The Director-General of the autonomous administration of State monopolies having regard to Legislative Decree No 496 April 14, 1948, and subsequent modifications and additions concerning the regulation of gaming activity; Having regard to the Decree of the President of the Republic of April 18, 1951, n. 581, establishing regulations for the application and enforcement of Legislative Decree No 496 April 14, 1948, on the regulation of gaming activity; Having regard to the Legislative Decree July 30, 1999, # 300 and subsequent amendments concerning reform of the Government; Having regard to the Legislative Decree March 30, 2001, n. 165; Visto l'art. 12, paragraph 2, of law October 18, 2001, # 383, which ruled that the Minister of economy and finance to determine, by Decree the Ante circle, participating in betting, betting games and contests; Visto l'art. 11-quinquiesdecies of Consob issuer, paragraph 9 of the Decree-Law September 30, 2005, # 203, converted, with amendments, by law December 2, 2005, n. 248, which ruled that any unitary mail variations for any type of bet is determined by decision of the Ministry of economy and finance-autonomous administration of State monopolies; Having regard to the Decree of the President of the Republic January 24, 2002, # 33, issued pursuant to art. 12 October 18, 2001, law No. 383, which he attributed to the autonomous administration of State monopolies, managing state functions relating to the organisation and management of the games, betting and betting competitions; Having regard to the Decree-Law July 8, 2002, n. 138, converted, with amendments, by law August 8, 2002, # 178, which he attributed to the autonomous administration of State monopolies carry out all functions relating to the organisation and operation of the games, betting and betting competitions; Having regard to the Legislative Decree July 3, 2003, n. 173; Having regard to regulation of betting on horse racing, issued by the Commissioner of the MERGED on February 27, 1962; Visto l'art. 3, paragraph 77 of law No 662 December 23, 1996, which provides that the Organization and management of gaming and betting related to horse races are restricted to the ministries of finance and of agriculture and forestry, which may do so directly or by public bodies, companies or bookies they identified; Having regard to Regulation enacted by Decree of the President of the Republic April 8, 1998, # 169, with which he proceeded to shuffle games and scommessere matter related to horse races as regards tax and organisational aspects, functional, as well as sanctioning the allotment of its proceeds; See, in particular, article. 4, paragraph 5, of that regulation that defers to the decrees of the Minister of economy and finance, in consultation with the Minister of agriculture and forestry, also on the proposal of MERGING the determination of types of bets can be made on horse races, its rules of conduct and limits placed on bets; Having regard to the order of the Minister of finance August 2, 1999, # 278, as amended by the Decree of the Minister of economy and finance August 5, 2004, # 229, and in particular art. 10, paragraph 3, which provides that the Ministry of economy and finance-autonomous administration of State monopolies, establishes the types of bets, the events that constitute the object as well as its technical mode of conduct; Seen the Decree interdirettoriale of the Director-General of the autonomous administration of State monopolies and the head of Department of quality food products and services of the Ministry of agriculture and forestry of April 3, 2003, which, inter alia, extended to the betting companies the chance to market sports-based predictions and other contests, if any, games related to sports events , pursuant to art. 22, paragraphs 10 and 16 of the Act December 27, 2002, n. 289; Having regard to the order of the Minister of Finance issued in consultation with the Minister of agriculture and forestry on June 3, 2004 establishing the types of bets can be made on horse races; Having regard to the MERGING of March 26, 2003, # 29, regarding the regulation of travel Tris; Having regard to the Decree of the Director-General of the autonomous administration of State monopolies, in consultation with the head of Department of quality food products and services of the Ministry of agriculture and forestry of October 25, 2004 laying down regulation of betting on horse races; Visto l'art. 1, paragraph 498 of December 30, 2004, # 311, which provides for the establishment, by decision of the Ministry of economy and finance-conducting autonomous administration of State monopolies, heard the Ministry of agriculture and forestry-quality Department of agri-food products and services, to a new bet horse racing in Tote, proposed by UNITE. With the said instrument shall be laid down provisions for the implementation for the new bet horse racing, to be carried out in networks of outlets of sports betting, betting outlets and competitions as well as racecourses, considering that the collection should be divided by 72 per cent as prize money and reward for the management activities of the bet, 1 ' 8 percent as compensation point of sales activities 6 percent, as revenue in the form of single tax levy and 14 per cent as levy in favour of UNITE; Having regard to the proposal for a bet made by MERGING with note No 0078248/output/2005 December 16, 2005; Heard the Ministry of agriculture and Forestry Department of development policies; Having regard to the Decree of the Director-General of the autonomous administration of State monopolies. No 2005/4637/games/sco of October 26, 2005, published in the Official Gazette n. 258 of November 5, 2005; Having regard to the Decree of the Director-General of the autonomous administration of State monopolies. No 2005/6334/games/sco of November 17, 2005; Having regard to the Decree of the Director-General of the autonomous administration of State monopolies, in consultation with the head of the Department of development policies of the Ministry of agriculture and foresters prot. # 9533/2005/games/UD of December 15, 2005, which placed that Trifecta, starting from the natural expiration of its franchise on December 31, 2005, is subject, on an experimental and temporary, discipline pursuant to art. 1, paragraph 498, December 30, 2004, law No. 311, configured as a betting formula referred to in paragraph 498; Felt, also, that the bet covered by this Decree is distributed in the same betting collection network referred to the Decree of the President of the Republic No. 169 of 1998 and totalizer betting pursuant to Ministerial Decree No. 278 of 1999, already authorised under art. 88 of T.U.L.P.S.; Considered that it is necessary to implement the mandates contained in the aforementioned legislation by adopting the technical rules governing betting on horse racing.
Features: Art. 1. scope and definitions 1. This Decree lays down the rules ' implementation of new totalizer betting horse racing formula under art. 1, paragraph 498 of December 30, 2004, # 311, referred to as a ' New Kind '. 2. For the purposes of this Decree shall apply: a) AAMS, the autonomous administration of State monopolies;
b) MERGE, the Unione Nazionale Incremento Razze Equine;
c) opening of acceptance, the time at which the AAMS States open national Tote bets and is enabled to accept bets;
d) closure of the acceptance, the time at which the AAMS States closed bets and the national Tote is not enabled to accept bets in totalisator for that bet;
game dealer, the operator and) singled out by AAMS, i.e to locate through the selection procedure, in compliance with national and Community rules;
f) cisponibile for winnings, the amount to be divided, for each bet, between winning bet unit;
g) outcome, the results certified by AAMS for betting purposes, which occurs for each event;
h) outcome predictable or competitor or horse, chance or all of chance provided for the event on which you make the bet;
the) event, the horse race on which bets are made;
l) played or bet bet, all the United States proposed by the participant;
m) played or bet accepted, the bet recorded by national Tote;

II. the compensation of the same selling points on the total gross built benchmark week;
III. the winnings which they paid benchmark throughout the week;
FF) board game, paper, whose format and content are established by the AAMS, whose function is solely to bring the forecasts expressed by the participant;
Gg) benchmark week, the period between the day of Monday and the day the Sunday of each week;
