The INTERMINISTERIAL COMMITTEE FOR ECONOMIC PLANNING View February 26, 1987, law n. 49, bearing the «new discipline of Italy's cooperation with developing countries '; See, in particular, article. 3 of that law that defers to the Interministerial Committee for economic cooperation and development (CICS) identifying the general lines of development cooperation and the resulting programming and coordination functions as well as the approval of an annual report prepared by the Minister of Foreign Affairs on the policy of cooperation in the previous year, to be submitted to Parliament; Visto l'art. 1, paragraphs 21 and 24) (a) of law December 24, 1993, # 537, which suppressed some interdepartmental Committees, including the aforementioned CICS; Visto l'art. 6, paragraph 4, of the Decree of the President of the Republic April 20, 1994, n. 373, which has, inter alia, devolution of the functions of the abolished CICS to this Committee; Having regard to law no August 11, 2014. 125, bearing the general framework on international cooperation for development; See in particular art. 15 of the aforementioned law. 125/2014, which provides for the establishment of the Interministerial Committee for economic cooperation and development (CICS) which-in accordance with art. 12 of the same law-it is submitted, for approval, the annual report on development cooperation activities carried out in the previous year, prepared by the Minister of Foreign Affairs and international cooperation, in consultation with the Minister of economy and finance; Given that the new rules provided for by the above Act # 125/2014 with reference to the annual report on development cooperation activities is not yet operational, as subject to the adoption of the regulation provided for by art. 17 and the terms of art. 31 of the law itself; Considered therefore that, with reference to the report on the year 2013, submitted to this Committee by the Minister of Foreign Affairs and international cooperation with the aforementioned note of September 22, 2014, must be regarded as still in force the discipline referred to Act No soprarichiamata 49/1987; Having regard to the note of September 22, 2014, by which the Minister of Foreign Affairs and international cooperation sent to this Committee, proposing its approval, the report on the implementation of development cooperation policy carried out in the year 2013, report describing, inter alia, the international framework of reference, the Italian cooperation activities and evolution of official development assistance (ODA) in the same year; View also the report of the Ministry of economy and finance, Department of Treasury, pursuant to art. 4, paragraph 2-bis of law No. 49/1987, on their activities carried out in 2013, concerning the operation of banks and development funds to multilateral character and Italian financial participation in these bodies, resources report attached to that submitted by the Minister of Foreign Affairs and international cooperation; Taking into account the financial elements contained in the aforementioned report of the Ministry of Foreign Affairs and international cooperation, concerning in particular: the total amount of official development assistance (3,252.65 million, 2,449.88 million) and the relationship between ODA and gross national income (GNI) for the year 2013, equal to 0.16%;
the various sources of coverage of the total amount of official development assistance (3,252.65 million dollars) that are attributable to the General Directorate for cooperation of the same Ministry of Foreign Affairs (348.18 million dollars), to other Directorates-General of the Ministry of Foreign Affairs (126.85 million dollars), the Ministry of economy and finance (2,331.93 million dollars), to other ministries (415.79 million) , regions, provinces and municipalities (18.12 million dollars), with other government agencies and universities (11.78 million dollars);
the main areas of intervention of public development aid in 2013, including: agriculture and food security; human development, with particular reference to health protection and education and training; Government and civil society; endogenous, inclusive and sustainable development, the private sector and cross-cutting issues (gender and women empowerment, child protection, disability, environment, cultural heritage); Deemed acceptable the overall objectives of development cooperation policy pursued by Italy that fit within the strategy outlined at the international level and noted the trend of official development assistance provided by Italy in 2013; Given that the report reflects the outcome of the overall examination which has been subjected the national system of development cooperation in 2013 (so-called "peer review) by the development assistance Committee (DAC) of the Organisation for economic cooperation and development (OECD) and considered that the results achieved by our country were deemed altogether satisfactory; Given the proposal carried out under the existing regulation of this Committee (article 3 of resolution April 30, 2012, # 62); Having regard to the present note. 4749, prepared jointly by the Department for the planning and coordination of economic policy by the Presidency of the Council of Ministers and the Ministry of economy and finance and post it to the base of the today's session of the Committee;

Resolution: 1. It approved the annual report recalled in the introduction, tabled by the Minister of Foreign Affairs and international cooperation concerning the status of implementation of development cooperation policy pursued by Italy in the year 2013, which is annexed to the report prepared by the Ministry of economy and finance concerning the activity in the same year from multilateral development banks and funds and Italian contributions to resources on those bodies. 2. In accordance with art. 3, paragraph 6, and art. 4, paragraph 2-bis of law No 49/1987 cited in the introduction, these reports shall be forwarded to Parliament by the Ministry of Foreign Affairs and international cooperation.
