coal optimally in the development
power plant, as well as improving the role

BAB I
provisions of UMUM
Article 1
In this Ministerial Regulation referred to:
1. Coal is the precipitate of carbonan organic compounds
that is formed naturally from the remainder growing-
plants.

Article 3

Article 4

Section 5
(1) Purchase of electrical power from Mouth Power Plant

(2) The PJBL as referred to in paragraph (1) is exercised
for a period of 30 (thirty) years since
COD.
(3) The purchase price of electric power from the Power Plant
The Mine Mouth as referred to in paragraph (1)
is specified with the following conditions:
a. in terms of Dissenitan BPP in the system
local composure is the same or below
average national Disobedience BPP, price
highest benchmark of 75% (seventy-five
percent) of BPP Dissenters in the system
local notoriality; or
b. in terms of Dissenters BPP in the system
local notoriality above average BPP
National Dissenters, the highest benchmark price
by 75% (seventy-five percent) of the average
BPP Dissenters nationwide.
(4) The terms of the purchase of electric power purchase price as
referred to in paragraph (3) are designated as CF's assumption
a plant of 80% (eighty percent).
(5) Dissenters in the local system of composure
and the average national Disseness BPP as
referred to in paragraph (3) is the Dissenters ' BPP at
the local system of composure and the average BPP

Section 6

Non-Mulut Electric Power Plant
Article 7
(1) Purchase of electrical power from nonmouth power plants

for a period of 30 (thirty) years since
COD.
(3) The purchase price of electric power from the power plant
nonmouth of the mine as referred to in paragraph (1)
is set for the following capacity:
a. larger than 100 MW (one hundred megawatts); and
b. up to 100 MW (hundred megawatts).
Article 8
(1) The purchase price of electric power from power generation
nonmouth mine with greater capacity than
100 MW (hundred megawatts) as intended
in Section 7 of the paragraph (3) letter a, set to
terms as follows:
a. in terms of Dissenitan BPP in the system
local composure is the same or below
average BPP National Plant, benchmark price
highest of BPP Dissenters in the system
local notoriality; or

b. in terms of Dissenitan BPP in the system
local composure above average BPP
National Disobedience, highest benchmark price
of the national Dissenters BPP.
(2) The purchase price of the power plant from the plant electric
nonmouth mine with capacity up to 100
MW (hundred megawatts) as intended in
Section 7 of the paragraph (3) letter b, specified with the provisions
as follows:
a. in the case of the Dissenters BPP in the system
local composure is the same or below
average national Disseness BPP, price
The highest benchmark of BPP Dissenters at
local notoriality system; or
b. in terms of Dissenitan BPP in the system
Local composure above average BPP
National Dissenters, power purchase prices
electricity set based on auction or
mutually beneficial mechanisms (business to
business).
(3) The provisions of the purchase price of electric power as
are referred to in paragraph (1) letter a and paragraph (2) letter a,
using the price of Batubara for the power plant
mine nonmouth corresponds to the principle passthrough
based on the assumptions of Batubara prices at the time
using the BPP in the local notoriagalism system.
(4) The terms of the purchase of electric power purchase as
are referred to in paragraph (1) and paragraph (2) is set with
assumption of generating plant by 80% (eighty
percent).
(5) Dissenters in the local system of composure
and the average national Disseness BPP as
referred to in paragraph (1) and paragraph (2) are BPP
Dissenters in the local system of composure and
average national Dissenters BPP in the year
previously specified by the Minister
based on the proposed PT PLN (Persero).

Article 9
In order to perform the construction of the power grid
electricity for the power evacuation of the nonmouth power plant
mine to the dial point of PT PLN (Persero),
network development may be performed by the Enterprise
Disobedience of Electric Power based on the mechanism that
mutually beneficial (business to business).
Article 10
(1) Purchase of electric power from Mouth Power Plant
Mine and mine nonmouth power plant
as referred to in Section 5 and Section 8
using a co-building pattern to build, have,
operate, and assign (build, own, operate,
and transfer/BOOT).
(2) Further provisions regarding the same pattern of cooperation
as referred to in paragraph (1) are set in PJBL.
Fourth Quarter
The Lyric Energy Purchase From Expansion Plant
Article 11
(1) In terms of the purchase of electric power from the plant
expansion electricity at the same location, it can be performed
through direct appointment with the purchase price

as referred to in Section 5 and Section 8.
(2) In terms of the purchase of electric power from the plant
the expansion electricity at different locations on the system that

BAB III
PURCHASE OF ELECTRIC EXCESS OF
OPERATING PERMIT (EXCESS POWER)
Article 12
(1) Licensee's business permit provision of which is
has an area of effort to purchase excess power
electricity (excess power) of the operating permit holder to
strengthen the local electric power supply system.
(2) Purchase of excess electrical power (excess power)
as referred to a paragraph (1) can be greater
of the electrical power used to be alone and in accordance with
the conditions or needs of the local system of notorialism
.
(3) Power plant operations of the plant
operating permit holders must refer to the Rules
Network Power Systems (Grid Code) on the system
local or electrical power distribution rules.
Article 13
(1) The purchase price of excess power (excess power)
at the highest of 90% (ninety percent) of
BPP Dissenters in the local system of notoriality.
(2) Dissenters in the local notorialization system
as referred to in paragraph (1) is BPP
Dissenters in the local system of notoriality at
the previous year that has been set by the Minister
based on the proposal of PT PLN (Persero).
(3) Purchase of excess power (excess power)
as referred to in Section 12 of the paragraph (1) can

Article 14
(1) PT PLN (Persero) performs a purchase price evaluation

based on Disobedience BPP changes in the system

(2) Dissenters in the local system of composure
as referred to in paragraph (1) are BPP
Dissenters in the system of notoriality local that

(Persero).
BAB IV
TRANSITIONAL provisions
Section 15

Article 17
