No. 22 31) arrangements for the granting of national aid for the breeding of farm animals in the book, as well as to record it in determining genetic quality and productivity data for assessment Issued under the agricultural and rural development Act article 5, fourth paragraph 1. determines the order in which the State aid granted to breeding sows, meat breeds of suckler cow, calf, dairy breeds dairy goats, sheep and breeding of pure-bred breeding Mare governing entry in Flock-books for as well as their genetic quality and productivity data for evaluation (hereinafter referred to as aid). 2. the support shall be provided in accordance with the Commission's March 2014 25 June, Regulation (EC) No 702/2014, with which certain categories of aid in the agricultural and forestry sectors and rural areas recognised as compatible with the internal market, the application of the Treaty on the functioning of the European Union article 107 and 108 (Official Journal of the European Union, 1 July 2014, L 193). 3. Objective of the aid is to promote the breeding of the pig, beef cattle, sheep and kazkopīb, in the horse industry, targeted using high-quality breeding sows, milk dairy goat breeds, breeding sheep, breeding mares of the mother, meat breeds of suckler cows and heifers (hereinafter referred to as a breeding animal), to maintain and improve their genotype and promote high-quality reproduction of genetically jaundzīvniek herds. 4. the total amount of aid is eur 8 572 267 in 2017, from them: 4.1 for the establishment and maintenance of herd books related to cover administrative costs, as well as breeding stock for genetic quality and productivity data for the evaluation: 4.1.1. breeding sows – 6 984 070 € 4.1.2. meat breeds of suckler cows and heifers older than 18 months – 1 277 135 euro; 4.1.3. milk varieties of goats, including pirmpien slaucamaj, – eur 30 864; 4.1.4. the breeding sheep to mothers-232 650 euro; 4.2. establishment and maintenance of herd books related to cover administrative costs, as well as the pure-bred breeding Mare genetic quality and evaluation by the offspring-47 548 euros. 5. Service includes: 5.1. establishment and maintenance of herd books-related administrative costs; 5.2. costs associated with the establishment of genetic quality, productivity evaluation according to the regulations on the monitoring of the animals and the breeding programs industry laid down by the herd-book of productivity indicators and sort. 6. To support the provision of the service may apply for a merchant, society or Foundation (hereinafter the applicant), if the following conditions are met: 6.1 the applicant is assigned a breeders ' organisation status according to the legislation on breed livestock breeders ' organization eligibility criteria and breed livestock breeders organization status; 6.2. applicants shall carry livestock herd book according to the laws on the book sorting; 6.3. the applicant shall provide the service: 6.3.1. registered in the herd and livestock and storage are registered according to the legislation on agricultural animals, their herd and the recording of holdings, as well as the designation of farm animals (hereinafter referred to as the monitoring flock); 6.3.2. the farm that has been assigned a variety of farm animal breeding status according to the legislation on varieties of livestock farms the eligibility criteria and breed livestock farm status and cancellations (the holding of the variety); 6.3.3. case of breeding animals for at least a year of control (except pirmpien, which is not calculated for the lactation data standards and industry kazkopīb not later than 15 months and older than four years) according to the regulations on the monitoring of animals, if agricultural data center (data center) last year of monitoring have not concluded a non-monitoring data. 7. The applicant for the provision of aid to pig industry receives: 7.1 as a lump sum in the amount of eur 348.60 (including administrative costs € 1.28) about the grandparents and vecvecvecāk of the sow genetic quality and productivity assessment that it is breeding gilts (the animal is estimated at pienīb, exteriors, fertility and selekcionējam characteristics of genetic value with the index at least 110), but: not exceeding 88 7.1.1 percentage of each breed sows on farms but not more than 1300 breeding sows (as of 1 March of the current year); 7.1.2. up to 60 percent of the supervision in each herd, sows but not more than 1300 breeding sows, if 7.1.2.1. monitoring Flock: as of 1 March of the current year has more than nine breeding sows; 7.1.2.2. in the previous year of monitoring of breeding sows weaned piglets in a litter, the number of monitoring the herd is an average of 8.5 piglets; 7.2. The applicant shall receive a lump sum in the amount of eur 131.28 (including administrative costs € 1.28) on the genetic quality of the sow and evaluation of productivity that it is breeding gilts (the animal is estimated at pienīb, exteriors, fertility and selekcionējam characteristics of genetic value), but not more than 1300 sows: 8.1. monitoring the herd from the current year's October 1 has more than nine breeding sows; 8.2. monitoring in the previous year the monitoring flock of breeding sows weaned pig litters average number is 8.5; 8.3. The rules referred to in paragraph 7, the aid shall be granted for the monitoring of an existing herd of white varieties of Latvia sows, which, according to the legislation on the national and European aid, administration and monitoring of the environment, the climate and the countryside to improve the 2014 – 2020 programming period is the subject of the opinion on the compliance of the white variety. 10. The applicant the aid for the supply of a service of meat cattle breeding industry receives: 10.1 as a one-off payment of eur 120.00 (including administrative costs € 1.28) holding of a variety of monitoring meat breeds of pedigree suckler cows recorded in the genetic value of pure-bred quality and productivity evaluation; 10.2. as a lump sum of € 60.00 (including administrative costs € 1.28) to suckler cow herd genetic monitoring of certain quality and assess the productivity of varieties of meat and pure-bred pure-bred suckler cows tel (animal that one variety of at least asinīb 87.5 interest), if it is older than 18 months; 10.3. as a lump sum 25.00 eur (including administrative costs € 1.28) to suckler cow herd genetic monitoring of certain quality and assess the productivity at least second grade intersection of suckler cows and meat varieties tel (animal, derived from a cross between the varieties grown in Latvia in the milk cow with specialized meat breeds of bull, and where the proportion of meat breed in at least 75 percent asinīb or pure-bred two specialized varieties of meat animal crossing) If it is older than 18 months. 11. Sheep industry, if a breed farm or flock of monitoring from 1 July of the current year has more than 29 breeding sheep mother, an applicant for the provision of support receive: 13.1. for a variety of breeding sheep farm in the mother's genetic quality and productivity evaluation; 13.2. for the monitoring of breeding sheep in the herd of mother's productivity evaluation that one variety asinīb reaches at least 50 percent, and from which the current year is obtained by monitoring live offspring; 13.3. for breeding sheep scrapie genotype of discovery and origin determination with DNA analysis; 13.4. the holding of the variety and the monitoring flock with a certified check in teķ gilt mother sheep after assessing the progeny equal housing and feeding conditions and associated with this assessment, maintenance and administrative costs. 14. The applicant the aid for the supply of a service in the horse industry gets to set monitoring existing herd of pure-bred breeding mares and entered in the book of the pure-bred breeding mare's genetic quality and evaluate them after the offspring. 15. To apply for aid, an applicant may submit up to 20 rural support service (hereinafter service) scheduled service expenditure. The applicant, who works in the horse industry, expenditure shall be accompanied by the monitoring of herds a list which is planned to provide the service. 16. To log on to this provision in the support referred to in paragraph 8, the applicant shall submit by 1 October service planned service expenditure. 17. the service within three weeks after receipt of the statement of expenditure of the applicant of examined its compatibility with the requirements of this regulation and shall take a decision on the applicant's expenditure for approval or rejection. If this provision in paragraph 15 and 16 of that expenditure is approved, the applicant shall pay the prepay service: 17.1. pig, cattle and meat industry-kazkopīb up to 75 percent of the estimated administrative costs; 17.2. sheep and horse industry – up to 90 percent of the planned amount of the payments of the aid. 18. The applicant in the month after the rule referred to in paragraph 17 of the positive decision of the receiving contracting with varieties of farm or flock owners of monitoring on ciltsdokumentācij breeding animals. For support, the applicant in the form of a paper document (by adding or sending an electronic version) or an electronic document (if the document has been prepared according to the law on electronic document presentation), submit to the Department the following documents: 19.1. pig sector: 19.1.1 Overview of the grandparents and vecvecvecāk preparation of the sow herd-book, for which it is breeding gilts, as well as for its evaluation by pienīb, exteriors, fertility and selekcionējam characteristics of the genetic value of index 110 and more (annex 1), until May 20, but for this provision, paragraph 8, to 1 November; 19.1.2. evidence of payment of the administrative expenditure in accordance with the provisions referred to in paragraph 15 of the statement of expenditure — up to 1 November, but for this provision, paragraph 8, to 15 December; 19.2. beef cattle industry: 19.2.1. governing entry in Flock-books for prepared and entered in the book of the rules referred to in point 10 compliant suckler cow breed farm and herd owners list of monitoring (annex 2), up to 1 September; 19.2.2. evidence of payment of the administrative expenditure in accordance with the provisions referred to in paragraph 15 of the statement of expenditure — up to 1 November; 19.3. kazkopīb sector: 19.3.1. governing entry in Flock-books for prepared or entered in the book that referred to in point 12 compliant milk dairy goat breeds of livestock owners monitoring list (annex 3), up to 1 September; 19.3.2. evidence of payment of the administrative expenditure in accordance with the provisions referred to in paragraph 15 of the statement of expenditure — up to 1 November; 19.4. the sheep sector: 19.4.1. Overview of governing entry in Flock-books for the preparation and holding of a variety entered in the book of breeding sheep in maternal genetic quality and productivity assessment, as well as monitoring the breeding herd of sheep productivity assessment (annex 4) – up to 1 September; 19.4.2. evidence of payment summary in accordance with the provisions referred to in paragraph 15 of the statement of expenditure — up to 20 December; 19.5. the horse industry: 19.5.1. Overview of governing entry in Flock-books for the preparation and monitoring of livestock entered in the book the pure-bred breeding Mare genetic quality and evaluation by the offspring (annex 5), up to October 1; 19.5.2. evidence of payment summary in accordance with the provisions referred to in paragraph 15 of the statement of expenditure — up to 1 November. 20. If support one industry is more bidders and 19 of these rules referred to in paragraph lists or reports they show the same monitoring surveyed the herd, a herd of aid granted. 21.
