THE MINISTER FOR THE COORDINATION OF AGRICULTURE, FOOD AND FORESTRY Having regard to Law 7 August 1990, n. 241, concerning the new rules governing administrative procedure and the right of access to administrative documents, and in particular art. 12 which provides for the determination of the criteria and modalities' for the award of grants, contributions, grants and financial aids; Having regard to Law 8 November 1986, n. 752 on planned interventions in agriculture aimed at ensuring continuity 'multi-year and program coherence in public spending in the agricultural sector and in the forestry sector and in particular art. 4, paragraph 3, which provides for the support and development of recognized associations of agricultural producers and their unions recognized; Having regard to Law 10 July 1991, n. 201, and in particular art. 1 which differs to the provisions of the law n. 752/1986 until the date of entry into force of the law on the new multiannual program for the implementation of interventions in agriculture and in any case no later than 1992; Given the decision of the CIPE of 13 July 1993, Annex B / 2, letter b), paragraph 3); Given the need 'to determine criteria and methods' for the granting of contributions in favor of unions recognized among associations of agricultural producers for the collection and processing of data, including the purchase of related equipment as well as' pieces of information regarding associations agricultural producers for the control and the exact identification of the social bases and related products; Decrees: Art. 1. Criteria and priorities '1. The administrative procedure on the granting of contributions in favor of unions recognized among associations of agricultural producers for the collection and processing of data, including the purchase of related equipment as well as' elements of information regarding the associations of agricultural producers for the control and the exact identification of the social bases and tive productions reports, and 'defined according criteria and priorities' set out in the following paragraphs. 2. They are eligible for aid programs primarily aimed at controlling the social bases and production. 3. In the evaluation of the requests will be 'given priority' to the unions that do not have a computerized system or abbisognino a completion. 4. The contribution will be 'determined by a variable percentage from 75 to 90% of eligible costs, depending on the importance that the program covers the sectors of production and consumption. 5. On the aforementioned contributions can 'be granted in anticipation of 25% of the amount committed upon presentation of independent contract of guarantee plus 10% (v. Specimen attached). The aforesaid anticipation will be 'recovered proportionately on liquidation of any progress reports that will be presented later to the achievement of the 50% of the total expenditure. To secure payment of advances on the progress and the final balance, we will proceed 'behind acquisition of clearance special verification commission must' ensure compliance 'than performed with respect to the approved plan and the legitimacy' of their expenses. 6. The amendments made to the project in the course of construction can be approved by this commission in its review when their implementation does not lead to higher spending variation than 20% of the cost for the entire action, and in which ' inserted the amendment. In all other cases, the recipient union, before making any changes to the project, must 'seek the permission from the Ministry.
