The Parliamentary Commission for general direction and supervision of broadcasting services whereas: having regard to the Decree of the President of the Campania region # 60 of April 9, 2015, published in the Official Gazette of the region Campania n. 23 of April 9, 2015, with whom were summoned for the day May 31, 2015 rallies for the election of the President and the Regional Council of Campania; Having regard to the Decree of the prefect of the province of Genoa in the 1 St April 2015 in which they were called up for the day May 31, 2015 rallies for the election of the President and of the Regional Council of Liguria; Having regard to the Decree of the President of the regione Marche n. 121 of April 3, 2015, published in the Official Gazette of the region Marche # 29 of April 9, 2015, with whom were summoned for the day May 31, 2015 rallies for the election of the President and of the Regional Council of Marche; Having regard to the Decree of the President of the Puglia region no 199 of April 7, 2015, published in the Official Gazette of the Puglia region # 47 of April 7, 2015, with whom were summoned for the day May 31, 2015 rallies for the election of the President and the Regional Council of Puglia; Having regard to the Decree of the President of the Tuscany region # 62 of April 10, 2015, published in official bulletin of regione Toscana n. 20 of April 10, 2015, with whom were summoned for the day May 31, 2015 rallies for the election of the President and of the Regional Council of Tuscany, with a possible runoff for the day June 14, 2015; Having regard to the Decree of the President of the Umbria region n. 57 of April 9, 2015, published in Official Gazette of the region of Umbria # 20 of April 11, 2015, with whom were summoned for the day May 31, 2015 rallies for the election of the President and the Regional Council of Umbria; Having regard to the Decree of the President of the Veneto region # 44 of March 27, 2015, published in official bulletin of regione Veneto n. 30 of March 27, 2015, with whom were summoned for the day May 31, 2015 rallies for the election of the President and the Regional Council of Veneto; Visas: h) as to parental to address general guidelines to Rai and to regulate directly the "tribune", articles l and 4 April 14, 1975, law # 103;
b) as regards the protection of pluralism, impartiality, independence, objectivity and openness to different political forces in the broadcasting system, as well as the protection of equal opportunities between men and women in television broadcasting, article 3 of the consolidated radio and audiovisual media services, approved by Legislative Decree July 31, 2005, # 177; Article 1 of law No 28 February 22, 2000 and subsequent amendments; Article l, paragraph 3, of the present Convention between the Ministry of communications and Rai, as well as the acts of address approved by the Commission on February 13, 1997, the July 30, 1997 and March 11, 2003;
c) as provided in its entirety by law No 28 February 22, 2000, as amended;
d) having regard to constitutional law No 1, November 22, 1999 containing "provisions for the direct election of the President of the Regional Council and the statutory autonomy of the regions";
e) having regard to law No 215 November 23, 2012, containing "Provisions to promote rebalancing of gender representation on boards and in local government councils and regional councils. Provisions on equal opportunities in the composition of the boards of competition in public administrations ";
f) having regard to constitutional law No 1, November 22, 1999 containing "provisions for the direct election of the President of the Regional Council and the statutory autonomy of the regions";
g) having regard to act July 2, 2004, # 165, containing "Provisions implementing article 122, first paragraph, of the Constitution";
h) having regard to law No 108 February 17, 1968 laying down rules for the election of regional councils of normal status regions ";
s) having regard to law No 43 February 23, 1995, establishing a "new rules for the election of the Councils of ordinary regions";
l) having regard to the law of the Campania region March 27, 2009, n. 4, "election law" as amended most recently by regional law No 3 February 6, 2015;
m) having regard to the statutory law of Liguria region May 3, 2005, # 1, establishing the Statute of Liguria region;
n) having regard to the statutory law of Liguria region May 13, 2013, # 1 on "Amendments to articles 15 and 41 of statutory law May 3, 2005, # 1 (Statute of the Ligurian region) on the number of Councillors and aldermen";
o) having regard to the law of the Marche region December 16, 2004, n. 27, introducing "rules for the election of the Council and the President of the Regional Council", as amended most recently by regional law No 5 February 20, 2015;
p) having regard to the law of the Puglia region January 28, 2005, n. 2, regarding "rules for the election of the Regional Council and the President of the Regional Council", as amended most recently by regional law No 7 March 10, 2015;
q) having regard to the law of the Tuscany region September 30, 2014, # 45, containing "rules for the election of the Regional Council and the President of the Regional Council";
r) having regard to the law of the Umbria region January 4, 2010, n. 2, regarding "rules for the election of the Regional Council and the President of the Regional Council", as amended most recently by regional law No 2 February 23, 2015;
s) having regard to the law of the Veneto region January 16, 2012, n. 5 laying down rules for the election of the President of the regional board and Council ", as amended by regional law No 1 January 27, 2015;
t) pointed out, with reference to the provisions of article 1, paragraph 2, of the resolution on political communication and self-managed messages in periods not covered by campaign finance referendum or approved by the Parliamentary Commission for general direction and supervision of broadcasting services at its meeting of December 18, 2002, these elections affect more than a quarter of the electorate;
considered its practice previous and the background of its deliberations with respect to similar discipline electoral periods, as well as the experience of those provisions;
consulted the authority for communications guarantees;
Has against Rai Radiotelevisione italiana, societa ' concessionary of public service broadcasting, as below:

Art. 1 purpose and scope 1. The provisions of this resolution, aimed at giving concrete effect to the principles of pluralism, impartiality, independence, objectivity and comprehensiveness of the broadcasting system, as well as to the rights recognised to political subjects in articles 4 and 5 of law February 22, 2000, n. 28, refer to campaigns for elections of the President of the Regional Council and for the renewal of the Regional Council of Campania, Liguria, Marche, Puglia, Tuscany, Umbria and Veneto, planned for the day May 31, 2015, and for the day June 14, 2015, limited to regions where there is an eventual round of balloting. 2. the provisions of this Act shall cease to have effect on the day following the voting concerning consultations provided for in paragraph 1.
