Cabinet of Ministers Regulations No. 225 in Riga 2017 April 25 (Mon. No 21 31) the rules on foreigners requires financial resources and financial means being the finding issued in accordance with immigration law article 4, first paragraph, point 5 and the third paragraph of article 4.2 i. General questions 1. determines the foreigner required financial resources to enter and stay in the Republic of Latvia or another Member State of the Schengen Agreement, return to the home country or in the event of a third country that he has the right to immigrate, and the order in which finds the existence of financial resources. 2. the rules shall not apply to: 2.1 the European Union Member States, European economic area and the Swiss Confederation citizens and their family members; 2.2. foreigners who used the travel documents of diplomatic or service (official) passports; 2.3. the foreigners who receive visa with "diplomatic visa" or "visa" service; 2.4. foreigners who are members of foreign delegations and arrives in the Republic of Latvia, official visit or pass through its territory in transit; 2.5. foreigners who are in the Republic of Latvia shall be appointed by the immigration law 4 of the second paragraph of article 2, point 3 or 4, in order; 2.6. for foreigners who have a valid permanent residence permit in the Republic of Latvia; 2.7. foreigners who have received a long term visa, on the basis of the citizenship and Migration Board (hereinafter the Board) adopted a decision on granting a residence permit; 2.8. foreign seafarers: 2.8.1. appointed by the Republic of Latvia, to go to the ship in a port of the Republic of Latvia; 2.8.2. the Republic of Latvia, to cross the territory of the Republic of Latvia in transit, and go to the ship in another country or return to the country of origin; 2.8.3. staying in the Republic of Latvia, while the vessel on which the seamen works, located in the port of the Republic of Latvia; 2.8.4. copies of the ship's port of the Republic of Latvia, to go to the ship in another port of the Republic of Latvia; a copy of the ship's 2.8.5. Latvian port to cross the territory of the Republic of Latvia in transit, and go to the ship in another country or return to the country of origin; 2.9. foreign air crew members who reside in the territory of the Republic of Latvia to the landing of the aircraft; 2.10. foreigners who provide regular international passenger, cargo or mail services. 3. the existence of financial resources according to the competence of the Republic of Latvia establishes diplomatic and consular representations (hereinafter referred to as the Agency), the national guard or the administration. 4. Documents certifying the funds required, valid for three months from their date of issue.
II. financial resources for foreigners in the Republic of Latvia, visiting or staying in with a visa or have the State for which a visa is not required

5. The necessary financial resources is as follows: 5.1 no less than 14 euros per day of stay if the expected duration of residence in the Republic of Latvia shall not exceed 30 days; 5.2. no less than the minimum monthly wage, if the expected duration of residence in the Republic of Latvia for more than 30 days; 5.3. no less than workers in the Republic of Latvia, the monthly average gross wage in the previous year (according to the Central Statistical Administration last published information), if a foreigner gets a visa and the right to employment; 5.4. no less than workers ' monthly average gross wage for the employment of foreigners expected in the sector (second level) of the European Parliament and of the Council of 20 December 2006, Regulation No 1893/2006, establishing the NACE Rev. 2. statistical classification of economic activities, as well as amending Council Regulation (EEC) No 3037/90, and some of the EC regulations on specific statistical domains, the previous year (according to the Central Statistical Administration last published information) If a foreigner gets a visa and the right to employment as seasonal workers in agriculture, forestry and fisheries sector. 6. If a foreigner requires a long term visa, Administration Chief, Consular Department Director or his authorized officers for humanitarian reasons (such as illness or foreigners, his close relatives to illness or death, or if the foreigner entry and stay connected with family and there is no reason to believe that he will become a burden on the social assistance system) can reduce this provision 5.1 or 5.2 financial resources referred to. 7. If a foreigner in the Republic of Latvia by Visa or is a citizen of a country for which the visa is not required, his financial resources being laid around accordingly declares: 7.1. wage and salary income from the business or identity document; 7.2. credit institutions provided evidence of foreigners account status in the last three months; 7.3. the traveler's checks; 7.4. the application for the stay of foreigners, which cover is notarized or administered by or in the presence of the representative officials signed a Latvian citizen, non-citizen of Latvia or of Member States of the European Union, the countries of the European economic area or the Swiss Confederation, who are staying in the Republic of Latvia with a registration certificate or residence card or a foreigner with a valid termiņuzturēšan or permanent residence permit in the Republic of Latvia, and this rule 7.1. , or 7.2 7.7. documents referred to, stating the costs; 7.5. the application for the stay of foreigners, which cover is notarized or administered by or in the presence of the representative officials signed minor foreigners, a legal representative or one of the parents to the foreigners in the Republic of Latvia will maintain in connection with studying or training, and this rule 7.1, 7.2 or above in paragraph 7.9. documents certifying the expenses; 7.6. legal persons established in the proof of alien residence charges; 7.7. foreign legal entities registered in proof of the alien's stay costs, if the foreigner staying in the Republic of Latvia in accordance with the referral of the legal person; 7.8. Mark invitation, indicating that the inviter will cover the entry and residence of foreigners, the associated costs; 7.9. other foreigners held in the proof of the existence of financial resources. 8. If the foreigner does not need to pay for the expected accommodation, he in addition to this provision in paragraph 5 above proves that he has the necessary financial resources to cover these expenses, or that the payment for the accommodation has been made. 9. the financial means or the validity of the supporting documents, as well as the outward journey and a return ticket or sufficient funds to travel requires the purchase of fuel, if a foreigner travelling by personal vehicle, show officials, requesting a visa, or national guard after they request. 10. If a foreigner requires multiple entry visas, he submitted evidence proving the first residence once the funds required for the existence, and adds the application, which declares that he is aware of the extent of the financial resources required for the following entry and residence times. If a foreigner has received visas and acquired the right to employment, livelihood security, according to the requirements needed for the entire period of employment.
III. financial resources for foreigners in the Republic of Latvia requests or have received a residence permit

11. The necessary financial resources per month is as follows: 11.1. remuneration or income from business in the Republic of Latvia pursuant to double the monthly average for workers gross income for the previous year (according to the Central Statistical Administration last published information) if the foreigner residence permit required under immigration law article 23, first paragraph, 2, 3, and 4, and his residence is linked to the employment or business; 11.2. wages in the Republic of Latvia pursuant to workers ' monthly average gross wage for the previous year, applying the coefficient 1.5 (according to the Central Statistical Administration last published information), – if the residence permit requires a foreigner who wishes to receive a European Union blue card; 11.3. wages in the Republic of Latvia pursuant to workers ' monthly average gross wage for the previous year, applying the coefficient 1.2 (according to the Central Statistical Administration last published information), if the residence permit is required for foreigners who wish to receive a European Union blue card and who will be employed in specialty (profession), the Cabinet of Ministers included their specialties (profession) in the list, which predicts a significant labour shortages; 11.4. the appropriate workers monthly average gross wage for the previous year (according to the Central Statistical Administration last published information)-If a foreigner's residence permit required in connection with employment, which does not mention this rule 11.1, 11.2 or 11.3. in subparagraph; 11.5. financial resources corresponding to double the amount of old age pension social insurance institutions accounting for existing pensioners per month pension paid mean in the previous year (according to the Central Statistics Administration published information) if the foreigner residence permit required under immigration law article 23, first paragraph, paragraph 26; 11.6. financial resources of the minimum monthly wage in the triple-if the residence permit requires the immigration law article 23, first subparagraph, paragraph 29 of the foreigner; 11.7. financial resources according to the minimum monthly wage, in cases which are not provided for in these rules, 11.1 11.2 11.3, 11.4, 11.5, and 11.6., above. 12. Child subsistence security required is 30 percent of the 11.7. these provisions referred to in the required financial resources. 13. If a foreigner in the Republic of Latvia requests or have received a residence permit, the validity of his financial resources according to the defined roughly represents: 13.1 the amount of remuneration or income from a business card; 13.2. a credit institution issued a certificate of account status of foreigners;
13.3 proof issued by a credit institution to another person's account status indicating that the foreigner has the right to proceed with this account; 13.4. the application for the regular maintenance costs that is notarized or administered by or in the presence of the representative officials signed a Latvian citizen, non-citizen of Latvia or of Member States of the European Union, the countries of the European economic area or the Swiss Confederation, who are staying in the Republic of Latvia with a registration certificate or residence card or a foreigner with a valid termiņuzturēšan or permanent residence permit in the Republic of Latvia, and the documents certifying the that person is in possession of sufficient financial means that foreigners, self and dependants of these rules accordingly. or 12. in paragraph 11.7 above extent; 13.5. the application for the stay of foreigners, which cover is notarized or administered by or in the presence of the representative officials signed minor foreigners, a legal representative or one of the parents to the foreigners in the Republic of Latvia will maintain in connection with studying or training, and the documents certifying the expenses this rule 11.7 in or in point 12; 13.6. legal entities established in the proof of foreign residence costs in the Republic of Latvia; 13.7. foreign legal entities registered in proof of the alien's stay costs, if the foreigner staying in the Republic of Latvia in accordance with the referral of the legal person; 13.8. the documents concerning the amount of the pension.
IV. final question 14. Be declared unenforceable in the Cabinet of Ministers of 21 June 2010 No. 550, the provisions of the "rules for foreigners the funds required and the funding arrangements for the detection of validity" (Latvian journal, 2010, 100. No; 99. No; 2011 2013, no. 200).
