THE MINISTERIAL COMMITTEE FOR ECONOMIC PLANNING Having regard to Law 26 February 1987 n. 49, bearing the "New discipline of cooperation with the countries in developing" and in particular art. 6, on the granting of subsidized loans receivable, as part of development programs and projects which meet the purposes' referred to the same law; In view of art. 1, Sections 21 and 24 letter a) of Law 24 December 1993 n. 537, which abolished some inter-ministerial committees, among them also the Interministerial Committee for Development Cooperation (CICS); In view of art. 6, paragraph 4, of the Decree of the President of the Republic 20 April 1994, n. 373, which provides, inter alia, devolution of the functions of the abolished CICS to this Committee; Having regard to Recommendation approved April 25, 2001 during the high-level Committee of development aid meeting (DAC) that, as of 1 January 2002, commits the member countries to grant the least developed countries (LDCs) aid "untied", which consist of non-conditional aid to the purchase, by the beneficiary country, of goods and services from the donor country; Given the resolution July 31, 2001, n. 134, the Steering Committee for Development Cooperation of the Ministry of Foreign Affairs, on the implementation of the recommendation for the untying of official development aid to LDCs; Given the resolution of this Committee August 2, 2002, n. 61 (OJ n. 242/2002) laying down guidelines for the granting of aid loans for the least developed countries, with which we take note of the mentioned recommendation of 25 April 2001 on untying official development aid to the countries less advanced and a mandate is given to the Minister of Foreign Affairs, in line with what is indicated in this recommendation, to evaluate, for each of the PMA identified in the same resolution, the entities' of "untying" the share of aid loans to be allocated to financing of local costs and purchases in third countries, when the credit of aid is granted in favor of the government of one of those LDCs; Given the resolution of the aforementioned Steering Committee for development cooperation of 30 July 2004, n. 98 which provides for the "untying" of 100% for the aid credit granted to the LDCs; Considering that, with the recommendation of the Development Assistance Committee (DAC) of 25 July 2008, the "untying" official development assistance and 'was also extended to all highly indebted poor countries (HIPC - Heavily Indebted Poor countries) that are not LDCs; The resolution of the Steering Committee for Development Cooperation on 9 December 2008, n. 257, on the implementation of the recommendation for the extension of the 100% untying the granting of aid loans, to be paid not only to the LDCs, but also to all heavily indebted poor countries that are not LDCs; Note view n. 00261337 of 27 July 2009, by which the Minister for Foreign Affairs shall submit, among other things, consideration of this Committee a draft resolution implementing the callback OECD / DAC recommendation of 25 July 2008, a proposal on which the Steering Committee for development cooperation of the Ministry of Foreign Affairs has expressed a favorable opinion on 9 December 2008; It felt obliged to accept the above proposal of the Minister of Foreign Affairs; It takes note of the recommendation mentioned in the introduction, which was adopted by the Development Assistance Committee (DAC) July 25, 2008 regarding the extension of the "untying" of 100% in lending help, not only to the LDCs, but also to all the heavily indebted poor countries (HIPC - heavily indebted poor countries) who are not LDCs, with effect from 1 October 2008.
