THE MINISTERIAL COMMITTEE FOR ECONOMIC PLANNING Having regard to Law 16 April 1987, n. 183 on the coordination of policies regarding Italy's membership of the Community 'European and domestic law adjustment to Community legislation; Seen, in particular, Article. 2, paragraph 1, letter b) of that law that mandates the CIPE to draw up general guidelines to be adopted for the Italian action by the EU to coordinate the initiatives of the administrations affected as well as' for the financial participation of the State the Community budget; Given the EEC Regulation n. 3359/90 on the establishment of an action program in the field of transport infrastructure in view of an integrated transport market; Given the proposals made by the Commission for the Regulation amending the Regulation mentioned and aimed at extending the transport network of Community interest of the EEC financial support; Given the document 'Europe 2000', approved by the Commission of the European Communities '16 October 1991 and evaluated as a first step towards the elaboration of a global scheme designed to promote territorial cohesion of the Community' as a whole; Regard to the Treaty on European Union signed in Maastricht on 7 February 1992, and ratified by Italy with the law 3 November 1992 n. 454, which, in Articles 129 B, C and D, defines the lines of action for the establishment and development of trans-European networks in the areas of transport infrastructure, telecommunications and energy; communication view transmitted to the Council 4 December 1992 on the development of the common transport policy, and in which the Commission puts forward the need for a different approach to transport problems, which leads to a progressive replacement of the jumble of a political system for the individual modes with a comprehensive approach, aimed at optimizing the transport system through modal shift and the development of trans-European networks; Having regard to Law 15 June 1984, n. 245, on the development of comprehensive transport plan; Having regard to Law 15 December 1990, n. 385, concerning the provisions on transit and that, art. 9, provides for the development of functional three-year plan for implementing the aforementioned comprehensive transport plan; Having regard to Law 4 June 1991, n. 186, with which 'was established the Interministerial Committee for Economic Planning in transport (CIPET); The Order of the President of the Republic August 29, 1991, with whom and 'approved the first update of the aforementioned PI General ano transport; Given that the objective of this Treaty on European Union, in line with the one-act, considers the strengthening of an essential means of transport network to strengthen economic and social cohesion of the Community 'and to improve the accessibility' to the regions markets peripheral and lagging in economic development; Noting that the Commission, in response to the findings of the said Council, has launched initiatives for the establishment of a European Investment Fund that contributes to the consolidation of the internal market, fostering economic and social cohesion; It noted that the outline plans for individual sectors currently represent the main tool of creation of trans-European networks and in particular the projects eligible for loans from the European Investment Bank and the guarantee dell'istituendo European Investment Fund must be consistent with the aforementioned schemes; It took note of the guidelines expressed in the resolution n. 73.0044 / 93 of the European Parliament that, in representing its intention to cooperate the creation of external relations of the Community 'in the transport sector, and to propose the elaboration of a draft transport panaeuropea paper to be submitted to a second Conference panaeuropea to hold in spring 1994 confirms the absolute centrality' to recognize the centralized transport issues ; It recognized the need 'to overcome the sectoral logic of their outline plans for the individual mode' of transport in a more 'comprehensive vision that involves the construction of an integrated and intermodal transport network; Given the balanced development needs of the territory; Based on the preliminary work of the Working Group in resolution of 2 December 1987; Having heard the report of the Minister for the Budget and Economic Planning; Resolution: 1. It is recognized the strategic importance of the trans-European networks for the purpose of ensuring the accomplished integration of the national economy in the single market, also in the external relations of the Community '. It will 'thus turning every possible action to allocate substantial proportion of Community resources to the implementation of these networks. 2. In this context the creation of a trans-European transport network takes on primary importance in view of greater economic integration with the rest of Europe, the peripheral and southern regions lagging behind in development. When the wording proposed renewal of the EEC Regulation n. 3359/90 mentioned in the introduction, the Italian action will be 'aimed at ensuring, in financial terms, appropriate forms of support by the activation of all possible EU funding instruments: specific allocations of budgetary funds, using the Structural Funds and interest subsidies that allow more 'broad participation of private capital in the financing of transport projects. 3. Under a planning aspect of the Italian action for the development of trans-European transport network will inspire 'at the following addresses: coordinate transport policies, to be activated in the appropriate Community bodies, with the general guidelines of the regional development and with national planning guidelines can be derived from the general transport Plan and the planned three-year updates; ensure compliance of infrastructure networks identified in the Community outline plans with the plans and programs already 'approved or will be approved by CIPET hereinafter; promote appropriate action aimed at the adoption of a general PI anus (Master Plan) Europe, which provides for the creation of integrated community networks and intermodal exceeding the sectoral logic of the outline plans of the individual mode 'of transport. 4. In line with the guidelines outlined in the paragraph above and in the aforementioned view to implementing a general Community Plan (Master Plan), the lines of action to be followed in the review of the aforementioned EEC Regulation n. 3359/90 will be to extend EU support to all modal networks defined in the outline plans approved by the Board of the Community 'European. In particular it will aim 'to ensure coordination of the financial sources and availability' adequate resources for priority intervention projects on the following networks, as defined in the relevant outline plans: rail network: high speed 'projects and combined goods; road and motorway network; waterway network. In this context it will be 'attributed high priority to the following intermodal projects: multimodal connections in the South, with particular reference to the Tyrrhenian corridor and the insular networks; Adriatico system: links to Greece; of crossing systems on the lines nor-south-Brenner; the pass system on the east-west lines and connections with the TGV 5. For the purpose of raising the national share of the funding needed to enable Community funding that will become available in the assistance provided for in this resolution, should be used the resources already 'allocated to enforce laws on sectoral spending, without causing additional burden to the state budget. Commits the competent Ministers to promptly report to this Committee on the developments of the "Trans-European Networks" project, pending the establishment of the hoped Master Plan (Master Plan) Europe, to report with regard to any proposed amendments to the outline plans already 'approved by the Council of the European Communities' for the individual modes of transport and in order the proposals to further outline plans so that they can be defined for the Italian action to be taken in this respect by the EU addresses consistent with the indications of this resolution.
