CIRCULAR November 22, 2011, # 0041807.
The General command of the port captaincies To Fishing associations art. 8 of Regulation (EC) no 1224/2009 of November 20, 2009 and implementing Regulation (EU) No 404/2011 of April 8, 2011, title III, chapter III, section 2, in order to facilitate the implementation of the fisheries control system, disciplined homogeneous method of identification of fishing gear, using the marking thereof used in Community waters. In pointing out that the new rules will come into force on 1 January 2012, it is necessary, therefore, to give the widest possible dissemination among the middle class vessel, the obligations laid down by willing Community regulations. On the merits, these rules provide that vessels and gear on board, or use for fishing, bear, in clearly legible and permanent form, the code of the port of registration and the serial number of the unit. Given the above, it is considered appropriate to summarize, for ease of reference, the requirements that the masters of fishing vessels must be put in place to comply with Community law, without prejudice to the need to operate, for the parts not expressly mentioned in this circular, appropriate to refer to the aforementioned regulations, for the purpose of timely application thereof. Marking of fishing vessels. Vessels must carry the letters of the port in which the unit is registered as well as the serial number on both sides of the bow, as high as possible above the level of the water, so as to be clearly visible from the sea and the sky, in a contrasting color (white or black) with the Fund on which are drawn. Characters should have the following dimensions: vessels with l.f.t. greater than 10 m but less than 17 m-height of characters of at least 25 cm-line width of at least 4 cm;
vessels with l.f.t. equal to or greater than 17 m-height of characters of at least 45 cm-6 cm minimum line width. Any boats carried on board fishing vessels and fish aggregating devices must be marked with the letters and the serial number outside of the fishing vessel that uses them. Marking of fishing gear. The tools on board or used for fishing must contain, in relation to the type of fishing gear, the abbreviation for registration and the serial number of the unit to which they belong: to browse and/or, on the rod;
for networks, on a plate attached to the front row.
for pole and longlines, on a plate at the point of contact with the mooring buoy;
for pots and traps, on a label inseparably attached to lima from lead. Extension for fixed gears exceeding one nautical mile above information must necessarily be recorded at regular intervals not exceeding one nautical mile so that no part of the tool mark left unmarked extension exceeding one nautical mile. The labels must also possess the following characteristics: be composed of durable material;
be securely attached to the tool;
measure at least 65 mm wide;
be at least 75 mm in length. Identification of signalling buoys. Fixed gears must be identified through two marker buoys at the far end of the same and through intermediate buoys, marked with information about the vessel, in the highest point possible above the water so as to be clearly visible. The cables connecting the buoys to the fixed gear shall be of material or submarine must have weights. The marker buoys at the far end must have the following characteristics: the shaft must have a height of at least 1 metre above sea level, measured from the highest point of the float to the bottom edge of the lowest flag;
be colorful, but not in red or green;
have one or two rectangular flags; If you need two flags on the same buoy, the distance between them should be at least 20 cm; flags indicating the end of the same tool must be the same color, it can't be white, and the same size;
have one or two yellow lights that blink every five seconds and that should be visible at a distance of at least two nautical miles. The buoys may have a signal at the far end higher with one or two light bands striped (should not be red or green and must have a width of at least 6 cm). Signalling buoys placed at the far end of the fishing gear, according to the sector where they must meet the requirements stated below: boa western sector (i.e. the area bounded on the West by compass circle from the South, including North) equipped with two flags, two light bands with stripes, two lights and a label with the characteristics shown in the previous paragraph-as per annex 1 an integral part of this circular;
Boa eastern sector (i.e. the area bounded on the North by compass circle East, including South) equipped with a flag, a bright band with stripes, a light and a label-as in annex 2. To passive gear extending more than five nautical miles must be fixed intermediate position marker buoys, among them, at distances of no more than five nautical miles, so as not to leave no mark, no part of the tool by extension equal to or greater than this distance. The buoys must have characteristics identical to those of the buoy signage located at the far end of the eastern sector, except for the following items-as per annex 3: the flag should be white;

a buoy every five must be equipped with a radar reflector with a span of at least two nautical miles. In view of the imminent entry into force of the provisions contained in the Community regulation better cited in the introduction, we ask the offices in address to give the widest possible dissemination to the present and to extend the content thereof in any Office employees.
