THE MINISTERIAL COMMITTEE FOR ECONOMIC PLANNING Having regard to Law 21 December 2001 n. 443, which, in art. 1, has determined that the public and private infrastructure and strategic installations and major national interest, to be carried out for the modernization and development of the country, they are identified by the government through a program formulated according to the criteria and procedural directions contained in that Article delegating to this Committee to approve, in the first application of the law, that program by 31 December 2001; Having regard to Act 1 August 2002, n. 166, which, in art. 13, in addition to bear changes to the mentioned art. 1 of Law no. 443/2001 and to authorize commitment in fifteen-limits for the design and construction of the works included in the program approved by this committee; The Order of the President of the Republic June 8, 2001, n. 327, containing the consolidated text of the laws and regulations on expropriation for public utility ', and subsequent amendments and additions; Having regard to Legislative Decree of 12 April 2006, n. 163 ( "Code of public contracts for works, services and supplies in implementation of Directives 2004/17 / EC and 2004/18 / EC ') and subsequent amendments and additions, and having regard in particular: Part II, Title III, Chapter IV on "Jobs Around strategic infrastructure and production facilities," and specifically art. 163, which it gives the Ministry of Infrastructure and Transport the responsibility 'of investigations of strategic infrastructure, making use of special "Technical Mission Structure"; Article. 256, which repealed Legislative Decree 20 August 2002, n. 190, concerning the "Implementation of the law n. 443/2001 for the construction of infrastructure and strategic installations of production and of national interest ", as amended by Legislative Decree 17 August 2005, n. 189 '; Given the Decree-Law 6 December 2011, n. 201, entitled 'Urgent provisions for growth, equity' and the consolidation of public finances' (published on the same date in the Official Gazette 284/2011 - SO 251) that art. 41, paragraph 4, states that the resolutions passed by the CIPE in relation to public works projects are formalized and transmitted to the President of the Council of Ministers for signing within thirty days from the seat on which the decision is taken; Having regard to its decision of 21 December 2001, n. 121 (Official Gazette no. 51/2002 SO), with which this committee, under the most 'sometimes called art. 1 of Law no. 443/2001, has approved the 1st program of strategic infrastructure, which includes Annex 1, in the context of urban systems, work on railway stations of Bari, Bologna, Florence, Genoa, Milan, Naples, Palermo, Rome, Turin , Venice, Mestre and Verona; Given the resolution of 14 March 2003 n. 10, with which this committee has approved, with requirements, the final draft of "functional improvements to the buildings of station '(internal works) and preliminary drafts of" complementary infrastructure to the buildings of station' (so-called external works), relating to the stations Bari central, central Bologna, Firenze Santa Maria Novella, Genova Brignole, Genova Porta Principe, the central Milan, Naples centers, central Palermo, Roma Termini, Porta Nuova, Venice Saint Lucia, Venice Mestre, Verona Porta Nuova, assigning, for the realization of those additional infrastructure, a contribution of 260.8 million euro, in terms of investment volume, from the resources of art. 13 of Law no. 166/2002; Given the resolution July 25, 2003, n. 63 (Official Gazette no. 248/2003), with which this committee had made, inter alia, indications of a procedural nature concerning the activities 'of support that the Ministry of Infrastructure and Transport, and' called upon to play in the supervision of the implementation of the interventions included in the program of strategic infrastructure; Given the resolution of 29 September 2004 n. 44, with which this committee has approved the final draft of the "integrated video surveillance system," the central stations Bologna, Florence S. Maria Novella, Genova Brignole, Genova Porta Principe, the central Milan, Roma Termini, Porta Nuova, Venice S . Lucia, Venezia Mestre and Verona Porta Nuova and "centralized system of video surveillance '; Given the resolution April 6, 2006, n. 130 (Official Gazette no. 199/2006), with which this committee, in revisiting the 1st Programme strategic infrastructure such as expanded by resolution March 18, 2005, n. 3 (Official Gazette no. 207/2005), confirms the great stations program - complementary works; Given the resolution April 6, 2006, n. 129, with which this committee has approved the final draft of the "complementary infrastructure to the station," reformulating buildings assignments previously arranged with Resolution no. 10/2003, and took note that the Awarding Authority has opted for the award of the interventions through five integrated procurement articulated to adjacent geographical areas against the original prediction of custody a general contractor; Resolution views July 22, 2010 n. 61, with which the Committee has noted that, under the 'Large stations ", the Ministry of Infrastructure and Transport has revealed the presence of four major variants with reference to the final draft of the complementary works of the stations of Rome Termini Venice Saint Lucia, central Bari and Bologna Centrale, acting also the provision of funds stemming from its auction markdowns to the four aforementioned interventions with substantial variations; Views the notes, no. 733 of 5 January 2012 and no. 1559 January 12, 2012, with which the Ministry of Infrastructure and Transport has requested the inclusion on the agenda of the Committee of the substantial variations relative to the stations of Rome Termini and Venice Saint Lucia and forwarded its investigation documents; Given the notes January 18, 2012, n. 2422 and January 19, 2012, n. 2671, by which the Ministry of Infrastructure and Transport has made clarification on the above proposals; View the document January 19, 2012, n. 245, prepared jointly by the Department for Economic Planning of the Presidency of the Council of Ministers and the Ministry of Economy and Finance and place to underpin today's committee sitting, containing the feedback and recommendations to be made in this resolution; At the proposal of the Minister of Infrastructure and Transport; Found sitting in the agreement of the Ministers and Secretaries of State present; Takes note of the findings of the investigation carried out by the Ministry of Infrastructure and Transport, in particular: from a technical - procedural: that conferences of services related to the complementary works of the stations of Venice Saint Lucia and Rome Termini are closed respectively 19 and 20 July 2011; under the implementation aspect: that complementary works for the stations of Rome Termini and Venice Saint Lucia are modified compared to the final draft approved by Resolution no. 129/2006, and in particular these variants provide: for the Roma Termini railway station, the connection excerpt altitude between the two plates (rail services and parking on the tracks), the underground parking and other actions listed in the preliminary report ( bus shelters, subways station); therefore, the current project and 'constituted by the plate parking on the tracks, with access to the middle ramp traversing the station building from Via Marsala, and from services plate over the front rails gallery, resized both in height that in the surface, as well as by elevators required for the connection to the rail level; for the Venice Saint Lucia station, the extension of the terrace in front of the building and upgrading of the manufacturing equipped pedestrian path along the bank of the Canal Grande and the small square behind the building compartmental centerpiece of pedestrian systems; The current project also includes the consolidation of its dock; from the financial point: that the total cost of the additional works included in the Program Department stations totaled 284.5 million euro, net of 51 million euro related to the video surveillance system, amounted to EUR 233,4 million (211.8 million euro for works and 21.6 million euro for technical costs); that the cost of the program coverage, and 'for 23.7 million euro at the expense of large stations and 260.8 million euro from State resources (Art. 13, Law no. 166/2002); that the report preliminary investigation indicates the following changes in economic frameworks for the stations of Rome Termini and Venice Saint Lucia, less costs for video surveillance that remain unchanged from those set out in the resolution of this 129/2006 Committee:
