The HEAD of information and publishing DEPARTMENT Viewed the art. 1, paragraph 261 of the Act December 27, 2013, n. 147 (law of stability for the year 2014) which set up the Fund to support interventions to publishing for the period 2014-2016, aimed at encouraging business investment, also of new Constitution, geared to technological innovation and digital and the entry of young professionals in the field of new media and to support corporate restructuring and social safety nets; Having regard to the Decree of the President of the Council of Ministers dated September 30, 2014, recorded by the Court of Auditors on October 23, 2014 ranked # 2774, which are distributed from the Fund for the year 2014 and, in particular, article. 3, paragraph 4, in the context of incentives for investment in technological innovation and digital, recognizes the newly established publishing companies within the limit of 500,000 euros, a contribution in the face of documented expenses incurred for innovative projects, to be submitted to the evaluation of Special Commission; Given that the same art. 3, paragraph 4, provides that by Decree of the head of Department is issued the announcement for the allocation of contribution and named the Committee responsible for the evaluation of projects submitted by publishers; Seen, therefore, the need to provide for the establishment of an alert for the planned contribution to art. 3, paragraph 4, of the Decree of the President of the Council of Ministers of September 30, 2014; Having regard to Council Regulation (EU) No 1407/2013 December 18, 2013 Committee on the application of articles 107 and 108 of the Treaty on the functioning of the European Union to de minimis;
Issues the following warning: 1. Object and purpose. 1. This notice is intended to disclose the criteria and modalities for the attribution of the planned contribution to the year 2014, by art. 3, paragraph 4, of the Decree of the President of the Council of Ministers dated September 30, 2014, from the Fund to support interventions to publishing. The contribution forms part of interventions in support of publishing provided by law of stability for the year 2014 and intends to recognise and support the best editorial initiatives on the web. 2. unless expressly stated in this notice, please refer to community and national rules in force. 2. definitions 1. This notice uses the following definitions: a) "notification": this public notice; b) ' Department ' means the Department of information and publishing of the Presidency of the Council of Ministers; c) «end»: the Fund to support interventions to publishing for the period 2014-2016, according to art. 1, paragraph 261 of the Act December 27, 2013, # 147 (law of stability for the year 2014); d) ' Decree ' means the Decree of the President of the Council of Ministers dated September 30, 2014, which placed the allocation of resources of the Fund for the year 2014; e) «publishers» means undertakings referred to in art. 1, comma 1, letter a), which is the Fund's founding D.P.C.M. businesses operating in the field of publishing and editing books and journalistic publications information, even electronically, typeface newspaper or periodical, national or local news agencies, the undertakings that operate national or local broadcasting activities that spread news reporting services and programs as well as companies that provide journalistic products. For the purposes of this notice are considered publishing companies those identified with the codes ATECO 2007 set out in annex 1. 3. Recipients of contribution and admissibility requirements. 1. Can apply for grant assistance publishing enterprises, identified with the codes ATECO 2007 set out in annex 1, which does not yet exist for more than forty-eight months at the time of publication of this notice and are in good standing with contribution obligations and statutory social security. 2. Will be reason of preference on the qualifications required for the start-up pursuant to Decree-Law No. 179 October 18, 2012 converted, with amendments, by law, December 17, 2012 # 221 and signup to register special section therein. 4. Terms and conditions for the submission of applications. 1. Applications for assistance must be submitted within 30 days of publication of this notice in the official journal-section announcements and competition, using the forms published in the dedicated section on the website of the Department www.governo.it/die. 2. applications for request of assistance, signed by the legal representative, must be sent exclusively via certified mail to the following address: archivio.die@mailbox.governo.it. The question must be appended, in electronic format, the documentation indicated on the form posted on the site, together with the project proposal. 3. The non-receipt of submissions within the term implies their inadmissibility. Applications will not be considered eligible without digital signature, presented in a manner not in compliance as required by this notice and containing erroneous or partial presentation of data and documents. 4. undertakings applicants assume the commitment to promptly communicate any updates of the statements made. 5. Eligible actions. 1. on-line publications are already active and those not yet followed, which evaluated the project. The two types are distinct format of presentation; their evaluation will occur for homogeneous categories and give rise to separate rankings. 6. The Commission. 1. The Committee responsible for the evaluation of projects is appointed by Decree of the head of Department and is composed of: three experts in the field of information and communication, one of which acts as Chairman; two officers on duty at the Department. 7. criteria for evaluation. 1. the Commission shall examine the applications submitted on the basis of the following criteria: a) originality and innovativeness of the editorial product, with respect to content and method of production, dissemination and exploitation (score: up to 30); b) increased employment in terms of young and highly qualified personnel in the design and implementation of the project (score: up to 30); c) consistency of the business plan, and in particular of costs incurred or budgeted, with the pursuit of the objectives (score: up to 20); d) ability to cover a significant proportion of the target users and, in this context, to take into account the needs of different types of users (scores: up to 10); and business development goals and reliability) of profitability of the initiative (score: up to 10). In the evaluation the Commission will also take into account any previous innovative experiences carried out by the enterprise and documented. 2. the head of the Office for the support to publishing approves with its determination the classifications and the initiatives/projects accepted the contribution and shall give the publication on the website of the Department. 8. budget, contribution and monitoring. 1. the resources referred to in this notice, assigned to the chapter 477 of the budget of the Presidency of the Council of Ministers amounted to 500,000 euros for the year 2014, and will be divided into five contributions up to a maximum of 100,000 euros each, to be allocated to the first three projects on the list concerning the initiatives already in place and the first two of the list relative to those for which it was presented the project. The Commission may propose a different allocation of quotas between the two classifications, on giving adequate reasons in the minutes of the sitting of the award. 2. the contribution will be disbursed in two tranches next, upon demonstration by the publishers, the expenses for the project as well as a report, electronically, to verify the results achieved and their consistency with the objectives of the project. In the case of initiatives not yet followed, for which he was presented the project can and will be provided for the provision of an advance of contribution not exceeding 25 percent. 3. where the costs recognized are less than 100,000 euros, the difference will be credited to the project placed in the best position in its ranking. 4. when payment of contribution, the Office for direct support to the press will proceed to the necessary checks on the documentation submitted, we reserve the right to ask for any clarifications or additions. The Office will proceed to verifications about the existence of any loans outstanding of the company against the public administration. 5. The fee referred to in this notice are granted in compliance with the ceilings laid down in the Regulation (EU) No. 1407/2013 of December 18, 2013 (de minimis). 6. The Department shall revoke the benefit, after formal notice, in the following cases: a) the company does not provide the required documentation or does not allow the necessary checks; b) in the event of false declarations made pursuant to articles 46 and 47 of P.r.decree December 28, 2000, n. 445 as amended. 9. privacy policy. 1. personal data will be collected and processed, pursuant to Legislative Decree June 30, 2003, n. 196 in respect of that legislation and for the exclusive purpose of allowing the competition procedures and notices to interested parties. 2. In compliance with the Legislative Decree of March 14, 2013, n. 33 concerning the obligations of publicity, transparency and dissemination of information by the Government, information about the contest will be published in a special section of the website of the Department.
