THE MINISTER OF HEALTH 'in concert with THE MINISTER OF THE UNIVERSITY' AND RESEARCH AND DEVELOPMENT and THE MINISTER OF THE TREASURY, BUDGET AND ECONOMIC PLANNING In accordance with Legislative Decree of 8 August 1991, n. 257, and, in particular, Article. 2 on the three-year planning of the number of specialists to be formed; Given the Decree dated 31 October 1991 the Minister of the University 'and scientific and technological research in consultation with the Minister of Health', published in the Official Gazette no. 262 8 November 1991 on the list of graduate schools in medicine and surgery in art. 1 of Legislative Decree No. 257/1991; Given the decrees on 30 November 1993 and 25 November 1994 the Minister of the University 'and Scientific and Technological Research in consultation with the Minister of Health', published in the Official Journal n respectively. 278 of 26 November 1993 and No. 295 of November 19, 1994 with whom and 'was rectified and integrated the above list of graduate schools; Considering that Article. 2 of the aforementioned Legislative Decree no. 257 of 1991 states that every three years to be determined the number of specialists to form the basis of the health needs of the country, taking into account the capacity 'receptive structures and financial resources available; Having regard to Legislative Decree 30 December 1992, n. 502, and subsequent amendments and additions; Considering that, pursuant to paragraph 2 of art. 6 of the aforementioned Legislative Decree no. 502 of 1992, in order to plan the number of specialists to be trained, it must also take into account the specific needs of the national health service linked to the provisions on access to the leadership in art. 15 of the same decree; Considering that, pursuant to art. 16 of the Legislative Decree n. 502 of 1992, specialized training is carried out full-time participation in the totality 'of the attivita' medical and the gradual assumption of care tasks; Given the decrees of the Minister of Health 'in consultation with the Minister of the University' and Scientific and Technological Research and the Minister of the Treasury, by 17 December 1991 and 17 May 1995, with whom and 'was determined in total 6,500 united 'the annual needs of medical specialists to form in graduate schools for three-year periods 1991/1993 and 1994/1997; Therefore considered to determine in 4,650 scholarships to be awarded in the academic year 1997-98; It decided to proceed to the determination of the scholarships for the academic years 1998-99 and 1999-2000 in subsequent provisions in relation to the annually available financial resources; Considered, therefore, that all medical personnel on duty at the facilities where the training takes place should be permitted surplus to specialized courses in the discipline of belonging, to the extent and in the manner 'set out in memoranda of understanding between the universities' and regions; Having regard to Articles 15 and 18, paragraph 2-bis and 3, of the aforementioned Legislative Decree no. 502 of 1992 concerning access to the initial functional position of the medical professional profile;
