Having regard to the Decree of the Minister of economic development of December 13, 2011, published in Official Gazette No. 294 of December 19, 2011, implementing the Decree of the Minister of economic development of July 23, 2009, concerning the granting of concessions in favour of investment programmes relating to activation measures, strengthening and support of biomass supply chains that integrate energy objectives of environmental protection and regional development through reuse and enhancement of biomass, interregional operational programme «resources renewable energies and energy saving» ERDF 2007-2013; Having regard to the Decree of the Minister of economic development of July 29, 2013, published in Official Gazette No. 236 of October 8, 2013, bearing terms, methods and procedures for granting and disbursement of revenue foregone in favour of investment programmes aimed at achieving specific goals of innovation, competitive improvement and environmental protection in the convergence regions («innovative machinery '), which provides for co-financing with resources of the national operational programme «research and competitiveness» ERDF 2007-2013; Having regard to the Decree of the Minister of economic development of December 5, 2013, published in the Official Gazette No. 54 of March 6, 2014, implementing the Decree of the Minister of economic development of July 23, 2009 laying down "intervention for the promotion and support of investments to reduce energy consumption within productive activities located in the convergence regions, implementing the" renewable energies and energy saving "ERDF 2007-2013»; Having regard to the Decree of the Minister of economic development, in consultation with the Minister of economy and finance, the Minister of agricultural food and forestry policies, with Minister for the simplification of regulations and the Minister of tourism, September 24, 2010, published in the ordinary supplement to Gazzetta Ufficiale n. 300 of December 24, 2010, implementation of article 43 of Decree-Law June 25, 2008 , # 112, converted, with amendments, by law no August 6, 2008. 133, concerning the simplification of instruments of investment attraction and business development for the grant, through the signing of contracts, development of direct financial incentives to promote investment in strengthening the production structure of the country, with particular reference to areas of southern Italy; Having regard to the Decree of the Minister of economic development of May 11, 2011, published in the Official Journal No. 176 of July 30, 2011, containing operational addresses under art. 3, paragraph 5, of the Decree of September 24, 2010; Having regard to the Decree of the Minister of economic development of February 14, 2014, published in Official Gazette No. 97 of April 28, 2014, implementation of art. 3, paragraph 4, of Decree-Law No 69 June 21, 2013, converted, with amendments, by law No 98, August 9, 2013 reforming the rules governing contracts; Having regard to the European Commission decision C (2013) 1573 of March 20, 2013 on the approval of the guidelines on the closure of operational programmes adopted for assistance from the European regional development fund, the European Social Fund and the Cohesion Fund (2007-2013); Given that the date of admissibility of expenditure, in accordance with art. 56 of Regulation (EC) no 1083/2006, it is fixed to the December 31, 2015 and that this date refers to the actual incurrence of expenditure by final beneficiaries, supported by receipted invoices or accounting documents of equivalent probative value; Considered that the forecasts mentioned above make it possible, in relation to the specific regulations in relation to the different facilitating interventions concerned by this Decree, or by individual measures for awarding benefits, postpone the date for the completion of investments to October 31, 2015, subject to the December 31, 2015 date for the payment of costs by final beneficiaries, supported by receipted invoices or accounting documents of equivalent probative value; Given the opportunity, in order to obtain full use of the resources of Community origin, to allow the complete realization of the large number of initiatives during the programming period 2007-2013, introducing procedural simplifications in view of the technical complexity of the interventions and the change in the economic environment; Considered appropriate, on the basis of the aforementioned European Commission decision C (2013) 1573 of March 20, 2013, standardize the provisions facilitating the closure of assistance contained in the acts devices under these circumstances, relating to the granting of concessions in favour of investment, development and innovation programs under the national operational programme «research and competitiveness» 2007-2013, interregional operational programme «renewable energies and energy saving» 2007-2013 and interregional operational programme ' cultural attractions , Natural and tourism» 2007-2013 in order to make them consistent with the guidelines of the European Commission meanwhile intervened;
Decrees: Art. 1 scope 1. This Decree regulates the method of closure of assistance facilitating subsequent paragraph 2, referred to, which are handled by the Ministry of economic development in the period 2007-2013, in relation to co-financed projects with community resources under the operational programme «research and national competitiveness», interregional operational programme «renewable energies and energy saving "and" interregional operative program cultural, natural Attrattori and tourism ". 2. the provisions of this Decree, relating to the deadline for the completion of investments and the method of payment of benefits, are dictated by way of derogation from the provisions laid down in the following interventions: a) implementation of the Special Fund for technological innovation of law # 46/1982: i. Decree of the Minister of economic development of March 13, 2009, concerning the granting of concessions for experimental development programmes including possibly non-compelling industrial research, regarding product and/or process innovations aimed at replacing and/or eliminate the chemicals ' extremely worrying ', under the Community legislation referred to in art. 57 of Regulation (EC) 1907/2006 (REACH);
II. Decree of the Minister of economic development of July 7, 2009, concerning the granting of concessions for experimental development programmes, including possibly non-compelling industrial research, carried out by business start ups;
III. Decree of the Minister of economic development of September 24, 2009, concerning the granting of concessions for experimental development programmes, including possibly non-compelling industrial research about so-called "factual analysis programs» and «so-called Generalist programs ';
IV. Decree of the Minister of economic development December 14, 2009, laying down the rules of technological innovation under the Act February 17, 1982, # 46;
b) industrial innovation projects referred to in article 1, paragraph 842, December 27, 2006, law No. 296:. Decree of the Minister of economic development of March 5, 2008, by which it was enacted the ban on the industrial innovation project for the ' energy efficiency ';

Decree of the Minister of economic development of August 6, 2010 concerning the granting of concessions in favour of investment programmes aimed at achieving specific goals of innovation, competitive improvement and environmental protection, so-called call "other goals";
II. Decree of the Minister of economic development of August 6, 2010 concerning the granting of concessions in favour of investment programmes aimed at industrialization of the results of research or experimental development qualified programs, so-called bando ' Industrialization ';
III. Decree of the Minister of economic development of August 6, 2010 concerning the granting of subsidy programmes of investment programmes concerning the production of capital goods development of renewable energy sources and energy saving in buildings, so-called "Energy Investment announcement ';
IV. Decree of the Minister of economic development of December 13, 2011 concerning the granting of concessions in favour of investment programmes relating to activation measures, strengthening and support biomass supply chains that integrate energy objectives of environmental protection and regional development through reuse and enhancement of biomass;
v. Decree of the Minister of economic development of July 29, 2013 bearing support for innovative investments in the convergence regions («innovative machinery»);
vi. Decree of the Minister of economic development of December 5, 2013 which provides incentives for the promotion and support of investments to reduce energy consumption within productive activities located in the convergence regions;
d) Decree of the Minister of economic development of May 11, 2011, bearing operational addresses for managing development contracts, and Decree of the Minister of economic development of February 14, 2014 in reforming the rules governing development contracts. 3. the provisions of this Decree shall not apply to initiatives where the deadline for the completion have passed as of the date of publication thereof in the official journal.
