THE MINISTERIAL COMMITTEE FOR ECONOMIC PLANNING Having regard to Law 16 April 1987, n. 183 on the coordination of policies regarding Italy's membership of the Community 'European and domestic law adjustment to Community legislation and, in particular, Articles 2 and 3, relating to the tasks of the CIPE and other Committees interministerial concerning the measures necessary to harmonize national economic policy with EU policies; Having regard to Law 26 November 1975, n. 748, which gives the Minister for Measures concerning the Mezzogiorno the responsibility 'for the preparation of programs and the submission of applications for aid and payment to access the benefits of the European Regional Development Fund in the South; Having regard to Act 1> March 1986, n. 64, bearing the organic regulation to the Mezzogiorno as well as' its own resolution of 29 December 1986 on the three-year program of development of Southern Italy 1987-89 and the resolutions of August 3, 1988, approving the update of the program with reference to the years 1988-90 and the second annual implementation plan; Having regard to Law 21 December 1978 n. 845, on vocational training; Having regard to Law 8 November 1986, n. 752, on the introduction of planned interventions in agriculture; Having regard to Council Regulation of the European Communities' No. 2052 dated 24 June 1988 on the tasks of the Structural Funds, to strengthen their effectiveness and implementation of better coordination with the other existing financial instruments; Having regard to Council Regulation of the European Communities' No. 4253 dated 19 December 1988 on the coordination of the activities of the Structural Funds; Having regard to Council Regulation of the European Communities' No. 4254 on 19 December 1988 on the European Regional Development Fund; Having regard to Council Regulation of the European Communities' No. 4255 of 19 December 1988 on the European Social Fund; Having regard to Council Regulation of the European Communities' No. 4256 dated 19 December 1988 relating to the Guidance Section; Given the Declaration of the EC Commission, placed in the minutes of the meeting on 19 December 1988 the EC Council, with which the commission and 'committed to consider additional elements presented by the Member States after the deadlines laid down by Article. 6 of Regulation No. 4253/88; Having regard to its resolution of 2 December 1987 on "Procedures for the application of the law 16 April 1987 n. 183"; Having regard to its resolution dated December 21, 1988, approval of the "Directive EU funds to purposes 'structural'; Given the Ministerial Decree of 18 February 1989 constituted, at the Department for Coordination of Community policies, the Interministerial Committee for the Coordination of Structural Funds of the Community 'European; Given the proposal of 16 March 1989, n. 2860, the Minister for Measures concerning the Mezzogiorno; After consulting the Committee of representatives of the southern regions, at the session on 29 March 1989; After considering the observations made by the Inter-Ministerial Committee referred to above and in particular: the limited, posed by EU legislation, the time available to the leader of the administration and other administrations concerned, for the preparation and examination of the proposal in question; the presence of financial constraints, it is determined by the small size of the appropriations of the Regional Development Fund, and by the volume of regional requirements; the need for the operational actions and their specification in annual installments are informed to the principle of improving the quality of the interventions and the capacity utilization rate; Having heard the reports of the Minister for Measures concerning the Mezzogiorno and the Minister for Community policies;
Resolution: The program presented by the Minister for Measures concerning the Mezzogiorno, in the Annex, is the Italian proposal for the regional development plan for Objective 1 pursuant to Regulation of the Council of the European Communities' No. 2052/1988; the proposal provided for in this resolution will be 'sent to the competent authorities' Community and will form' given further consideration by the Committee prior to the establishment of the Community support framework, in order to determine the overall lines of the measures that are the subject of co-financing Community; in the course of the abovementioned review, particular attention will be 'reserved for intersectoral action as per resolution of 21 December 1988 referred to in the introduction and effectiveness of the corrective action for the purposes of return of unemployment in the targeted areas. In this context, we will also consider the proposals relating to the objectives 2, 3 and 4 as well as' 5b of Regulation No. 2052/88 in order to ensure coherence and synergies between the different programs set up by the lead ministries, while making any necessary adjustments; the implementing measures under this program will be prepared taking into account the profitable use of Community funds referred to in the aforementioned resolution of 21 December 1988 as well as' the consultation requirements between the lead partner governments and other authorities concerned; Minister for Measures concerning the Mezzogiorno will ensure ', in the context of responsibility' implementation of the European Regional Development Fund in the South, the preservation of the organic 'operational proposals as well as' the assessment of the compatibility' with this program and feasibility 'of the interventions, with particular reference to those activated in the short term; the financial framework attached form an integral part of the subject of this proposed resolution.
