Decrees: Mr. Gianmarco Bellini, Honorary Consul in Norfolk (United States of America), in addition to fulfilling the General duties of defending national interests and citizens ' security, exercises consular functions limited to a) reception and transmission material to the Consulate General of Italy in Philadelphia of civil status documents received from local authorities, by Italian citizens or by national or foreign vessels or aircraft commanders;
b) receiving and transmitting material to the Consulate General of Italy in Philadelphia of statements on marital status by the captains of ships and aircraft, or witnesses;
c) receiving and transmitting material to the Consulate General of Italy in Philadelphia of Testaments trained aboard ships and aircraft by Italian citizens;
d) receiving and transmitting material to the Consulate General of Italy in Philadelphia of the acts depend on the opening of succession of Italian citizens or which can be called Italian citizens;
e) enactment of conservation acts which do not involve the disposition of assets of Italian citizens in matters of succession, shipwreck or left plane, with the obligation to promptly inform the Consulate General of Italy in Philadelphia;
f) urgent activities before investigation in case of casualties or planes or accidents on board ships, recreational craft or domestic air, after having first approached case by case the Consulate General of Italy in Philadelphia;
g) reception and transmission at the Consulate General of Italy in Philadelphia of applications for inclusion in the electoral registry lists and Italy submitted by citizens who reside in the judicial district of honorary consular office;
h) receiving and transmitting material to the Consulate General of Italy in Philadelphia, responsible for every decision, acts in the area of pensions;
the administrative acts) authentic signatures on Italian citizens, in cases provided for by law;
j) delivery of certifications issued by the Consulate General of Italy in Philadelphia;
k) signing off and legalizations;
l) authentic signatures at the bottom of private writings, drafting of acts of notoriety and issuing special authorizations relating to natural persons citizens of Italy, in the cases provided for by law;
m) receiving and transmitting material to the Consulate General of Italy in Philadelphia of documentation related to the issuing of passports of citizens who reside in the judicial district of honorary consular office; direct delivery to holders of passports issued by the Consulate General of Italy in Philadelphia and returned to the Consulate General of Italy in Philadelphia of delivery receipts;
n) reception and transmission at the Consulate General of Italy in Philadelphia of documentation related to requests for release of the emergency travel document-ETD-presented by Italian citizens and citizens of EU Member States, after capturing the complaint of loss or theft of your passport or other travel document and after appropriate checks, provided for under art. 71 of the Decree of the President of the Republic December 28, 2000, n. 445, on the veracity of the affidavits referred to in articles 46 and 47 of the aforementioned Decree of the President of the Republic; delivery of the ETD, issued by the Consulate General of Italy in Philadelphia, valid for a single trip to the Member State of which the applicant is a citizen, to the country of permanent residence or, in exceptional cases, to another destination;
o) reception and transmission to the Consulate General of Italy in Philadelphia of documentation related to requests for entry visa;
p) assistance to countrymen in need or in temporary difficulty and completion of investigative activities for the granting of subsidies or loans with promise of restitution to the Treasury by the Consulate General of Italy in Philadelphia;
q) subsidiary duties of assistance to members of educational practices and leverage military service, with the exception of powers of enlistment, provided the decision-making competence to the Consulate General of Italy in Philadelphia;
r) transactions required by legislation depending on the arrival and departure of a ship, and held their national registers;
s) reception and transmission at the Consulate General of Italy in Philadelphia of documentation related to requests for the issuance, renewal or validation of safety certification of the vessel or crew (endorsement); delivery of such certifications, issued by the Consulate General of Italy in Philadelphia;
t) service of documents to Italian citizens resident in the constituency of the honorary office, giving communication of the outcome of the same to the competent Italian authorities and, for information, to the Consulate General of Italy in Philadelphia;
u) held the register of citizens and the signatures of local authorities.
This Decree will be published in the official journal of the Italian Republic.
