The MINISTER of infrastructure and transport in consultation with the Minister of the Interior and the Minister for education, University and research having regard to Directive 40/2010/EU of the European Parliament and of the Council of July 7, 2010, on the framework for the deployment of intelligent transport systems in the field of road transport and for interfaces with other modes of transport; Having regard to the new highway code approved with legislative decree of April 30, 1992, # 285, and subsequent amendments and integrations; Visto l'art. October 18, 2012, 8 of Decree-Law n. 179, converted, with amendments, by law, December 17, 2012 # 221; See, in particular, article. 8, paragraph 9, of the aforementioned Decree Law 179/2012, which States that, in order to ensure maximum deployment of intelligent transport systems in the country, ensuring efficiency, rationalization and economy of use and depending on the regulatory framework of reference, by Decree of the Minister of infrastructure and transport, in consultation with the Ministers responsible for matters , to be taken within sixty days from the date of entry into force of the conversion law of this Decree, shall be adopted in the directives which set out the requirements for broadcasting, design, construction of the ITS, to ensure availability of free information and update your information infrastructure and traffic data, as well as actions to promote its development within the national territory in a coordinated manner , integrated and consistent with the policies and activities at national and community level; Considered the need to give practical implementation to the regulatory provisions referred to in art. 8, paragraph 9, of the Decree-Law October 18, 2012, # 179, converted, with amendments, by law no 221 December 17, 2012.
Decrees: Art. 1 Definitions 1. For the purposes of this Decree are: a) "intelligent transport systems" or "ITS" (Intelligent Transport Systems): information and communication technologies applied to transportation systems, infrastructure, vehicles and traffic management and mobility;
b) «application ITS application for the use of ITS tool ';
c) ' service ' means the supply of ITS application through ITS an organisational framework and clearly defined operating in order to help improve the effectiveness and efficiency of the transportation and security;
d) ' service providers ' means public or private service provider ITS ITS;

l) «interface»: plant between systems that provides the means by which such systems can connect and interact;

n) ' continuity of services ' means capacity to ensure ongoing services on European transport networks regardless of the mode of transport;
o) «interoperability»: ability of industrial and commercial systems and processes that underlie them to Exchange data and share information and knowledge;

q) ' data ' means traffic data on the characteristics of road infrastructure, including fixed traffic signs, and on the security features of regulations;
r) ' traffic data and mobility»: real-time and historical data on the characteristics of road traffic;
s) ' travel data: basic data, such as public transport schedules and rates, which are necessary to provide multimodal travel information before and during their journey to facilitate the planning, booking and travel adjustments;
t) ' specifies ' means measures binding upon establishing containing requirements, procedures or any other relevant rule;
u) ' node DATEX data exchange traffic information platform ' based on standard DATEX;
v) ' telematic ' means a device on board with EGNOS receiver/GPS and data transmission connection;
z) ' information ' means Public Index IPIT on infrastructure and traffic data;
AA) ' regulated ' fleets: combination of vehicles subject to common discipline, such as tourist buses and vehicles used for public transport;
BB) «e-call system ' means the transmission system of emergency calls from vehicles;
CC) «CCISS»: Coordinating Center of traffic information on the roads and road safety;
DD) ' PRIM ' means regional plans for infomobility;
EE) «RDS Radio Data System ';
FF) «TMC»: Traffic Message Channel;
Gg) ' European Geostationary Navigation Overlay System EGNOS-European Geostationary Navigation Overlay Service system ".
