GOVERNMENT COMMISSIONER Given the orders of the President of the Council of Ministers no. 2409 dated June 28, 1995 and No. 2424 dated February 24, 1996; The Order of the President of the Council of Ministers of 23 December 1998, with which 'was, finally, extended the water emergency in Sardinia, until 31 December 1999; Since the government commissioner, to examine issues related water emergency that affects the island of La Maddalena has convened a meeting on 16 July 1999 and attended by the Prefecture of the province of Sassari, the regional departments of public works and the environment - the civil protection service, the ESAF and the municipality of La Maddalena; Given that in that forum were examined all the issues related to this emergency and it 'was initiated, on the same, with a deepening update of very short-term meeting. Since, in the same meeting and 'indication was given to the municipality of La Maddalena to provide for preparatory initiatives use of vessels for the immediate integration of the common drinking water itself and to make use of the procedures and provisions of Law regional n. 28/1985 (regional civil protection interventions); View the related resolution of the municipal council of the municipality of La Maddalena n. 133 of 30 July 1999, by which 'was declared a state of magnet' in relation to the emergency water supply in place; Vista, altresi ', the order of the mayor of the municipality of La Maddalena n. 62 of 3 August 1999, which have been arranged for urgent measures to limit fuel consumption; Given the order of the Minister of the Interior n. 2994 of 29 July 1999, art. 7, in which the president of the region of Sardinia, government commissioner for the Water Crisis, and 'was also responsible for ensuring the urgent integration of water supply on the island of La Maddalena also by tankers, with the Ministry of the contest defense; Since, as a result of technical discussions carried out by all the bodies concerned, in continuation of the meeting held on 16 July 1999, the government commissioner has convened a further meeting today which was attended by: the prefecture of the province of Sassari; the command of the Navy of La Maddalena; the municipality of La Maddalena; the Regional Department of Public Works; the Regional Department of the environmental protection - General management and civil protection services; Sardinian institution aqueducts and sewers; Since in the course of the above meeting three priority intervention actions have been identified related to: rationalize the supply system for the drinking water supply of the town of La Maddalena; rationalization of the internal water distribution system of the town of La Maddalena; immediate interventions for drinking integration through the use of naval means. Since, during the same meeting, in agreement between all the participants bodies we have been defined all actions necessary to bring into effect the above shares, the most 'described in detail in the operative part of this Ordinance; It must have felt with the commissioner order in respect of such interventions; Sort by:
Art. 1. 1. E 'approved the following program of interventions of "Rationalization of the conveyance system for the drinking water supply and rationalization of the internal water distribution system of the town of La Maddalena": A. Without prejudice to ownership' of the conducted and of the installations concerned, assumption by the ESAF, the management and maintenance of all pipelines and facilities and storage tanks necessary for the provision of water resources to the municipality of La Maddalena, in the mouth of Mongiardino tanks and Sasso Rosso , by the same ESAF from the two underwater pipelines from Palau and Cannigione. B. For the purposes of recruitment of the aforementioned management, realization by and the common expenses of La Maddalena to rely on availability 'financial to the same already' assigned to regional and EU funds, with any necessary reprogramming of the funds themselves, of all interventions essential purpose, in particular: immediate elimination, in strictly indispensable technical Rates, of all the connections for utilities to existing supplies on the conduct of adduction by subsea pipeline coming from Palau until Mongiardino tank, comprising, inter alia , existing in the street Two Roads Admiralty and the street Indinendenza, with replacement of the relevant pipeline; immediate elimination, to the extent strictly necessary technical times, all the connections to existing utilities to supply the tunnel inflow from the underwater pipeline from Cannigione up to Mongiardino tank except for two delivery points by the ESAF, the municipality of La Maddalena, provisionally allocated to the users' sailing center Caprera "and" Borgo Stagnali "pending activation of a new distribution line; every action necessary to ensure the efficiency of water abstraction equipment, lifting and storage of water resources for drinking water in the fuel system specified above for the delivery of by ESAF resource to the municipality of La Maddalena Mongiardino by two tanks and Sasso Rosso ; C. Completion, in terms of urgency, by and at the expense of the municipality of La Maddalena to assert the availability 'aforesaid, the transfer of the connections of the users from the old water mains that of new construction already' made and simultaneous deactivation of the old network with elimination of all non-authorized users and verification of the existence, on all the utilities, the counters for the control of consumption. Publication of the call for tenders relating to these works no later than 15 October 1999. D. Immediate adoption by the municipality of La Maddalena, the measures necessary to change, with immediate effect, of the current charging system in consumption "lump sum" to a charging system with actual consumption reading meters installed in each user. 2. All operations referred to in this Article shall be declared, according to Decree of the President of the Council of Ministers no. 2409/1995, required to overcome the emergency water supply of the town of La Maddalena and, by effect, are applicable to them acceleratorie the provisions of the ordinance itself. 3. The Regional Department of Public Works, the Sardinian institution aqueducts and sewers and the municipality of La Maddalena will constantly informed the government commissioner about the progress of the implementation of the actions referred to in this Article.
