THE MINISTER OF THE TREASURY, BUDGET AND ECONOMIC PLANNING in consultation with THE MINISTER OF COMMUNICATIONS Given the law of 23 December 1998, n. 448, on "Public finance measures for stabilization and development"; Seen in particular art. 20, paragraph 2, of that law by which, in providing for the establishment of a contribution to the State on the activities' of installation and supply of public telecommunications networks, supplying public voice telephony and services mobile and personal communications from the year 1999, it delegates the regulation of modalities' for implementing specific ministerial decree; Given the general instructions of the Treasury approved by the Minister of the Treasury July 10, 1969, and in particular Articles 393 and 394; The Order of the President of 26 October 1972, n. 633, concerning the establishment and discipline of the added value; Viewed on consolidating the legislative provisions on mail, postal banking services and telecommunications, approved by Decree of the President of the Republic March 29, 1973, n. 156; Having regard to Legislative Decree 11 February 1997, n. 55, implementing Directive 94/46 / EC amending Directives 88/301 / EEC and 90/388 / EEC in the part relating to satellite communications; Having regard to Law 31 July 1997, n. 249 on the establishment of the Authority 'to the Communications Authority and regulations governing telecommunications and broadcasting systems; Given the Regulation implementing the Community directives on telecommunications, approved by Decree of the President of the Republic of 19 September 1997, n. 318; Given the Decree of 25 November 1997 laying down rules for the issuance of individual licenses in the telecommunications sector, published in the Official Gazette no. 283 of 4 December 1997; Decrees: Art. 1. 1. The holders of concessions for telecommunications services for public use, already 'issued under the postal code and the telecommunications approved by Decree of the President of the Republic March 29, 1973, n. 156, and the holders of licenses for the installation and provision of public telecommunications networks for voice telephony services to the public as well as' for services to the public mobile and personal communications are kept on paying the charge established by art. 20, paragraph 2, of the Law of 23 December 1998, n. 448, for years, and according to the measurements indicated in the same paragraph 2. 2. They are subject to contribution activities ', including those who make use of capacity' satellite, relating to: the installation and provision of public telecommunications networks; the provision of public voice telephony services; the public provision of mobile and personal communications services.
