The works referred to the "Executive" approved with this Ordinance are declared of public utility, urgent and cannot be postponed for all purposes of law. 4. In accordance with art. 13 of the law 25 June 1865, n. 2359, time limits for the start and completion of the expropriations and the work of the intervention are so fixated with effect from the date of this decision: expropriations: start within months 1; expropriations: completion within 36 months; jobs: beginning within 1 month; jobs: fulfillment within months 25. 5. being the works, included in the program of the Government Commissioner for the water crisis in Sardinia, the same, pursuant to art. 2 of the order of the President of the Council of Ministers No. 2424 of February 24, 1996, are of extreme urgency. 6. emergency employment measures and those of definitive expropriation of real estate necessary for the execution of works under this Ordinance, are issued, at the request of the Department, by the President of the Regional Council in accordance with the procedures and effects, respectively, pursuant to regional law June 9, 1989, # 32, third and fourth paragraphs and of regional law October 11, 1985 , # 23, art. 24.
