Having regard to the decree-law June 27, 2012, # 87 laying down, inter alia, the abolition of the Agency for the development of the horse sector; Having regard to the Decree-Law July 6, 2012, n. 95, converted, with amendments, by law no August 7, 2012. 135 concerning "urgent provisions for review of public spending with the invariance of services to citizens (as well as measures to strengthen the commercial capital of the banking sector) '; See, in particular, article. 23-quarter, paragraph 9, of the aforementioned Decree-Law July 6, 2012, n. 95, which, in providing for the abolition of the Agency for the development of the horse sector-axles, ruled that non-regulatory decrees of the Minister of agricultural food and forestry policies in consultation with the Minister of economy and Finance shall be divided between the Ministry of agricultural food and forestry policies and customs Agencies and the monopolies the functions attributed to ASSI by law as well as its human resources financial and instrumental, including its active and passive legal relationships; Having regard to the Ministerial Decree January 31, 2013 of the Minister of agricultural food and forestry policies in consultation with the Minister of economy and finance, registered at the Court of Auditors on February 25, 2013, Reg. 2, fgl. 215, by which, among other things, have been attributed to the Ministry of agricultural food and forestry policies already recognised the former AXIS functions by law, with the exception of skills related to the certification of betting on horse racing entrusted to the Customs Agency and the monopolies; Having regard to the Decree of the President of the Council of Ministers in February 27, 2013, # 105, entitled ' regulation on the organisation of the Ministry of agricultural food and forestry policies, in accordance with art. 2, paragraph 10-ter of Decree-Law No 95 July 6, 2012, converted, with amendments, by law August 7, 2012, published in the Official Journal No. 218 of September 17, 2013»; See, in particular, article. 3, comma 1, lett. a) of that regulation, under which the work at the horse sector, attributed to the Ministry of agricultural food and forestry policies pursuant to Ministerial Decree January 31, 2013, have been entrusted to the Directorate for the promotion of quality food and Agriculture of the horse sector within the competitive policies Department, food quality, horse races and fishing; See, in particular, article. 7, paragraph 2, of the aforementioned legislative decree October 29, 1999, # 449, which confirms the rules and disciplinary structures already belonging to institutions incorporated until approval of a specific regulation adopted by Decree of the Minister of agriculture and forestry which will harmonize the regulation, organisation and management of disciplinary structures, having regard to the specific characteristics of the race mode; Having regard to title IV Chapter I "conduct of corse ' Commissioners and officials», art. 174 and 175 of the rules of racing at a gallop in piano amateurs and obstacles (formerly society of Steeple Chases of Italy); Having regard to title IV Chapter I "conduct of corse ' Commissioners and officials», articles 138 and 139 of the rules of racing industry galloping horses (former Moroccan Italian Horse); Having regard to title IV, chapter I «racing» watch, arts. 77 and 78 of the existing regulation of harness racing (formerly National harness racing); Having regard to the ' regulations for the training of control officers and discipline racing» attached to the racing Regulations galloping plan jockeys, piano amateurs and obstacles and regulation of harness racing listed above; Having regard to the Ministerial Decree of October 16, 2002, n. 797 approved resolution No. 161 of January 22, 2002 concerning "regulations for the control of prohibited substances ' and s; Having regard to the legislation on identification of equidae set out in regulation of racing at a gallop and Disciplinary Regulations of herd books Italian Trotter horse, approved by Ministerial Decree of January 29, 1999, n. 20249 and s, and the Italian saddle horse, approved by Ministerial Decree June 12, 2008, # 3580; View also the legislation on civil registration of equidae referred to in law No. 200 of 2003, the Ministerial Decree of December 29, 2009 and the Ministerial Decree of September 26, 2011; Considering that in order to carry out the tasks referred to in the abovementioned regulations related to the protection of animal welfare and identification of horses, sewing of (then) he made use of professional members, subject to appropriate selective procedure, the lists held in albi or administration; Whereas by resolution of the extraordinary Commissioner ex axes of June 15, 2011, # 63 were defined lists of persons responsible to the control and discipline of racing and of veterinarians responsible for scrutiny on the identities of the horses and the use of prohibited substances; Recognized the need to ensure the harmonisation of the framework for holding and managing the albi race officials established in the aforementioned lists/measures through the adoption of a uniform regulation of the matter which ensures, in particular, the uniformity of the systems of selection and appointment of officials such as proposal of competitive policies Department, food quality, horse races and fishing-general direction for the promotion of quality food products and horse racing;
Decrees: Art. 1 establishment of race officials Register 1. These provisions govern the establishment of the Ministry of agricultural food and forestry policies, competitive agri-food quality policies Department, horse races and fishing-general direction for the promotion of quality food and Agriculture of the horse sector, hereinafter referred to as DPQAI, race officials register control officers and discipline of horse races and horse riding events organised by the Ministry in accordance with art. 2, paragraph 1, of Legislative Decree No. 449/1999 and s.m. i, hereinafter referred to as simply ' register '.
