General questions 1. Jēkabpils Agrobiznes College (the College) is a State founded by the Ministry of education and science, under the supervision of an educational institution, which after the acquisition of basic education provides the opportunity to acquire professional secondary education and vocational training and secondary education after mining provides the ability to get first level professional higher education and the fourth level of professional qualifications. 2. the College's full name: Latvian language 2.1 – Jēkabpils Agrobiznes College (abbreviation: JACKET); 2.2. in English-jekabpils Agrobusines College. 3. College of registered office – postal Street 1, LV-5201, Jekabpils, Latvia. 4. College governing body representation and authority are College Council (hereinafter Council), the Director of the College (the Director) and the internal audit Commission (hereinafter referred to as the Audit Commission). The supreme governing body of the College and authority in strategic, financial and economic sector is the Ministry of education and science. 5. the College has a flag, a coat of arms, emblem, logo, motto and anthem. The College has a stamp with added small national coat-of-arms and the College full name of the Latvian language, as well as the current account in the Treasury. II. activities of the College and the basic task of College activity 6 axes are as follows: 6.1 the first level professional higher education in the development and implementation of information technology, social science and Commerce (Honours) from the field; 6.2. vocational secondary education and vocational education programs development and implementation of programmes; 6.3. the implementation of the educational process, promoting student professional and general competencies and personal development and providing a chance to get first level professional higher education and a fourth level of professional qualifications; 6.4. preparation for the continuation of education for the second level professional higher education and professional qualifications at level 5. 7. College objectives are the following: 7.1. in cooperation with the employers under policies, professional standards, professional qualification requirements (if the occupation does not endorse the standards of the profession) and the national standards of vocational education develop vocational training programs and organize its implementation; 7.2. in cooperation with the social partners to develop the examination content and methods, as well as organize the qualification examinations; 7.3. in cooperation with the employers to make a college student working environment based on study, internships and career counseling; 7.4. to provide the study process and the quality of the test to the vocational college education and professional qualifications recognised in Latvia and abroad; 7.5. to carry out practical research in information technology, social science and Commerce (Honours) from the field; 7.6. to organize the College activities the axes of the appropriate measures (for example, public courses, lectures, conferences); 7.7. in cooperation with employers and appropriate policies to develop professional development and continuing education programs and organize its implementation; 7.8. to cooperate with Latvian and foreign educational institutions and employers in the field of vocational training; 7.9. to inform the public about the activities of the College and professional education opportunities in College; 7.10. to carry out economic and other activities which are not contrary to the laws and actions of the axes of the College. III. the Council, the Council has 8 colleges staff collegiate governing body and authority. Council elections organised by the Director. The Council further, by secret ballot. Representatives and the President of the Council shall lay down the procedure for the election rules for the College Council. 11. the composition of the Council is approved by the Ministry of education and science. The Council's term of Office is three years. 12. The Council shall: 12.1. develop college budget; 12.2. the approved courses; 12.3. Approves the research directions; 12.4. draw up proposals on student enrollment and new study programmes, as well as approve the rules of admission courses; 12.5. the College shall decide on the unit and the establishment of branches, reorganization and liquidation, as well as approve the by-laws; 12.6. Approves the Charter of academic and administrative positions in college and the election procedures in these posts; 12.7. Approves the regulations on the study and test procedures in College; 12.8. confirm this rule 22, paragraph in the order elected Audit Commission and its rules; 12.9. approve the internal rules of the College; 12.10. accepts the Audit Commission report; 12.11. adopt the annual activity report of the College; 12.12. support and encourage student self-management operation, as well as approve the student self-government rules; 12.13. Approves the College flag, coat of arms, logo, Crest, motto and anthem; 12.14. develop College strategy, regulations and amendments; 12.15. proposes that the question about the college name or legal status; 12.16. consider other matters which, in accordance with these rules within the competence of the Council. 13. The Board of Governors shall be convened by its Chairman, Director or at least five members of the Council. The Council meets at least every five months. 14. the Council are valid if they participate in the hearing at least 10 Council members. Decisions shall be taken by a simple majority vote, or by secret ballot. Vote by secret ballot, if so requested by more than one third of the present members of the Council. If the votes of the Council members divided into similar, the President of the Council shall have a casting vote. 15. The Director and the student representative is a suspensive veto rights in respect to the decisions of the Council. After the veto question of application of the harmonisation, the Commission examined. The Commission shall set up a Coordination Council. It shall consist of the Director, the Chairman of the Board and one representative of the academic staff, the General staff and learners. Director is the highest officer of the College, the College of General Administrative and business management and without specific authorisation by the representative College. Directors: 19.1. recruiting and exempt from the Darba College academic and general staff; 19.2. issue a binding order of the staff college; 19.3. the appropriate powers decide on college resources; 19.4. organizes the Audit Commission elections; 19.5. organizing, academic staff and administrative staff of the elections; 12.2. present to the Council and the Ministry of education and Science College year review (Yearbook), and provides staff with the opportunity to consult the annual report; 19.7. upon coordination with the Board of higher education approved the College undergraduate admissions requirements for the additional special previous training, special fitness and preparedness for membership in specific courses. 19.8. the responsibility for the use of the financial resources of the College; 12.4. provide courses and process upgrading, as well as State, local governments, industry and international programs resource and professional development of staff; 19.10. a Convention and its regulations are issued, specifying the Convention functions, tasks, composition and organization of work; 19.11. If appropriate, propose amendments to the College rules or develop a new College rules; 19.12. performs other tasks as set out in these provisions. 20. the Director shall have the right, without election: 20.1. Once approved for one year of academic staff that posts mentioned in paragraph 36; 20.2. not more than one time and not more than one year to approve the appointment of the head of the Department. 21. the Director of the administrative acts issued and actual action may be challenged in the Ministry of education and science. Ministry of education and science of the decision may be appealed to the Court of Justice of the administrative procedure law. (V). Audit Commission. the Audit Commission 22 three persons elected by the College in the composition of the staff of elections by secret ballot. The Audit Commission is composed of one elected representative of the academic staff, one elected representative of the General staff and one elected student government representative. The Audit Commission representative in the category of more staff members. The category of staff members shall be entitled to withdraw the elected representatives if they did not properly fulfil the responsibilities of the Audit Commission. The election of the representatives is determined by the order the Audit Charter. The Audit Commission term of Office is three years. 23. the Commission must not be employees who have administrative position or the Council. 24. the Commission has the following rights: 24.1. check the College complying with laws and regulations, as well as the Council and the decisions of the Director; 24.2. acquaint himself with all the documents related to the College's financial and economic activity. 25. The Audit Commission carry out a check at least once a year and the results of the audit report to the Council and staff. Vi. College unit 26. Educational process, research, organizational, economic or job College consists of the departments. 27. the Department tasks, functions and Rights Department regulations. The Unit Manager is responsible for the work of the Department. 28. Education and the research work of the Chair of the College. The organizational, economic and operational work of the College can also consist of other departments. 29. The Department has at least five academic staff representatives holding elected positions. Personnel shall have the right to participate in decision making, as well as for proposals related to the activities of the College. 36. The academic staff of the College consists of: 36.1. Assistant Professor; 36.2. the lecturer; 36.3. the Assistant. 37. the Person elected in academic and administrative positions elected by open competition in accordance with the provisions of the regulations referred to in paragraph 12.6. The contest is advertised for at least a month before the election, the publication of a notice in the Official Gazette of the "The Messenger" and the local newspaper. 38. academic positions may elect a person with doctorate or master's degree. 39. The professional study programme profile subjects of the post of Assistant Professor may hold a person with higher education without degree, if it is appropriate for the subject matter concerned at least seven years seniority in practice. Assistant Professor positions, the requirements to be met by applicants approved by the Council. Professional study programme profile subjects or Assistant lecturer posts can take a person with higher education without degree, if it is the subject matter appropriate for at least five years ' seniority in practice. 40. the Director of the elected person switch work contract for six years. 41. academic staff have the following responsibilities: 25.5. creative and responsible exercise of the study programme; 41.2. constantly improve their qualifications, and to encourage professional growth; 41.3. abide by the rules of professional conduct; 25.7. to answer for their actions and their results; 25.8. constantly improve study programmes, to introduce the study of the process of innovation, to work with employers and to attract resources for development programmes; 25.8. to provide the student the opportunity to pursue College in their own rights. 42. academic staff have the following rights: 42.1. the study programmes according to the regulations on the study and test procedures to determine the free courses and test content, forms and methods; 42.2. performing research work, freely choose research methods, evaluate and publish research results; 26.3. submit proposals for action relevant to the objective of the College events; 26.3. develop programme enhancements, new programs and to propose new courses; 26.4. to develop and implement projects in modernization and cooperation with partners in Latvia and abroad; 26.5. proposals on College development and internal policing; 26.5. to be elected for representation, Management College, institutions and decision-making bodies. 43. A Person admitted to a College in accordance with the regulations laid down in the student admissions requirements and the provisions referred to in paragraph 19.7. additional requirements. 44. Reflektant intake in College organized by admissions. The composition of each year of study approved by the Council. 45. Student selection for relevant studies carried out by tender. 46. the Reflektant shall contain the student list, based on the Director's order. 47. the Student has the following rights: 29.3. get professional higher education; 47.2. the use of College facilities, libraries, equipment, hardware, cultural, sports and medical objects; 47.3. the College established suspend and resume studies; 47.4. implement legislation relating to the study, research and artistic creativity. 29.5. receiving information on all matters directly related to their studies and career potential; 29.6. the College freely to express and defend their thoughts and beliefs; 29.6. to vote and to be elected student self-government, to participate at all levels of the College authority institutions; 47.8. in accordance with established procedure the status of listeners to attend other higher education institutions training activities and organize the necessary tests; 29.8. to establish associations, and clubs, group as well as to participate in the process of study, public life and the development of related projects of cooperation and implementation. 48. the obligation to respect the student's College Charter, Council approved regulations and internal rules. 49. The student is excluded from the student list in accordance with the laws and regulations on the basis of an order of the Director. 50. the College Student creates student self-government. The student self-government operates in accordance with its designed and approved the Statute of the Council. 51. The student self-government: 51.1. defending and representing the interests of the student's academic, physical and cultural life matters in college and other national institutions; 51.2. represent the College in Latvia and abroad; 51.3. determines the order in which learners are elected College collegiate institutions. 52. The student authority have the right to request and receive from the College representative, management bodies and heads of departments shall be information and explanations on matters that affect the interests of the student. 53. Student representatives have the right to participate in the College authority. 54. The student self-government decisions are subject to approval by the Council is binding for all learners. 55. The college officials issued administrative provisions and actual action may be challenged, by submitting the submissions to the Director. Decision of the Director may appeal to the Court of Justice of the administrative procedure law. VIII. Programme development and approval processes of study 56. governed by the regulations approved by the Council. 57. the development of new study programmes organized by the Department concerned. 58. On the content of the study programme and its implementation is the responsibility of the Department. 59. the study closes with a national test. National test component is skill development and advocacy. 60. the study programme and the decision on the termination of the implementation of the programme of study shall be adopted by the Council. 61. If the program is eliminated, the College provides opportunities for students to continue studies in another college courses or other appropriate courses in college or University. IX. Internal procedures governing the adoption of documents 62. College Department of internal procedures documents governing the Development Department, and after checking with the Board in accordance with the relevant regulations approved by the Department head of the Department, but if the unit is not defined in statute law, approved by the Director. 63. The procedures governing action in areas where regulation is beyond the competence of the Director, be approved by the Council on a proposal from the Director. X. college funding sources and the reorganisation and winding-up procedures 64. College financial resources: 64.1. State budget grant from the general revenue; 64.2. revenues for the services and other revenue; 64.3. foreign financial resources; 64.4. legal and physical person donations and gifts. 65. Studies in College may also occur for a fee. The changes in tuition for each school year and the arrangements for payment shall be determined by the Council. Fees for legal or natural persons shall be covered in accordance with the agreements concluded by the College student. 66. The College is reorganized or liquidated in the University law and Government installations in accordance with the procedure prescribed by law. XI. final question 67. Be declared unenforceable in the Cabinet of Ministers of 2 May 2006 rules No. 349 "Jēkabpils Agrobiznes College Charter" (Latvian journal, 2006, nr. 71.).
