The GOVERNMENT COMMISSIONER having regard to the order of the President of the Council of Ministers # 2409, dated June 28, 1995 by which the President of the Regional Council and was appointed, in accordance with art. law 5 February 24, 1992, n. 225, Commissario governativo per l'emergenza idrica in Sardegna; Having regard to the order of the President of the Council of Ministers # 2424 on February 24, 1996, which amendments have been made to that Ordinance # 2409/95; Having regard to the Decree of the President of the Council of Ministers of June 16, 2000 with which it was extended Lastly, the State of water emergency in Sardinia until the date of December 31, 2001; View commissarial Decree No. 198 of June 9, 2000 with which the regional Minister of public works and was appointed Sub-Government Commissioner with responsibility for investigation and proposal of the Government of available water resources and planning of remedial measures to address the emergency situation; Having regard to its Ordinance No. 239 of March 27, 2001 she placed derivable resource volume utilization programming until September 30, 2001; Since on September 25, 2001 was held at the Office of the Government Commissioner, a technical meeting aimed at updating the said Ordinance # 239/2001, which was attended by the regional Department of public works and regional scientific Commission nominated expression components in support of the Government Commissioner for the water crisis in Sardinia; Given that at that meeting it was reviewed a card prepared by the regional Department of public works in which it contains an analysis of available water resources in September 15, 2001 and a hypothesis of allotment thereof for the period from October 1, 2001 to February 28, 2002; Since the volume possessed to September 15, 2001 allows, with the hypothesis of assignment set out in that schedule, maintenance of Commons secured with the aforementioned Ordinance # 239/2001 (drinking stock equal to civil needs 19.2 which approximately 8 months) where inflows of only 5.5 Mmc during the period from October 1, 2001 to February 28, 2002; Since the regional Minister of public works, with known Protocol. 18766 of October 9, 2001 announced that it had proceeded to send this card to the managing body of the reservoir, the Consorzio di bonifica della Gallura which requested an increase of allocation irrigated for livestock uses from 1 2 Mmc Mmc in October and November 2002; Since the regional Minister of public works has expressed an opinion in favour of granting the request of assignment made by the Consorzio di bonifica della Gallura; Given that at the meeting held on October 9, 2001 at the Office of the Government Commissioner, the Commission's regional scientific expression components have shared this opinion; Considered the outcomes of the meeting and the proposal made by the regional Minister of public works; Deemed it necessary to reiterate the constraints placed on the use of drinking water of the aforementioned Ordinance No. 239 of March 27, 2001 to ensure drinking water supply in February 28, 2002;
Order: Art. 1. Provisions relating to the system smooth at Calamaiu 1. With immediate effect, a volume of water equal to 19.2 resource available in Mmc smooth Calamaiu tank is bound until February 28, 2002.
