MINISTER OF COMMUNICATIONS Given the consolidating the legislative provisions on mail, postal banking services and telecommunications, approved by Decree of the President of the Republic March 29, 1973, n. 156; Having regard to the ERC / DEC / CEPT Decision (95) 03 with which the bands 1710 -1785 MHz and 1805-1880 MHz are designated for the introduction of the digital communication system DCS 1800; Given the ERC / DEC / CEPT Decision (97) 08 with which 'was adopted the allocation plan of frequencies for public correspondence with aircraft; Having regard to the ERC / DEC / CEPT Decision (97) 03 with which the bands of 1610 to 1626.5 MHz, 1995-2010 MHz, 2185-2200 MHz and 2483.5 to 2500 MHz are designated for the introduction of the systems personal communication of the mobile satellite service; Having regard to the CEPT ERC / DEC / (96) 03 with which the band of 5150-5250 MHz and 'was designated for the introduction of local networks via high performance radio (HIPERLANs); Given the CEPT Recommendation T / R 01-04, on the use of low-power devices with integral antenna and operating in harmonized frequency bands; Recognized the need 'to allocate spectrum resources for the introduction of digital communication system DCS 1800, the mobile satellite systems with particular regard to satellite personal communications systems; It recognized the need 'to meet the basic needs of the Ministry of Defence to carry out, in the 1700 MHz band, 2000 MHz and 2500 MHz, the school services, also in compliance with international agreements in force in the military, by attributing to said Ministry of spectrum in these frequency bands; It recognized the need 'to make urgent changes to the radio frequency allocation plan to enable the development of mobile satellite systems; Recognized the opportunity 'to implement gradually' to subject decisions of this decree and thus to establish the dates of entry into force of various measures; Considered the amendments to the national plan for frequency allocation under this measure may be ascribed to the second of the two cases provided for in paragraph 7 of the introduction of the Annex to the aforementioned decree; Having heard the opinion of the Technical Board of Post and Telecommunications; After consulting the bodies mentioned in paragraph 3 of art. 3 of Law 6 August 1990, n. 223; Given the known Dir - 001 049 of 16 December 1997, by which the Minister of Communications, pursuant to art. 3, paragraph 2 of the Decree of the President of the Council of Ministers, dated August 7, 1997, sent to the Committee of Ministers set up under the same decree, the present ministerial decree; With reference to the bands 137-138 MHz, 149.9 to 150.05 MHz, 1525 to 1660.5 MHz, 1710-2300 MHz, 2468-2690 MHz, 3600-4200 MHz, 5000-5250 MHz and 5925-7075 MHz, the use of these bands and their
