The INTERMINISTERIAL COMMITTEE FOR ECONOMIC PLANNING having regard to act December 23, 1978, # 833, establishing the national health service and in particular art. 53 that defines the guidelines and the conduct of the institutional activities of the national health service, established in the national health plan and set for a duration of three years with state law; Having regard to Legislative Decree No 502 December 30, 1992 and subsequent modifications and additions concerning the reorganization of public health discipline, pursuant to art. 1 October 23, 1992, law No. 421; Having regard to act December 23, 1996, n. 662, in particular art. 1, paragraph 34, which stipulates that the CIPE, upon proposal of the Minister of health, with the agreement of the Standing Conference for the relations between the State, the regions and the autonomous provinces of Trento and Bolzano (State-regions Conference), can constrain national health fund units to the realization of specific priority objectives and of national importance given in the national health plan; See also paragraph 34-bis of the same art. 1 of the abovementioned law No. 662/1996-December 27, 1997, as introduced by law n. 449, art. 33 and subsequently amended-which stipulates that, in order to achieve these objectives, the regions draw up specific projects on the basis of guidelines proposed by the Minister of health and approved by the State-regions Conference; Having regard to law no 449 December 27, 1997, and in particular art. 32, paragraph 16, which has, among other things, that the autonomous provinces of Trento and Bolzano, regione Valle d'Aosta and the Friuli Venezia Giulia region to ensure the financing of the national health service in their territories, without any input from the budget of the State, in accordance with art. 34, paragraph 3, of law December 23, 1994, # 724 and art. 1, paragraph 144, of the above Act # 662/1996; Having regard to law no December 27, 2006. 296 (finanziaria 2007), that in art. 1, paragraph 830, 49.11 percent fixed wherever the competition at the expense of Sicily and, under subsection 836, stipulates that the region of Sardinia, from the year 2007, to provide funding for the national health service on its territory without any contribution from the budget of the State; Having regard to the decree-law June 25, 2008, n. 112 (converted with amendments into law August 6, 2008, # 133), that in art. 79, paragraph 1-c) (b) provides, inter alia, that from the year 2009, in order to facilitate the regions in the implementation of projects, the Ministry of economy and finance to provide an advance on 70 percent of the annual amount payable to each region, while the delivery of the remaining 30 per cent is subject to the approval of projects submitted from regions by the State-regions Conference on the proposal of the Minister of health; Considered also that the same paragraph 1-c) (b), art. 79 of the aforementioned Decree-Law No 112/2008, it is expected that failure and approval of projects involves, for the base year, the failure to provide for regions of the remainder of the 30 per cent and 70 per cent of the recovery of the advance already paid, paid sums of any kind due to the same regions in the following year; View today's deliberation of this Committee No 53, relating to the allocation between the regions of the NHS financial occupancies for the year 2013, with which it was placed, inter alia, the sum of 1,457,033,253 euros for financing projects aimed at pursuing the objectives of priority and of national importance national health plan; Having regard to the note # 10295, April 10, 2014, by which it was passed on the proposal of the Minister of health, which updates and supplements the previous note # 590, January 28, 2014 on the allotment, among the ordinary regions and the Sicilian region, resources, amounting to 1,457,033,253 euros, placed on the availability of the national health fund for the year 2013 for the priority objectives and of national importance referring to the current national health plan; Given that the aforesaid integration and updating of the proposal it is necessary to comply with the provisions of art. 1, paragraph 234, the said law No 147/2013, who-having, as a transitional measure, the Minister of health, in consultation with the Minister of economy and finance, in agreement with the State-regions Conference, establishes the quota allotment rewarding taking into account rebalancing policy indicated by the Conference itself-has increased, for 2013, only the percentage indicated in art. 15, paragraph 23, of Decree-Law No 95 July 6, 2012 (converted with amendments by law August 7, 2012, # 135) from the initial 0.25 percent to 0.30 percent, increasing to 53,502,250 euros the provision originally planned to do this at the expense of resources aimed at the realization of specific projects to achieve priority objectives and of national importance covered by this resolution; Considering that, in this proposal, it is also expected that, of that amount, the amount of 1,457,033,253 euro 1,410,033,253 constrained euro is divided between regions according to the resident population, while the remaining amount of 47 million euros is set aside to finance interregional and regional projects to be approved later in the Conference State-regions on a proposal from the Minister of health; Given that the guidelines identifying the objectives of plan for the year 2013, prepared by the Health Minister, were approved with the agreement reached in the Standing Conference for the relations between the State, the regions and the autonomous provinces of Trento and Bolzano at its meeting of February 20, 2014 (Rep. Acts # 13/CSR); Having regard to the arrangements of the Standing Conference for the relations between the State, the regions and the autonomous provinces of Trento and Bolzano on this proposed allotment enshrined in meetings of December 19, 2013 (Republic acts no. 179/CSR) and February 20, 2014 (Rep. acts # 27/CSR); Given the proposal carried out under the existing regulation of this Committee (resolution No 62 April 30, 2012, art. 3, published in Official Gazette No. 122/2012); View the footnote. 4749 November 10, 2014 prepared jointly by the Department for the planning and coordination of economic policy by the Presidency of the Council of Ministers and the Ministry of economy and finance and post to base of today's sitting of the Committee; On the proposal of the Minister of health;
Resolution: A national health fund resources for the year 2013, the sum of 1,457,033,253 euros bound for the priority objectives and of national importance, is structured as follows: 1. the amount of 1,410,033,253 euros is divided among the ordinary regions and the Sicilian region, according to the attached table which forms an integral part of this resolution. The provision of allowances allocated to these regions will be prepared through an advance payment of 70 per cent and a balance of 30 percent to be after the presentation, by the regions, specific projects include a report on the results achieved in the previous year and their approval by the State-regions Conference, on a proposal of the Minister of health;
2. the amount of 47 million euros is set aside for financing below projects to be approved within the State-regions Conference, on a proposal of the Ministry of health, and then to the final exam of this Committee: 2.1 4 million euros for the testing of advanced models of integration and social care for the elderly ' great ';
2.2 10 million euros for the managerial experimentation aimed at research, training, prevention and treatment of diseases of poverty and migration coordinated by NIHMP National Institute for health promotion of migrant populations and to combat poverty diseases;
2.3 10 million euros for the extraordinary health plan in favor of the province of Taranto in accordance with art. 3-bis, paragraph 3, of Decree-Law December 3, 2012, # 207, convertito con modificazioni nella legge, December 24, 2012, # 231;
2.4 3 million euros for the optimization of health care in small islands and in other locations characterised by their outstanding difficulties of access;
2.5 4 million euros for the upgrade of communication to citizens for access to health services, with reference to the national plan of evaluation of outcomes (PNE) and the disclosure requirements related to cross-border healthcare;
2.6 10 million euros for the technical and scientific support of the higher Institute of health in decision making and operational objectives of the regions in the field of human health;
5 million euros to 2.7 clinical guidelines under the "national system guidelinesĀ»;
2.8 1 million euros for clinical trials sponsored by the Ministry of health, making use of the Italian medicines agency and national transplant centre, coordinated by the higher Institute of health concerning the use of advanced therapy medicinal products based on mesenchymal stem cells in accordance with the guidelines laid down in art. 5 of Regulation (EC) no 1394/2007 of the European Parliament and of the Council of November 13, 2007, pursuant to art. 2, paragraph 2-bis of Decree-Law No March 25, 2013. 24, convertito con modificazioni nella legge May 23, 2013, # 57.
