HEALTH MINISTER Saw the text-only health laws approved by Royal Decree of July 27, 1934, n. 1265, as amended; Having regard to regulation of veterinary approved by Decree of the President of the Republic, February 8, 1954 n. 320; Visto l'art. 32 of the Act December 23, 1978, # 833; Having regard to the Decree of the President of the Republic February 11, 1994, # 243: ' regulation implementing Directive 90/426/EEC on animal health conditions governing the movement and imports from third countries of equidae, as amended by Directive 92/36/EEC, as amended; Visto l'art. March 31, 1998, 117 of Legislative Decree n. 112; Having regard to Council Regulation (EC) No 178/2002 of the European Parliament and of the Council of January 28, 2002 laying down the General principles and requirements of food law, establishing the European food safety authority and laying down procedures in matters of food safety and, in particular, article. 18 concerning the traceability of animals and foods derived from them; Visto l'art. 8, paragraph 15 of the decree-law June 24, 2003, n. 147, converted, with amendments, by law 1 St August 2003, n. 200, which provides that on the basis of the guidelines and the principles laid down by the Minister of agriculture and forestry policies, UNIRE organizes and manages the equine registration under the national agricultural information system (SIAN) under art. April 30, 1998, 15 of Legislative Decree n. 173, by linking it to breed, type of use and territorial diffusion, including the Hague, through its branch offices, to collect data and keep them updated through constant monitoring; Having regard to Council Regulation (EC) no 504/2008 of June 6, 2008, implementing directives 90/426/EEC and 90/427/EEC "with regard to the methods of identification of equidae '; Having regard to the Legislative Decree of February 16, 2011, n. 29, laying down "penalties for infringements of Regulation (EC) no 504/2008 implementing Directive 90/426/EEC and 90/427/EEC on methods of identification of equidae, as well as management of the registry office by the UNITE», published in the Official Gazette, March 29, 2011 # 72; Having regard to the Decree of the Minister of health May 16, 2007 on "amendment of annex IV of the Decree of the President of the Republic April 30, 1996, # 317," regulation laying down rules for the implementation of Directive 92/102/EEC on the identification and registration of animals ", published in the official journal June 28, 2007, # 148; Having regard to the order of the Minister of agricultural food and forestry policies December 29, 2009, containing "guidelines and principles for the Organization and management of the registry of horses by the MERGE (art. 8, paragraph 15, it reads 1 St August 2003, n. 200) ", published in the official journal March 19, 2010, # 65; Having regard to the order of the Minister of agricultural food and forestry policies September 26, 2011, bearing "approval of the operating manual for the management of the registry of horses», published in the Official Gazette No 272 November 22, 2011, S.O.; View the Ordinance contingibile and urgent health Minister identification 1° equine health March 2013, published in the official journal April 11, 2013, n. 85, as extended by order of March 19, 2014, published in the official journal, April 10, 2014 # 84; Given the lack of identification exposes the equidae to the real risk of underground stops them health and animal welfare controls; Considering that, for the purposes of protection of health and animal welfare, persists the need ' to provide veterinary services all data necessary for the performance of control activities as well as for health emergency management; Given that there remains the difficulty of finding equine database held by the Ministry of agriculture, food and forestry, all the information necessary to ensure an adequate and effective epidemiological surveillance activities, also to aspects related to the protection of public health and food safety; Given that the European Commission has carried out a revision of the legislation on methods of identification of equidae through the enactment of Regulation (EC) No 2015/262, published in the official journal of the European Union March 3, 2015, n. L 59, the application of which is envisaged as from 1 January 2016; Considered therefore necessary to extend for a further period of 12 months the effectiveness of the Ordinance 1° March 2013;
Order: Art. 1
1. The effectiveness of the Ordinance 1° March 2013 and subsequent modifications, it is extended for twelve months from the date of publication of this Ordinance in the Official Gazette of the Italian Republic. This Ordinance is transmitted to the Court of Auditors for registration.
