Interregional Operational Programme 'Renewable Energy and Energy Efficiency "2007-2013 Line of activity' 1.3 'Aid for the production of energy from renewable sources in the energy efficiency of buildings and public energy users or for public use" WHEREAS • that with Commission Decision C (2007) 6820 of 20 December 2007, the European Commission approved the Interregional Operational Programme "renewable energy and energy Efficiency" (ERDF) from 2007 to 2013, CCI 2007.IT.16.1.PO.002 (hereinafter "POI" or "program"), aimed at increasing the share of energy consumed comes from renewable sources and to improve energy efficiency by promoting the opportunities' for local development; • that the program is divided into three priority axes, including the Axis I "Production of Renewable Energy", which has the specific objective of promoting and experience advanced forms of integrated operations and supply chain, aimed at ' increased production of energy from renewable sources; • that, in Axis I, the Activities' 1.3 concerns actions to promote energy production from renewable sources in the energy efficiency of buildings and public energy users or for public use; • that the Convention signed on 15 May 2009, in accordance with Article 59, second paragraph, of Regulation (EC) No. 1083/2006, including the General Area Planning and Finance of the Puglia region, in quality 'of the Authorities' Management (hereafter MA) of the POI, and the Directorate General for Nuclear Energy, Renewable Energies and' Energy Efficiency ( DGENRE below) of the Ministry of Economic Development - Department of Energy, in quality 'of Intermediate Body (hereinafter OI), has delegated the MA OI management functions, among others, of that line activities' 1.3, and lines of action included in it; • that the GM with decision no. 17 of 22/01/2010 approved the Operational Directives concerning the POI management procedures "Renewable Energy and Energy Efficiency" (ERDF) from 2007 to 2013; • the European Commission, in a note dated 23/06/2010, file no. 005096 has deemed it appropriate, in accordance with Article 71 of Regulation (EC) No. 1083/2006 of the European Council, the management and control system of the Interregional Operational Programme "Renewable Energy and Energy Efficiency" (ERDF) from 2007 to 2013; VISA - Leg. December 29, 2003, n. 387, "Implementation of Directive 2001/77 / EC on the promotion of electricity produced from renewable energy sources in the internal electricity market"; - Legislative Decree no. • CONSIDERING that, pursuant to the provisions of the line of activity '1.3 "Aid for the production of energy from renewable sources in the energy efficiency of buildings and public energy users or for public use" POI "Energy 2007" -2013, to turn the challenge into an opportunity for the renewable socio-economic development of the affected areas, and 'appropriate to support the public demand for power generation due to innovative initiatives and exemplary, capable of starting an industrial transformation on a local basis which relate to production of goods and the provision of specific services and to solicit a cultural change in administrations and affected populations; • that, to accentuate the symbolic value and exemplary interventions, it seems appropriate to fund the implementation of initiatives related to public facilities, of particular relevance and strong impact on the area in view of public functions, characterized by mode 'of energy production from innovative renewable energy , technically and administratively; • it seems necessary to carefully evaluate the consistency of the time period of the initiatives with the time constraints laid down in the programming cycle of the Structural Funds 2007-2013, in particular in relation to the authorization and contractual profiles; • that such initiatives from the design phase and for the duration of the implementation of the initiatives will be the subject of a specific promotional campaign and activities' awareness, animation and training directed at public officials, citizenship and the world of companies in the regions concerned in a more 'total activity' extended to all the regions of the Convergence, planned and financed by the line of activity '2.6 POI "Energy" from 2007 to 2013, which includes the involvement of all the Intermediate bodies, in synergy with the activities 'of communication of the program promoted and implemented by the Authority' of the program Management; everything 'above, considering THE MINISTRY OF ECONOMIC DEVELOPMENT DEPARTMENT FOR ENERGY DIRECTORATE-GENERAL FOR NUCLEAR ENERGY, RENEWABLE ENERGY AND ENERGY EFFICIENCY approves this Notice Article 1 - Purpose', object, procedures and financial resources 1. this public notice, including the premises, the seen and considered, which are an integral part thereof, and 'aimed at launching a public tender for the selection and funding, through contribution of innovative and exemplary projects on the construction of plants for the production of energy from renewable sources, on buildings owned 'public, located in the Convergence Regions (Campania, Calabria, Puglia and Sicily), out of resources of the line of activity' 1.3 "to support production Interventions of energy from renewable sources in the energy efficiency of buildings and public energy users or for public use "of the POI. 2.
