The MINISTER of ECONOMIC DEVELOPMENT having regard to the law of November 7, 1977, n. 883, transposing the agreement on an international energy programme signed in Paris on November 18, 1974 to be carried out through the International Energy Agency (A.I.E.); Having regard to Directive 2009/119/EC of September 14, 2009 imposing an obligation on Member States to maintain minimum stocks of crude oil and/or petroleum products and repealing Directives 73/238/EEC and 2006/67/EC and decision 68/416/EEC with effect from December 31, 2012; Having regard to Legislative Decree No 249, December 31, 2012 implementing directive 2009/119/EC mentioned above and in particular art. 3, paragraph 1, which stipulates that the country's emergency oil stocks and specifications are determined annually by Decree of the Minister of economic development, to be published in the official journal of the Italian Republic and the website of the Ministry of economic development; Having regard to the Decree of the Minister of economic development of April 30, 2014, published in the Gazzetta Ufficiale della Repubblica italiana of May 23, 2014, n. 118, determination of the overall quantities of emergency stocks and specific crude oil and/or petroleum products for the year 2014 stock; Given the directorial Decree DGSAIE of May 23, 2013 pursuant to art. 25, paragraph 5 of Legislative Decree No 249, December 31, 2012 concerning stock-holding procedures in other countries European Union and stocks held on national territory on behalf of other Countries of the European Union; Having regard to the communication of the International Energy Agency (A.I.E.) of February 11, 2015, net imports of Italy in the year 2014, equal to 11,285,360 45,768,000 tep tep 90 days of which are of average daily net imports; Having regard to the communication of the International Energy Agency (A.I.E.) of February 12, 2015 that reports the IEA member countries ' final consumption of the year 2014, setting out for Italy the quantity of 55,653,000 tonnes of oil equivalent, hereinafter referred to as tep, whose 9,300,912 tep correspond to sixty-one days of national consumption; Having regard to the Application document may 2013-regulations version 1.2 of oil stocks, posted on the website of the Ministry of economic development, which regulates the exchange of information and communications between the Ministry of economic development and economic operators via the Internet platform created pursuant to art. 12 December 31, 2012, subparagraph 3 of the Legislative Decree, no. 249; Considered that this platform is operational, on behalf of the Ministry of economic development-DGSAIE, on the website of the Italian Central stockholding entity (OCSIT) at http://mise.ocsit.it/scorte/; Considered the need to proceed to the determination of emergency oil stocks and specifications for the current year and the imposition of the obligation to subject to it held by virtue of the legislation in the introduction;
Decrees: Art. 1 Determination of the overall quantities of emergency stocks and specific crude oil and/or petroleum products for the year 2015 1 escort. Using the method set out in annex III. December 31, 2012, 2 of Legislative Decree No 249, and taking into account the need to achieve stock levels established at the expense of Italy from the International Energy Agency, in accordance with art. 4, paragraph 4, of the same Decree, the following values are needed to determine the allocation of emergency stocks and specific support obligation between the parties responsible under art. 3, paragraph 7 of the same Decree, hereinafter referred to as parties responsible: a) the total amount of emergency stocks of crude oil and/or petroleum products, value), to build up and maintain stored for Italy, for the year 2015 escort, pursuant to art. 3, paragraph 1 of Legislative Decree No 249, December 31, 2012 is determined in a total 11,285,360 tep equivalent to 90 days of average daily net imports of Italy in the year 2014;
b) on the basis of declarations made by holders of tax warehouses of energy products, in accordance with art. 3, paragraph 8 and article. 7, paragraph 6, of the same Decree, using the methodologies and the coefficients set out in annex III. 1 of the same Decree, the value of the aggregate total of Italy released for consumption of products subject to the obligation under art. 3, paragraph 7, of the same Decree, hereinafter referred to as products subject to the obligation, b) value, is given in 42,833,266 tep;
