The HEAD of the DEPARTMENT for internal affairs and in consultation with the TERRITORIAL STATE ACCOUNTANT GENERAL Viewed the art. 46-bis, Decree-Law February 23, 1995, n. 41, converted, with amendments, by law March 22, 1995, # 85, as amended by art. 5-bis of Decree-Law No 444 October 27, 1995, converted, with amendments, by law December 20, 1995, no. 539, with which it was loosely place the depreciation rate of the fiscal Council intervention on loans contracted by local authorities since 1995; Considering that according to the terms indicated by art. 46-bis, the Ministry of the Interior is authorized to pay contributions based on the amounts not yet used investment development fund; See paragraph 2 of the same article. 46-bis, which States that for contributions to be granted on loans taken from the 1995 accounting rules for the year 1992; See paragraph 4, art. 4, of Decree-Law No 8 January 18, 1993, converted, with amendments, by law March 19, 1993, # 68, which States that contributions for loans contracted in 1992 are determined by calculating a rate of depreciation deferred, with annual interest of 7 or 6 per cent, respectively for institutions with population of less than 5,000 inhabitants, and for those with a population equal to or greater; Considered, pursuant to Decree-Law No 41/1995, local authorities are required to submit by the deadline of March 31, 2015, under penalty of forfeiture, certificates signed by the head of the service, to quantify the burden of loans contracted during the year 2014; Given that detail items relating to mortgages granted by Cassa depositi e prestiti, INPDAP and Sports Institute for credit can be captured directly by institutions through procedures; Considered to regulate, with this Decree, content and method of transmission of certificates relating to the request by the contribution to investment on loans contracted in 2014 by local authorities; Having regard to the Legislative Decree March 30, 2001, n. 165 concerning general rules about ordering of labor employed by public administrations; Felt, therefore, that the document to be adopted in the form of the decree in question consists in the mere approval of a certificate template, the contents of which have purely management;
