GOVERNMENT COMMISSIONER view the order of the President of the Council of Ministers no. 2409 dated June 28, 1995 by which the President of the regional council and 'was appointed, in accordance with art. 5 of the law 24 February 1992 n. 225, Government Commissioner for the water emergency in Sardinia; Given the order of the President of the Council of Ministers no. 2424 dated February 24, 1996, by which amendments and additions were made to the above order no. 2409/95; The Order of the President of the Council of Ministers of 16 June 2000 with which 'was extended, finally, the water emergency in Sardinia until the date of 31 December 2001; View the ordinance commissioner n. 198 of 9 June 2000 by which the Regional Minister of Public Works and 'was appointed Sub-government commissioner with the task of finding and proposal of the government interventions of the available water resources and the planning of measures required to deal with the emergency situation ; Having regard to its ordinance no. 231 of 27 March 2001, by which it 'was willing to use programming of derivable resource volumes until the date of 30 September 2001; Given that on 25 September 2001 'held at the office of the Government Commissioner, a technical meeting aimed at updating the said Ordinance no. 231/2001, which was attended by the Regional Department of Public Works and the regional expression of components of the scientific commission appointed to support the Government Commissioner for the water emergency in Sardinia; Given that at that meeting, and 'a form prepared by the Regional Department of Public Works was examined in which' contained an analysis of available water resources at September 15, 2001 and an assignment hypotheses from 1 October 2001 to 28 February 2002; Since the volume possessed 15 September 2001 allows, with the allocation hypothesis in that schedule, maintaining the basis set with the above mentioned order no. 231/2001 (7.5 million cubic which drinking stock equal to civil needs of about nine months) even with zero inflows in the period from 1 October 2001 to 28 February 2002; Since the Regional Minister of Public Works, with known Protocol. 18766 of October 9, 2001 announced that it had sent the requested institution above the reservoir manager card, the reclamation Consortium of Northern Sardinia, who pointed out that consumption was lower in the period from March to September 2001 approximately 8 mmc than those assigned and asked to use the above volume in the period from October to February 2002; Since the Regional Minister of Public Works gave a favorable opinion to acceptance of the assignment request made by the Reclamation Consortium of Northern Sardinia; Given that at the meeting held on October 9, 2001 at the office of the Government Commissioner, the regional expression components of the scientific Commission shared this opinion; Given the outcome of the meeting and the proposal made by the Regional Councillor for Public Works; Deemed it necessary to reiterate the constraints laid out for drinking water use of the aforementioned Ordinance n. 231 of 27 March 2001, in order to guarantee to 28 February 2002 for a drinking water supply; Order: Art. 1. Provisions relating to the Mannu system Pattada 1. Effective immediately 7.5 million cubic volume available in the Mannu system Pattada Monte Lerno and 'captive until 28 February 2002.
