The STANDING CONFERENCE for the relations BETWEEN the STATE, the regions and the AUTONOMOUS PROVINCES of TRENTO and BOLZANO in today's sitting of December 18, 2008; Visto l'art. 117, fifth and ninth paragraph of the Constitution, concerning the international relations of regions and autonomous provinces of Trento and Bolzano, and the implementing rules provided for in art. 6 June 5, 2003, law no 131; Visto l'art. 8, paragraph 6, of that law June 5, 2003, # 131, which gives the Government the right to promote the conclusion of agreements in the Conference State-regions or joint Conference, aimed at facilitating the harmonization of their laws or achieving unit positions or achieve common goals; Visto l'art. 12 August 23, 1988, law No. 400; Visto l'art. 12 of legislative decree July 30, 1999, # 300; Having regard to act February 26, 1987, no. 49; Considering the framework agreement of May 10, 2007 stipulated under art. 5, paragraph 2, of the law March 31, 2005, between the Ministry of international trade and the regions in the field of internationalisation; Reaffirmed the will of the Ministry of Foreign Affairs to partner, where required by the regions, the autonomous provinces, even by assigning diplomatic officials as advisers for international relations of Presidents; Given the need to identify shared operational mode on international activities carried out by the regions and autonomous provinces of Trento and Bolzano, in particular within the meaning of article. 6 June 5, 2003, law no 131, with the Presidency of the Council of Ministers-Department for Regional Affairs, Ministry of Foreign Affairs, the Ministry of economic development; Considered the common and mutual interest in cooperating on the basis of the principle of loyal cooperation; Given that, following the meetings, at the technical level, held on September 23 and December 2, 2008 it was agreed the final text of the agreement in question, which, on December 10, 2008, was sent to Governments concerned, to the regions and autonomous provinces; Acquired, therefore, the consent of the Government and of regions and autonomous provinces;
Sanctions the following understanding: Art. 1. cooperation and exchange of information 1. The regions and autonomous provinces of Trento and Bolzano, the Presidency of the Council of Ministers-Department for Regional Affairs, Ministry of Foreign Affairs and the Ministry of economic development shall undertake to cooperate closely in areas and sectors of activity considered priorities, identifying and carrying out activities and information exchanges designed to strengthen the presence of the system Italy abroad even through the establishment of appropriate consultation Tables by subject and/or regions other than those already envisaged in other instruments of the regional system. 2. In particular, the Ministry of Foreign Affairs and the Ministry of economic development, through the unit for the country system and territorial authorities at the General Secretariat, undertake to promptly report to the regions and autonomous provinces of Trento and Bolzano: a geographical and thematic priorities relating to) international relations of the State, with annual screening, with reference also to the Government action to support the internationalization of System Italy , overseas development assistance and enhancement of cultural identity and of our collective; b) multilateral and bilateral activities and/or the State which present profiles of interest to operational significance for the regions and autonomous provinces, in particular with reference to the achievement abroad of visits and events. 3. The regions and autonomous provinces of Trento and Bolzano shall undertake to promptly report to the Prime Minister-Department of regional affairs, Ministry of Foreign Affairs and the Ministry of economic development: a) an overview of international activities; b) deliberative acts as environmental character, or otherwise relevant, concerning international activities; c) acts signed with other States, foreign organisations and bodies other than international agreements and understandings. 4. The regions and autonomous provinces of Trento and Bolzano shall undertake to transmit to the Department for Regional Affairs, the Ministry of economic development and the Ministry of Foreign Affairs, who will then spread to the benefit of Governments and institutions which are most affected, the information on the outcome and follow any operating agreements or arrangements concluded as well as the commitments entered into during the missions abroad and their developments.
