research results, without exclusivity and discrimination, including through teaching, open access, open the database of publications or open source software; 2.5.4. the transfer of knowledge and technology, where knowledge and technology: 2.5.4.1. transfer operations research department or research organisations, which is a subsidiary of the company, in which the participation of the parent company's share exceeds 50 percent, or in which the parent company has a majority and which complies with the definition of research organisations, research organisations, together with other research organizations or research organisation with a third party, an open competition contracts for certain services; 2.5.4.2. all profits from such operations are again invested in the research organization's core business; 2.6. effective cooperation — cooperation that comply with Commission Regulation No 651/2014 2 paragraph of article 90; 2.7. the European strategic forum on research infrastructures (European Strategy Forum on Research Infrastructure (esfri)) – the Council of Europe in 2002, created a strategic tool to promote scientific integration in Europe, providing open access to high-quality research infrastructure; 2.8. the experimental development-research category, corresponding to Commission Regulation No 651/2014 2 paragraph of article 86; 2.9. Era-NET (European Research area network) COFUND project-European research collaboration network (public administration institutions that finance scientific operations, including administering national research programmes) developed projects which aim to support the European research area and the closer integration of its members, by supporting cooperation between researchers, knowledge and technology circulate freely, and encouraging it for national research program coordination of the implementation of the transnational level. Within the Member States of the European Union is developing strategic research agendas (Strategic Research agenda), based on a common vision of the way in which the unsolved problems of the important public, including through the "Horizon 2020" instruments, as well as providing a financial contribution of the Member States; 2.15 joint venture ECSEL (Electronic components and systems for European Leadership (ECSEL)) – public private partnership joint technology initiatives joint venture "electronic components and systems of Europe's leading role in the consolidation of" created by the Council in 2014 may 6 Regulation (EU) No 561/2014 setting up the ECSEL (Official Journal of the European Union, 7 June 2014, no L 169), combining the joint ventures in the field of nanoelectronics and embedded systems that added to the technology platform for integrating intelligent systems; 2.16. the big merchant-a merchant that correspond to Commission Regulation No 651/2014 2 of article 24 the definition laid down in point; 2.17. Research projects can create more work packages and includes clear objectives, actions to be taken to achieve these objectives (including the estimated cost), as well as specific results to determine the outcome of this action, and compare them with the relevant objectives. If two or more research projects are not clearly distinguishable from one another, particularly if they do not have the technological success of independent probabilities, considered the same project; 2.19. the research organisation – an institution that complies with Commission Regulation No 83 of Article 651/2014 2 the definition laid down in point; 2.20. "full time equivalent staff employed in science – the total research work the number of hours worked (including annual paid leave), what is doable in the normal working hours within the calendar year concerned; 2.21. "Horizon 2020" programme, the European Union's research and innovation framework programme "Horizon 2020"; 2.22. the intensity of public funding – the total European Regional Development Fund funding as a percentage of the project total eligible costs; 2.23. industrial research — research that corresponds to the category of Commission Regulation No 85 of Article 651/2014 2 the definition laid down in point; 2.24. the economic activity-any activity that involves the offering of goods or services on the market, including the leasing of research infrastructure, implementation tasks of traders services or contract research; 2.25. the tiny (micro), small and average business person – trader that complies with Commission Regulation No 651/2014 2. in paragraph 2 of article definition laid down; 2.26. the technical-economic feasibility studies – actions that correspond to Commission Regulation No 87 of Article 651/2014 2 the definition laid down in point; 2.27. the technology law – know-how and other rights or their combination, including the applications or registrations that meet the European Commission's 2014 March 21 Regulation (EU) No 316/2014 concerning the Treaty on the functioning of the European Union Article 101, paragraph 3, of the application of the technology transfer agreement categories (Official Journal of the European Union, 28 March 2014, no L 93) (hereinafter referred to as Commission Regulation No 316/2014) in article 1, "b" the definition laid down in point; 2.28. knowledge and technology transfer: any process which seeks to obtain, collect and distribute explicit and tacit knowledge, including skills and competencies of both business and operations that are not economic in nature, such as research collaboration, consulting, licensing, new business creation, publication, and the researchers and other staff involved in these activities in mobility. In addition to the scientific and technical knowledge, it also includes other types of knowledge, such as knowledge of how to apply the standards and regulations that they included, and on the real-life environmental conditions of operation, organizational innovation methods, as well as knowledge management, related to the identification of intangible assets, acquisition, protection, defence and use; 2.29. the scientific personnel, according to the scientific activities of the laws governing elected leading researchers, researchers and research assistants, as well as the persons within the company that performs the leading researcher, investigator and Research Assistant; 2.30. the scientific institutions, scientific institutions of the Republic of Latvia register of registered scientific Institute (public agency, derived public person, public school Department, private-law legal person or body) or graduate school. 3. objective of the measure is to promote the European research area, bilateral and multilateral cooperation projects, and participation in international research, networking and twinning activities and the European strategic forum on research infrastructures infrastructure installations, including providing support for capacity building of the national point of contact. 4. in the event the target group are scientific institutions, scientific personnel, the Republic of Latvia Enterprise register registered merchants and national focal points. 5. the following Measures are achievable in monitoring indicators: outcome indicator: 5.1 5.1.1 until 2018 December 31 over the quality threshold estimated and the European regional development fund-supported programs "Horizon 2020" project, the number of applications, including Baltic bonus programme, -154; 5.1.2. to 2023 December 31 over the quality threshold estimated and the European regional development fund-supported programs "Horizon 2020" and European Union framework programme 9 of the project the number of applications, including Baltic bonus programme-1029; 5.2. financial performance – up to 2018 December 31 certified expenditure of eur 4 809 228; 5.3. results indicators – up to 2023 December 31 operational programmes for the "growth and employment" priority axis "research, technological development and innovation" specific support 1.1.1. objective "to increase Latvian scientific research institutions and innovative capacity and the ability to attract external funding, investing in human capital and infrastructure" koprezultāt: 5.3.1. the average number of scientific publications per scientific staff full time equivalent year-0.48; 5.3.2. the public and the higher education sector is linked to external financing for the research activity – 160 600 000 euro. 6. Measure the responsible authority for the Ministry of education and Science (hereinafter referred to as the responsible authority). 7. the planned Measures the total attributable funds is eur 32 552 786, including the European regional development fund-eur 27 669 868 and Government co-financing – 4 882 918 euros. 8. The first, second and third round of economic activities implemented with an unrelated project the maximum eligible European regional development fund shall not exceed 85 per cent of the total eligible project funding. The required national co-funding is provided from the State budget funds, and that does not exceed 15 percent of the total eligible project funding. 9. to close an agreement or contract for the project implementation until 2018 31 December selection rounds total eligible funding available is eur 23 537 360, including the European regional development fund – Euro 20 006 756 and Government co-financing, eur 3 530 604. This provision 12, paragraph 35 and 54 in the selection round of the project applicant, which by agreement or contract concluded for the implementation of a project is the European regional development fund, the beneficiary (beneficiaries), and in accordance with the project application selection round of the Charter, the requirements of the project submission deadline shall be submitted to the liaison body of the cohesion policy fund management information system in 2014-2020.
II. The first phase of project implementation conditions for the first round of 11 implemented limited project application selection. 12. project applicants in the first round are: 12.1. The Ministry of education and science; 12.2. The national education development agency. 13. The first round of each applicant shall submit one project with economic activity unrelated to the project application and implemented individually. 14. the first round of the scheduled total attributable funds is eur 16 635 686, including the European regional development fund – 14 140 333 euro and national co-financing budget – eur 2 495 353. 15. the project applicant total planned funding that does not exceed the applicable: 15.1. the Ministry of education and science – 10 806 632 euro (European regional development fund-eur 9 185 637 and Government co-financing-1 620 995 eur); 15.2. the National Agency for education development-5 829 054 euro (European Regional Development Fund – 4 954 696 euro and national budget co-financing – 874 358 euros). 16. the project applicant total eligible funding available until 2018. December 31, to close a deal on the implementation of the project, shall not exceed the following: 16.1. the Ministry of education and science – 6 688 082 euro (European regional development fund-eur 5 684 870 and Government co-financing-1 003 212 euro); 16.2. National Education Development Agency – eur 5 776 894 (European regional development fund and the funding of eur 4 910 360 State budget co-funding of eur 866 534). 17. The first round until 2023 December 31, you can leverage the following indicators: 17.1. this rule 12.1. project referred to in the applicant's project: monitoring indicators 17.1.1. – European regional development fund and supported by the above quality threshold rated programs "Horizon 2020" and European Union Framework Programme 9 applications, including at least 10 of the European regional development fund supported and funded projects common programming initiatives; 17.1.2. the specific outcome indicators: ensure participation five 17.1.2.1. joint programming initiatives; 17.1.2.2. ensure World Congress of Latvian scientists in Latvia; 17.2. these rules prescribed in paragraph 12.2., the project applicant: 17.2.1. monitoring indicator – European regional development fund and supported by the above quality threshold rated programs "Horizon 2020" and European Union Framework Programme 9 applications, including: 17.2.1.1. no fewer than 10 of the European Regional Development Fund funded projects supported and the era-NET projects COFUND; 17.2.1.2. supported no less than 65 programs "Horizon 2020" and European Union framework programme of subprogramme 9 contests submitted and above quality threshold assessment of project preparation financing during the period from 2014 to 2023, for which they have not received aid for preparing the second round; 17.2.2. specified output pointer to complete a project to implement a national focal point for the expansion and efficiency plan for aid for participation in "Horizon 2020" and European Union framework programme 9; 17.3. in implementing this provision and 19.2.3 20.4. eligible activities referred to in the following specific outcomes indicators: 17.3.1. original scientific articles published in: 17.3.1.1. journals or Conference article, that citation index reaches at least 50 percent of the industry average citation index; 17.3.1.2. Web of science or Scopus (A or B) databases included in journals or Conference article in the inventory. 17.3.2. technology: 17.3.2.1. patents; 17.3.2.2. other intangible assets; 17.3.3. intellectual property license agreements; 17.3.4. new product or technology prototype. 17.3.5. new treatments and diagnostic techniques (including non-komercializējam method), which complements this provision, 17.3.2 17.3.3 17.3.1..,. and 17.3.4. referred to indicators; 17.3.6. other research or project-specific appropriate indicators (including the data), which complements this provision, 17.3.2 17.3.3 17.3.1..,. and 17.3.4. referred to. 18. the project the applicant shall prepare and submit to the liaison body of the submission of the project application selection round of the requirements laid down in the Statute. In the annex, add at least the following documents: 18.1. The Ministry of education and science project: 18.1.1. action plan common programming initiatives that aligned with the relevant sectoral ministries and implemented until the project is finished. 18.1.2. strengthening of international cooperation in the communications plan, which is implemented through the project's completion and ensure complementarity with the activities of the "growth and jobs" 1.2.1. specific objective "to increase private sector investment in the" P& "action aid 1.2.1.2 technology transfer system development" (hereinafter 1.2.1.2) eligible activities implemented in the investment and development agency of Latvia; 18.2. This plan is being implemented to the completion of the project; 18.2.2. participation in the indicative plan for era-NET activities, COFUND taking into account the priority directions of science, smart specialisation strategy, implemented national research programmes and scientific institutions in the proposals being implemented until the project is finished. 18.2.3. the regulations governing the procedure for the granting of the aid programs "Horizon 2020" subprogramme contests submitted and above the threshold of quality assessment of projects for financing. 19. The beneficiary-Ministry of education and science in implementing such projects eligible: 19.1. research and development in the interests of strengthening programs "Horizon 2020" programmkomitej and other international programs, including ensuring the smart specialisation strategies and within the defined area of specialisation in-depth analysis;
19.2. national level activities in international cooperation networks, including: 19.2.1. targeted relationship building and cooperation with the Latvian diaspora abroad joint research and development activities and for the implementation of cooperation, including identification of Latvian scientists abroad and its network of mutual cooperation and communication analysis; 19.2.2. targeted cooperation with Latvian and foreign economic and diplomatic missions to expand contacts and cooperation, including the deepening of appropriate information and communication material preparation, while defining the activities which are financed from the State budget and from the project eligible activities, ensuring complementarity and not duplication with the Latvian investment and development agency of the implementation activities; 19.2.3. the membership of the international research and development cooperation initiatives, priority – common programming initiatives, including giving them the appropriate funding for participation and ensuring the framework supported by economic activity unrelated to the project financing of part of the Latvian partners according to the relevant common programming initiative in eligible activities and eligible costs; 19.2.4. communication campaigns, including target group research, if necessary; 19.2.5. World Congress of Latvian scientists organizing in 2018; 19.3. the activities of the national scientific information system functionality and data integration options with other information systems or databases, including ensuring the complementarity with the measures eligible 1.2.1.2. the work of the investment and development agency of Latvia; 19.4. the project publicity and communication activities of the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 (Official Journal of the European Union 2013, 20 December, no L 347) (hereinafter referred to as the Council Regulation No 1303/2013), and the regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements; 19.5. project management. 20. The beneficiary – national education development agency-project implemented in the following eligible activities: 20.1 National point of contact operational. expansion and efficiency improvement measures: 20.1.1. National point of contact information and providing advisory expertise and competencies, including: appropriate qualifications expert 20.1.1.1. additional attraction; 20.1.1.2. National focal points for the participation of experts in thematic events organised in the framework of the "Horizon 2020" and specialized in training; 20.1.1.3. National point of contact to customer – programs "horizon" of potential project applicants, database development, including integration with the activities of the national scientific information system; 20.1.1.4. advice and training support programs "Horizon 2020" potential project applicants; 20.1.2. Euraxess Portal activity in Latvia by promoting international and inter-sectoral task forces of researchers ' mobility and the provision of information on the scientific career opportunities in Latvia; 20.1.3. Latvia's participation in the program "Horizon 2020" evaluation of its implementation in the mid term and final; 20.2. the provision of expertise in the operational programmes for the "growth and employment" priority axis "research, technological development and innovation" specific support 1.1.1. objective "to increase Latvian scientific research institutions and innovative capacity and the ability to attract external funding, investing in human capital and infrastructure" measure "1.1.1.2. Postdoctoral Research support" (hereinafter 1.1.1.2) selection of research applications, starting with the second measure 1.1.1.2. project application selection round; 20.3. the "Horizon 2020" and European Union framework programme of subprogramme 9 contests submitted and above quality threshold assessed project preparation financing (providing an overlap with the second round of the eligible projects and activities eligible costs), if on the preparation of the draft had not previously received the European structural and investment fund or the national budget funds within the Programme Baltic bonus period from 2014 to 2016; 20.4. the membership of the era-NET project consortia and the COFUND the project within the open competitions and the support provided by the economic activities related to the research project, part of the Latvian partners, financing and monitoring under the era-NET project the COFUND eligible activities set out in and eligible costs in selection rounds, which are not assigned to the co-funding from the European Commission programme "Horizon 2020"; 20.5. project management; 20.6. the project publicity and communication measures in accordance with Council Regulation No 1303/2013. 21. If the staff is employed full time or part time, health insurance costs be determined in proportion to the percentage of workload distribution. Health insurance costs apply only to the period when the staff is employed in the project; 21.1.3. the newly created job equipment (Office furniture and equipment, computer software and licenses) acquisition cost not more than 3 000 euro for a single work throughout the project implementation period. Newly created jobs in equipment acquisition cost, including equipment maintenance and repair costs, apply no more than eur 3000 per job site throughout the project implementation period, if the management or implementation of the project staff are employed in the project, at least 30 percent of their normal working time on a contract basis. If the management or implementation of the project staff are employed full time or part time, the newly created jobs in equipment acquisition cost is attributed in proportion to the percentage of workload distribution; 21.1.4. travel (domestic and foreign) and travel costs for project management and implementation staff according to laws and regulations about the order in which the recoverable costs associated with business travel, if they are reasonable and related to the implementation of the project; 21.1.5. transport costs (fuel, vehicle hire, purchase of transport services, charges for the use of public transport); 21.1.6. costs that rule 19.1, 19.2, 19.3, 19.4, 20.1. and 20.6. the implementation of the activities referred to in point. University of Latvia with the partners in the project-the University of Latvia, Institute of solid state physics, University of Latvia, Institute of mathematics and Informatics of the University of Latvia and of literature, folklore and Art Institute; 35.10. Wood Chemistry Institute; 35.11. mežzinātn Institute "silava"; 35.12. University of Baltimore; 35.13. food safety, animal health and Environmental Research Institute "BIOR"; 35.14. Rezekne Technology Academy; 35.15. Riga stradiņš University; 35.16. Riga Technical University; 35.17. Ventspils University College; Vidzeme University. 35.18. 36. in the second round, each applicant shall submit one project with economic activity unrelated to the project application, which comply with the provisions referred to in point 2.5. conditions and implemented individually or in cooperation with these rules, and 35.9 35.1.35.6. referred to cooperation partners. 37. The second round of the scheduled total attributable funds is the 6 617 100 euro, comprising the European regional development fund – 5 624 535 euro and national budget co-financing-992 565 euros. 38. to close deal on the project implementation until 2018 31 December in the second round, the total eligible funding available is eur 6 272 384, comprising the European regional development fund – Euro 5 331 526 and Government co-financing, eur 940 858.
39. the project, the applicant shall submit to the institution of cooperation projects with the cooperation of the application and shall conclude an agreement on the implementation of the project. 48. If the rules referred to in paragraph 36 during project implementation funding is paid out to the beneficiary, the advance may be paid in instalments. Payment in advance not more than 30 percent of public funding granted to the project totals. After an agreement on the implementation of the project, the cooperation body based on the beneficiary's written request, provide advance funding for the requested advance payments according to legislation on the State budget planning the European Union's structural and cohesion funds for the implementation of the project and execution of payments in 2014 – 2020 programming period. 49. The beneficiary with the economic activities of related projects not implemented from the day of conclusion of the agreement, but not longer than until 2022 31 December.
50. the economic activities related to the project are not eligible for the following: 50.1. this rule 44.1. the activities referred to in point, if they are not financed from other public financial instruments and performed: 50.1.1. starting with 1 January 2014 and to the conclusion of the agreement, if the beneficiary shall submit the application for action for sustainability; 50.1.2. after the conclusion of the agreement; 50.2. this rule 44.2 44.3 44.4.,.,.,., 44.5 44.6 and 44.7. the activities referred to in point, if they are not financed from other public financial instruments and made, starting with January 1, 2017. 51. If any of these rules, 44.2 44.1.,.,., 44.3 44.4 and 44.5 44.7. the eligible activities referred to in paragraph 35 of these regulations that the applicant implemented the project outsourcing, it ensure that outsourcing is carried out subject to the laws and regulations in the area of public procurement in certain procurement procedures.
IV. the third round of the project implementation conditions 52. Proof of concept (PoC-HEARTS); 53.4. the joint venture within the approved project ECSEL from the European structural and investment funds financed jobs package. 54. the project applicant is a scientific institution, but this rule 53.2. programme referred to also direct regulatory authority that the third round presented one or more project submissions. 55. the project applicant project application is submitted and the project individually or in collaboration with other scientific institutions, including foreign, if a partner is for this rule 53.4. the sub-programme referred to the implementation of the project. If the partner is a scientific authority of the foreign State or foreign merchant, partner for the implementation of the project requires funding support from partners in the possession of the funds. 56. the third round of the project the applicant can implement: 56.1. with economic activities not related to the project; 56.2. the economic activities related to the project. 57. the third round of the scheduled total public eligible funding is eur 9 300 000, comprising the European regional development fund – 7 905 000 euro and national co-financing budget – eur 1 395 000. 58. to close an agreement or contract for the project implementation until 2018 31 December the third round the total available funding is attributable to the public 4 800 000 euros, the European Regional Development Fund – 4 080 000 euro and Government co-financing, eur 720 000. 59. The third round until 2023 31 December is achievable the following monitoring indicators: 59.1.  outcome indicator – European regional development fund and supported by the above quality threshold rated no less than 15 programs "Horizon 2020" project applications; 59.2. the specific outcome indicators: 59.2.1. original scientific articles published in journals or conferences 59.2.1.1.: article inventory that citation index reaches at least 50 percent of the industry average citation index: 59.2.1.2. the Web of science or Scopus (A or B) databases included in journals or Conference article in the inventory. 59.2.2. technology: 59.2.2.1. patents; 59.2.2.2. other intangible assets; 59.2.3. intellectual property license agreements; 59.2.4. a new product or new technology prototype. 59.2.5. new treatments and diagnostic techniques (including non-komercializējam method), which complements this provision. 59.2.2.59.2.3 59.2.1, 59.2.4, and. referred to indicators; 59.2.6. other research or project-specific appropriate indicators (including the data), which complements this provision. 59.2.2.59.2.3 59.2.1, 59.2.4, and. referred to. 60. the project applicant third round shall prepare and submit to the liaison body of the submission of the project application selection round of the requirements laid down in the Statute. If the rules referred to in paragraph 53 sub project is classified as an economic activity associated with the project, the project applicant project application's compliance with the following conditions: 62.1. the project's eligible costs application comply with Commission Regulation No 651/2014 25. paragraph 3 of article "a", "b", "d" and "e" in subparagraph research costs and compliance with this provision in paragraph 63 and 64 maximum allowable intensity of public funding; 62.2. the project for the implementation of the necessary application to the national co-financing of projects from the applicant's private funding (project applicant means, savings or other financial resources that do not receive any public support, including funding, which has received no State or municipal guarantee, or a State or local government credit with preferential conditions). 63. The permitted intensity of public funding in the third round, with economic activity related projects is the following: 63.1.   85 percent of fundamental research; 63.2. technical-economic feasibility studies: 63.2.1.70 per cent of the project to the applicant corresponding to the small (micro) or small business person definition; 63.2.2.60 percent project applicant, which complies with the definition of the average trader; 63.2.3.50 percent project applicant that meets the definition of a great merchant; 63.3. industrial research: 63.3.1.70 per cent of the project to the applicant corresponding to the small (micro) or small business person definition; 63.3.2.60 percent project applicant, which complies with the definition of the average trader; 63.3.3.50 percent project applicant that meets the definition of a great merchant; 63.4. experimental design: 63.4.1.45 percent of the project to the applicant corresponding to the small (micro) or small business person definition; 63.4.2.35 percent of the project to the applicant corresponding to the average business person definition; 63.4.3.25 percent in the project applicant that meets the definition of a great merchant. 64. This provision and 63.4 63.3. public funding referred to in intensity may be increased by 15 percent, up to a maximum of 80% of the project total eligible costs, if at least one of Commission Regulation No 651/2014 25. paragraph 6 of article "b" section. 65. the implementation of the project in time for the third round is from the date of the agreement or the agreement on the implementation of the project, up to 2023 of 30 November. 53. These provisions referred to programs "Horizon 2020" subprogramme supported projects activities are supported: 65.1. with economic activity unrelated to the project – starting with January 1, 2017; 65.2. economic activities associated with project after project to the application shall, subject to the cooperation of Commission Regulation No 651/2014 6 to article. 66. Then when an agreement or contract for the project implementation, cooperation, on the basis of the beneficiary's written request, provide advance funding for the requested advance payments according to legislation on the State budget planning the European Union's structural and cohesion funds for the implementation of the project and execution of payments in 2014 – 2020 programming period. 67. the monitoring of the implementation of the project by the Ministry of education and science, or its delegated authority, in cooperation with the cooperation shall ensure that rule 53.1 53.2 53.3., and the programmes referred to in the draft submitted in the framework of the mid-term and final evaluations of the quality of the results, subject to the following conditions: 67.1. an assessment of the European Commission expert experts included in the database that meets the following criteria: 67.1.1. the expert has a doctoral degree; 67.1.2. the experts scientific qualification corresponds to the specific project submission Science sub-sectors; 67.1.3. the experts shall have appropriate professional experience and competence; 67.2. The Ministry of education and science or by the delegated authority and the development of cooperation under the authority of the assessment, including the standard including requirement for mid-term evaluation of the results the expert in how progress of implementation of the project in accordance with the plan, and to make recommendations for the adjustment of the working plan, if required, but the end result-based evaluation of the extent to which the expected results of the project have been achieved (assessment expressed as a percentage); 67.3. taking into account the results of the mid-term evaluation of the conclusions and recommendations, the Ministry of education and science, the liaison body, the responsible authority and the beneficiary will, where necessary, agree on the amendments to the project work plan; 67.4. the end result of the evaluation of the cooperation body used in the taking of a decision on the project objectives and expected results. Based on the final evaluation of the project results in the planned level, the liaison body shall take a decision on the application of financial corrections under the managing authority guidelines on the application of financial corrections, the European Union's structural funds, cohesion fund, European economic area financial instrument, the financial instrument of Norway, Latvia and Switzerland's cooperation programmes funded projects. For that decision, the cooperation shall inform the responsible authority. 68. If any of the provisions referred to in paragraph 56 of the project transaction this provision, paragraph 54 the applicant implemented the project outsourcing, it ensure that outsourcing is carried out subject to the laws and regulations in the area of public procurement in certain procurement procedures.
V. implementation of the project and funding conditions 69. Measure does not apply to the following costs: 69.1.  scientific apparatus and equipment acquisition cost 12 and 35 of these regulations, paragraph requesting the project project implementation; EB 69.2. costs related to building civil design, construction, reconstruction and adaptation of the premises; 69.3. payment for loan processing, presentation, and service, the reservation fee on financial transactions, interest on arrears, penalties and expenses of litigation; 69.4. costs not specified in this provision 21.45, 61, and 62.;. 69.5. costs that exceed this provision 21, 45 and 47, paragraph cost limits; 69.6. costs that are not directly related to the funding recipient project activities does not meet the reasonable financial management, in particular value for money and cost-effectiveness; 69.7. costs for which payments are made later than one month after the expiry of the implementation of the project; 69.8. costs not justified by supporting documents or the costs incurred by the law of the non-compliance; 69.9. project beneficiaries requires account opening and maintenance costs; 69.10. value added tax (except when the beneficiary is unable to recover it from the State budget in accordance with the laws of the Republic of Latvia in the field of tax), customs duties, fees and penalty payments. 70. Where expenditure actually incurred exceed the total eligible cost of the project or project planning or implementation occurs during non-eligible expenditures or costs, the fact that the beneficiary of the said cost shall be borne by the funds at its disposal, the European Union funds and the State budget financing, the redistribution of savings or from other funding recipient project funding positions. 71. This provision 12, paragraphs 35 and 54 applicants for this project and this provision in paragraph 35 that the cooperation partner (if applicable) to the following requirements: 71.1. it is not the merchant difficulty according to Commission Regulation No 651/2014 2 of article 18 definition laid down in point (if applicable); 71.2. the tax debt, the State social insurance compulsory contribution and other State specific minimum charges an amount not exceeding eur 150; 71.3. this cooperation body, the responsible authority or any other competent institution does not knowingly provided false information in connection with European Union structural funds co-financed projects implementation; 71.4. The project is not eligible activities and sectors that correspond to Commission Regulation No 651/2014 1. and in paragraph 2 of article 3, point "c" and "d" in the subparagraph. 73. Project aid shall not be granted if there's someone of Commission Regulation No 651/2014 1. in paragraph 5 of article specific cases. 74. The implementation of the project in the first place, the second and third rounds within the territory of the Republic of Latvia. 75. The beneficiary not less frequently than once every three months on its tīmekļvietn the current information on the progress of the implementation of the project. 76. The beneficiary shall ensure the sustainability of the expected results on the project for at least five years after the final payment is made. 80. cooperation authority have the right to unilaterally withdraw from the agreement or contract for the implementation of a project in any of the following cases: 80.1. the beneficiary does not comply with the agreement or contract, including non-compliance with the time limits set out in the project or have other circumstances occurred which negatively affects or may affect the purpose or objective of the event, the monitoring indicators; 80.2. the beneficiary during project implementation deliberately gives a cooperation body of false information, and it negatively affects or may affect the event target or target specific support measures monitoring indicators; 80.3. in other cases determined by the agreement or contract. 81. If, through economic activity related projects, liaison body or during the project implementation period of five years after the final payment, finds that these rules have not been observed, in point 2.4., 63.62.1, 64 and paragraph 65.2. the conditions referred to in the implementation of the project allocated public funds to be considered unfounded and granted the requested funding repayable from private funding in the State budget in the following order: 81.1. If the project is launched before the project application not following this rule 2.4 and 65.2. above, the beneficiary of the cooperation body fully reimburse all the public funding received; 81.2. failure to comply with any of these terms or in 63 62.1.64 or conditions listed in, but the other conditions are met for State aid in the commercial, the beneficiary shall repay public funds, the difference between the original application and the actual situation appropriate. 82. If, through economic activity unrelated projects, liaison body or during the project implementation period of five years after the final payment, finds that the project does not match this rule and 2.5 2.1. criterion, referred the project to the allocated public funding is considered to be unfounded and the beneficiary received the full repayment of the private funding. 83. The decisions on the granting of aid, in accordance with Commission Regulation No 651/2014 59. Article or of Commission Regulation No 1407/2013 8. article does not accept the application of the said regulation the end date of the period.
