THE MINISTERIAL COMMITTEE FOR ECONOMIC PLANNING Having regard to Law 21 December 2001 n. 443 (so-called "objective law"), which, in art. 1, has determined that the public and private infrastructure and strategic installations and major national interest, to be carried out for the modernization and development of the country, they are identified by the government through a program formulated according to the criteria and procedural directions contained in that Article delegating to this Committee to approve, in the first application of the law, that program by 31 December 2001; Having regard to Act 1 August 2002, n. 166, which in art. 13, among other things, contains amendments to the mentioned art. 1 of Law no. 443/2001; Having regard to Legislative Decree 20 August 2002, n. 190, implementing art. 1 of the mentioned law n. 443/2001; Visas, in particular, Article. 1 of Law no. 443/2001, as amended by art. 13 of Law no. 166/2002 and Article. 2 of Legislative Decree n. 190/2002, which attribute the responsibility 'of the investigation and function of support to the activities' of this Committee to the Ministry of Infrastructure and Transport that can', in the way, use special "mission technical structure"; In view of art. 11 of the law 16 January 2003 n. 3, entitled 'Provisions regulated directions in the sphere of public administration ", according to which, as from 1 January 2003, each public investment project must be provided with a unique code of the project (CUP); Resolution views December 21, 2001, n. 121 (Official Gazette no. 51/2002 SO), with which this Committee, under the most 'sometimes called art. 1 of Law no. 443/2001, has approved the 1st program of strategic works, that Annex 1 includes, as part of urban systems, work on railway stations of Bari, Bologna, Florence, Genoa, Milan, Naples, Palermo, Rome, Turin , Venice, Mestre and Verona; Given the resolution of 27 December 2002 n. 143 (Official Gazette no. 87/2003, errata in the Official Gazette no. 140/2003), with which this Committee defined the system for the allocation of the CUP, which must be requested by the responsible person referred to in section 1.4 of the resolution; Given the resolution of 14 March 2003 n. 10 (Official Gazette no. 161/2003 SO n. 109), with which this Committee approved the program "Great Stations 'and more' specifically approved the final projects on the functional adaptation of the 'station buildings' (which aim to redevelop these buildings, with special reference to installations, structures, roofing and interior trim) and the preliminary drafts of "complementary infrastructure to station buildings, 'relating to Bari central station, central Bologna, Florence S. Maria Novella, Brignole , Genova Porta Principe, the central Milan, Naples centers, central Palermo, Rome (Termini, Torino Porta Nuova Venezia Santa Lucia, Venice Mestre and Verona Porta Nuova; Given the resolution July 25, 2003, n. 63 (Official Gazette no. 248 / 2003), by which the Committee made, inter alia, indications of a procedural nature concerning the activities 'of support that the Ministry of infrastructure and transport, and' called upon to play in the supervision on the implementation of the interventions included in the first program of strategic infrastructure; Given the resolution of today's date, no. 24, with which the Committee has determined that the CUP must be shown by all administrative and accounting documents, paper and computer, related to investment projects and must be used in the databases of the various IT systems, in any way involved in such projects; Note Vista February 23, 2004, n. 95, with which the Ministry of Infrastructure and Transport has transmitted - among other things - the report of investigation "Urban systems: train stations of Bari Central Africa, Central Africa Bologna, Firenze SM Novella, Genova Brignole, Genova PP , C.le Milan, Naples central, Palermo C.le, Roma Termini, PN Torino, Venezia Mestre, Venice S. Lucia, Verona PN - complementary infrastructure: integrated system of video surveillance and centralized system of video surveillance ', proposing the' approving the final design of the works; Considering that measures referred to the aforementioned preliminary projects within the meaning of Resolution no. 143/2002, and 'it was awarded the CUP B11H03000180008; Having heard the report of the Minister of Infrastructure and Transport; Acquired in session the agreement of the Minister of Economy and Finance;
Takes note of the findings of the investigation carried out by the Ministry of Infrastructure and Transport, in particular: from a technical-procedural aspect: that the awarding authority of the program adopted by the Resolution no. 10/2003 and 'was identified in Great Stations Spa; that the implementation of the program in question 'was undertaken by the unit rely on a general contractor in accordance with Articles 6 and 16, paragraph 3, of Legislative Decree n. 190/2002, with the approval of the Minister of Infrastructure and Transport; that the preliminary drafts of complementary infrastructure to the "Station buildingsĀ» concern interventions for the rehabilitation of areas and additional facilities at the stations and include the construction of parking lots of various types (at grade, underground, in multi-storey buildings), the realization of infrastructure to be devoted to services, the arrangement of external areas, especially in relation to the interchange with other public transport systems and private, and the establishment of surveillance systems that help revitalize the station complexes under the safety aspect; that the abovementioned preliminary projects include the mentioned voice works for integrated video surveillance systems and centralization exclusively for stations falling in areas other than the Mezzogiorno and, in particular, for central stations Bologna, Florence S. Maria Novella, Brignole, Genova Porta Principe, the central Milan, Roma Termini, Torino Porta Nuova Venezia Santa Lucia, Venice Mestre and Verona Porta Nuova; that the integrated video surveillance interventions related to the stations of central Naples, Bari central, central Palermo, have been the subject of an institutional agreement signed by the Ministry of the Interior and by Grandi Stazioni SpA as part of the 2000-2006 Community Support Framework, and that its operations were already 'carried out and are ongoing final functional tests for the final activation; that, in connection with video surveillance systems and their centralization, Grandi Stazioni Spa has deemed it appropriate, pending the completion of procedures for the award, do their own development of the final project, in order to accelerate the construction of the plants by the Contracting general, in consideration of the importance of the latter for the purposes of public safety and the overall management of station buildings; that the actions planned can be divided into three main-types: "supervisory system and overall control of the plants' (with the function of control and supervision, for each station, the main subsystems related to safety and the normal operation of the plants), 'integrated subsystems: video surveillance and integrated automation and control systems "(systems that integrate and combine some subsystems)," centralization of control rooms "(central control system, for safety purposes, which belongs to the Roma Termini train station) ; the final design of integrated video surveillance actions related to central Bologna property complexes, Florence S. Maria Novella, Genova Brignole, Genova Porta Principe, the central Milan, Roma Termini, Torino Porta Nuova Venezia Santa Lucia, Venice Mestre and Verona Porta new and centralized video surveillance system and 'was sent by the party contracting October 9, 2003 to the Ministry of infrastructure and transport for the purpose' investigations and given approval provided for by art. 4 of the aforementioned Legislative Decree no. 190/2002; that that final design is complemented by the designer report attests, pursuant to art. 4, paragraph 1, of the more 'times cited legislative decree no. 190/2002, compliance with the preliminary draft; under the implementation aspect: that, because of the particular nature of the interventions included in the project, are not necessary works subject to authorization, permit or authorization by other administrations or relating to subjects of interference managers; from the financial point: that the total cost of preliminary drafts of "complementary infrastructure to the station buildings 'and' quantified, in the resolution called n. 10/2003, to EUR 284 466 355 - of which allocated 260 810 000, out of the resources of the law n. 166/2002, with such resolution, and 23,656,355 euro against Grandi Stazioni Spa - and includes the "integrated project cost video surveillance and centralized system of video surveillance ';
that of the integrated works project cost video surveillance and centralized video surveillance system is now indicated in EUR 51,055,581, of which 4,721,449 EUR Activity 'engineering and 46,334,132 for work; that the above cost and 'in line with the costs of surveillance given in Resolution no. 10/2003 and should be seen in the more 'general economic framework for preliminary projects approved, the aforementioned resolution, even for the purpose of the spending limit occurs, pursuant to art. 3, paragraph 3, of Legislative Decree n. 190/2002; Resolution: 1. Approval of final project. Pursuant to and by effect of art. 4 of Legislative Decree n. 190/2002, and 'it approved the final draft of the "integrated video surveillance system," the central stations Bologna, Florence S. Maria Novella, Genova Brignole, Genova Porta Principe, the central Milan, Roma Termini, Porta Nuova, Venice St. Lucia , Venezia Mestre and Verona Porta Nuova and "centralized system of video surveillance." 2. Final clauses. 2.1. The Ministry of Infrastructure and Transportation will provide 'to ensure, on behalf of this Committee, the preservation of documents in the final of the intervention project "integrated video surveillance system" and "centralized system of video surveillance', approved by this resolution. 2.2. The said Ministry will provide 'to establish an appropriate mechanism for monitoring and ensuring adequate support to this Committee for the performance of supervisory tasks on the execution of the work provided by the more' times mentioned Law n. 443/2001, as amended by Law No. 166/2002, even taking into account the guidelines set out in Resolution no. 63/2003. 2.3. The Ministry of Infrastructure and Transport, during consideration of further steps included in the final draft "complementary infrastructure to the station" will provide the buildings' to bring in a specific table summarizing the sources of funding of the works complex, it being understood that the overall share to be borne by the resources allocated to the implementation of the first program of strategic works can not 'exceed that indicated in the mentioned resolution no. 10/2003. 2.4. The unique code of the project (CUP) must 'be highlighted throughout the administrative and accounting documents concerning the operation referred to in this resolution.
