In accordance with Article VIII (b), VII (2) of the Convention for the Safety of Life at Sea (the ratification of which was authorized by Law 23 May 1980 n. 313, published in the Official Gazette no. 190 of 12 July 1980), notice is hereby given the entry into force in Italy from July 1, 1999 the amendments to the Schedule of the international Convention for the Safety of life at sea. The table below, in English with no official translation in Italian language, the text of the above-named acts: Unofficial translation RESOLUTION 1 OF THE CONFERENCE OF CONTRACTING GOVERNMENTS THE 1974 INTERNATIONAL CONVENTION FOR THE SAFETY OF LIFE AT SEA, ADOPTED ON 27 November 1997 ADOPTION oF AMENDMENTS tO tHE iNTERNATIONAL CONVENTION annex, 1974 fOR tHE SAFETY oF lIFE aT sEA tHE CONFERENCE, rECALLING article VIII (c) of the 1974 international Convention for the Safety of life at sea (hereinafter called as "the Convention") concerning the amendment procedure of the Convention by a Conference of Contracting Governments, NOTING Resolutions a 434 (XI), a 713 (17) and a 797 (19) adopted by the International Maritime Organization (IMO), concerning the safety of ships carrying solid bulk cargoes, BEING DEEPLY CONCERNED about the continuing losses, sometimes without a trace, of ships carrying bulk cargoes, and for the massive loss of life suffered, RECOGNIZING the urgent necessitañ to further improve the safety standard of ships carrying solid bulk cargoes, in all aspects of their project, their facilities and their operation in order to avoid the recurrence of such serious accidents, HAVING CONSIDERED the amendments to 'Annex to the Convention proposed and circulated to all IMO Members and to all Contracting Governments to the Convention, 1. ADOPTS, in accordance with Article VIII (c) (ii) of the Convention, the amendments to the Annex to the Convention, whose eñ text reproduced in the appendix to this Resolution; 2. DOWN, in accordance with article VIII (b) (vi) (2) (bb) of the Convention, that the amendments will be deemed accepted January 1, 1999, unless, prior to the date suddeñtta, piuñ a third of Contracting Governments to the Convention or Contracting Governments whose merchant fleets represent at least 50% of the gross registered tonnage of the world merchant fleet have not notified the Secretary General of IMO of their objections to the amendments; 3. INVITES Contracting Governments to note that, in accordance with article VIII (b) (vii) (2) of the Convention, the amendments will come into force on 1 July 1999 after their acceptance in accordance with the said paragraph 2. ANNEX AMENDMENTS ALLñANNESSO tHE INTERNATIONAL CONVENTION FOR tHE SAFETY OF LIFE AT SEA, 1974 the following new chapter XII is added after chapter XI already 'exists: "cHAPTER XII - OF aDDITIONAL SECURITY MEASURES FOR bulk carriers" Rule 1
2 Definitions For the purposes of this Chapter: 2 1 "Bulk carrier" means a bulk carrier as defined in regulation IX / 1.6. 2 2 "Bulk carrier of single side structure" means a bulk carrier where the cargo holds are bounded by the side shell plating. 2 3 "length" of a bulk carrier means the length as defined in the existing International Convention on Load Lines. 2 4 "Solid load in bulk" means any material, other than liquid or gas, consisting of a combination of particles, granules or any kind of more 'large pieces of material, generally of uniform composition, which is loaded directly into the spaces the cargo of a ship without any intermediate form of containment. 2 5 "Standards for structural strength of bulkheads and double bottoms of bulk carriers" means the "Rules for checking the design of the transverse watertight vertically corrugated bulkhead between the two cargo holds and crew for the maximum load rating of allowable hold the foremost cargo hold "adopted by Resolution 4 of the Conference of Contracting Governments to the 1974 international Convention for the Safety of life at sea, 27 November 1997, as may 'be amended by IMO, as long as' these amendments are adopted, brought into force and take effect in accordance with the provisions of Article VIII of the present Convention relating to amendment procedures applicable to the annex, with the exception of Chapter I. 2 6 the term "built ships" has the same meaning as defined in Regulation II - 1 / 1.1.3.1. Rule 2 Application 2 The bulk carriers must meet the requirements of this Chapter in addition to the applicable requirements of the other chapters. Rule 5 Statement of deadlines for implementing the 2 (The Present Rule applies to bulk carriers constructed before 1 July 1999) 2 Bulk carriers which are subject to the rules 4 or 6 must meet the requirements of these Rules in accordance with the the table below, with reference to the enhanced program of inspections required by regulation XI / 2: 2 1 bulk carriers with age 'greater than or equal to 20 years July 1, 1999: by the date of the first intermediate survey or the first periodical survey after July 1, 1999 whichever comes first; 2 2 bulk carriers with age 'of not less than 15 years but less than 20 years, July 1, 1999: by the date of the first periodical survey after 1 July 1999, but no more' later than 1 July 2002; 2 and 3 bulk carriers with age 'under 15 years July 1, 1999: by the date of the first periodical survey after the date on which the ship reaches 15 years of age', but no more 'later of the date on which the ship reaches 17 years of age '. Regulation 4 Requirements for the established 'in damaged conditions

Regulation 5 Structural strength of bulk carriers (This rule applies to bulk carriers constructed July 1, 1999 or thereafter) 2 The bulk vessels with a length equal to or greater than 150 m of single side structure, designed to carry dry cargo in bulk with a density equal to or greater than 1000 kg / m3, they must have a sufficient robustness to withstand the flooding of any one cargo hold in all loading conditions and ballast, also taking into account the dynamic actions due to the presence of 'water in the hold, and taking into account the recommendations adopted dall'IMO1. Regulation 6 Structural and other requirements for bulk carriers (This rule applies to bulk carriers constructed

Regulation 9 Requirements for bulk carriers which are unable to satisfy the Rule 4.2 due to the design configuration of their cargo holds (This rule applies to bulk carriers constructed before 1 July 1999) 2 For ships bulk which are within the limits of application of the Rule 4.2, which have been constructed with an insufficient number of transverse watertight bulkheads to satisfy that rule, the Administration may 'allow an exception to the application of Rules 4.2 and 6 on condition that they comply with the following requirements: - 1 for the foremost cargo hold, the inspections prescribed for the annual visit to the improved program of inspections required by regulation XI / 2 shall be replaced by the inspections prescribed in the said program for intermediate surveys of cargo holds ; - 2 are provided with high water level alarm
in bilge wells in all cargo holds, or in cargo conveyor tunnels, as appropriate, giving an audible and visual alarm on the bridge, as approved by the Administration or by a body recognized by it in accordance with the provisions of regulation XI / 1; and - 3 are provided with detailed information on specific cargo hold flooding scenarios. Such information must be accompanied by detailed instructions about the evacuation preparation according to the provisions of Section 8 of the International Code of Ship Safety Management (International Safety Management (ISM) Code) and must be used as basis for training and exercises the crews.
