BAB I
provisions of UMUM
Article 1
In Regulation of this Minister referred to:
1. Work Training is the overall activity for
giving, acquiring, improving, and
developing work competencies, productivity,
disciplines, attitudes and work ethic at the skill level
and certain expertise corresponds to the type and
qualifications of office or job.
2. Accreditation is a formal recognition process
which states that an institution has met
a requirement for a Job Training activity.
3. The following Working Training Institute (LPK)
is a government agency, the legal entity or
the individual who meets the requirements for
organizes Work Training.
4. The Accreditation Institute of the Working Training Institute
next is abbreviated LA-LPK is an institution that
is independent and established by the Minister for

Article 2
Accreditation aims to guarantee the quality of hosting
work training and enhance the credibility of the LPK.
BAB II
JOB TRAINING INSTITUTE ACCREDITATION
Article 3
(1) LA-LPK is an independent agency
and is responsible to the Minister.
(2) LA-LPK as referred to by paragraph (1) domicile
in the country capital.
Article 4
LA-LPK serves to carry out the Accreditation.
Article 5
(1) In carrying out the intended function
in Article 4, LA-LPK has the task:
a. Build an Accreditation program;
b. develop an Accreditation implementation system;

c. carrying out and controlling the execution
Accreditation; and
d. developing international cooperation between
work training accreditation institute.
(2) In carrying out the task as referred to
paragraph (1) LA-LPK must be guideline on Sislatkernas.

Article 6
(1) The LA-LPK membership consists of:
a. Chairman;
b. Vice Chairman;
c. Secretary; and
d. Members of 8 (8).
(2) Chairman, Vice Chairman, and Secretary of LA-LPK as
referred to paragraph (1) letter a up to the letter c,

(3) Chairman and Vice Chairman of LA-LPK as intended
on paragraph (1) letter a and letter b, derived from the element
community or government element.
(4) The LA-LPK Secretary as referred to in paragraph (1)

Article 7
(1) The LA-LPK Membership as referred to in Article
6, consists of a community element and a government element.
(2) The government element as referred to in paragraph (1),
comes from the ministry that organizes affairs
governance in the field of employment and/or

consists of the LPK association, association/association/association

Article 8
To be the LA-LPK member, the LA-LPK candidate must
meet the requirements:
a. Citizens of Indonesia;
b. healthy physical and spiritual;
c. has a high integrity;
d. never been sentenced to criminal punishment;
e. have managerial and/or competency experience in
the most human resource development field

LPK; and
g. at least 60 (sixty) years old at the time

Secretariat
Article 9
(1) To support the agility of the execution of the LA-
LPK is formed the LA-LPK secretariat.

The Third Section
The Training Institute Accreditation Committee Work
Article 10
(1) To carry out accreditation, LA-LPK form KA-
LPK in each province.

Article 11
KA-LPK as referred to in Article 10 have
the task:

a. establish an Accreditation team;
b. conduct the technical guidance of Accreditation;
c. make the execution plan Accreditation; and
d. performing Accreditation.
Article 12
(1) The membership of the KA-LPK membership consists of:
a. Chairman;
b. Secretary; and
c. Members of 5 (5).
(2) The Chairman and Secretary of the KA-LPK as intended
in paragraph (1) letter a and letter b, double as
member.
(3) The Secretary of KA-LPK as referred to in paragraph (1)
letter b, derived from provincial service.
(4) The membership of the KA-LPK as referred to in the paragraph
(1), consisting of elements of government and government elements.
(5) The community element as referred to in paragraph (2)
consists of the LPK association, business association/association
industry, profession association, and expert in training.
Article 13
(1) The KA-LPK Membership as intended in
Article 12 is proposed by each element to
provincial service.

Section 14
To be a member of the KA-LPK, the candidate for KA-LPK must
meet the requirements:
a. Citizens of Indonesia;
b. healthy physical and spiritual;

d. never been sentenced to criminal punishment;
e. have managerial and/or competency experience at
the most human resource development field

f. have a commitment to develop the Accreditation
LPK; and
g. the height of 55 (fifty-five) years on

Article 15
To support the agility of the implementation of the KA-LPK task

Article 16

BAB III
APPOINTMENT AND DISMISSAL
Article 17
(1) Chairman, Vice Chairman, Secretary, and Member of LA-LPK
is appointed and dismissed by the Minister;
(2) The tenure of the Chairman, Vice Chairman, Secretary, and
Members of the LA-LPK as referred to in paragraph (1)
for a term of 3 (three) years and may be appointed
return for 1 (one) times the term.

The Speaker, Vice Chairman, Secretary, and Member

Article 19
(1) The Chairman, Vice Chairman, Secretary, and Member of LA-LPK
may be dismissed for reason:
a. term of tenure is over;
b. application itself;
c. convicted based on the court decision which
has had a fixed legal force;
d. does not show the performance, integrity, and dedication
as the LA-LPK;
e. Fixed for 3 (3) months in a row-
participate; or
f. dead.
(2) In terms of LA-LPK Members stop or be dismissed,
The Minister appoints a new member without the selection process
to continue the remainder of the term.
Article 20
(1) Chairman, Secretary, and Member The KA-LPK was appointed and
was dismissed by the LA-LPK Chairman.
(2) The Chairman and Secretary of the KA-LPK as intended
on the paragraph (1) is selected from and by the KA-LPK Member.
(3) The KA-LPK Chairman's selection as referred to in
paragraph (2) through the deliberation mechanism for
obtain mufakat.
(4) In terms of deliberations as referred to
paragraph (3) is not reached, the selection conducted through
voting by KA-LPK Members.
(5) a KA-LPK membership term as
referred to paragraph (1) for a term of 3 (three)
years and may be reappointed for 1 (one) times
term.
Article 21
(1) Chairman, Secretary, and KA-LPK Members can
be dismissed for reason:
a. term of tenure is over;
b. her own request;

c. convicted based on the court decision which
has had a fixed legal force;
d. does not show performance, integrity, and dedication
as a member of KA-LPK;
e. Fixed for 3 (3) months in a row-
participate; or
f. dead.
(2) In terms of KA-LPK Members stop or be dismissed,
provincial service proposes to LA-LPK Chairperson candidate

the remainder of the term.
(3) The proposal of a new member candidate as intended
in paragraph (2) is performed at most 30 (thirty) days
work.
BAB IV
LAYOUT OF ACCREDITATION
Article 22
LA-LPK performs Accreditation for the LPK which has
obtained the permission or list sign of the head of the service
district/city.
Section 23
(1) Accreditation is conducted under the Training Program
Work and refers to the KMPI.
(2) The KMPI as referred to in paragraph (1) consists of:
a. work competency;
b. Curricula and silabi;
c. Working Training materials;
d. Job Training:
e. Instructor and Power Training;
f. Work Training and Training;
g. LPK governance; and
h. finance.

(3) The KMPI as referred to in paragraph (2) is listed
in the Attachment that is the no
section of the Regulation of this Minister.
Article 24
(1) The LPK makes a request accreditation to KA-LPK
by attaching a copy of LPK permission or a list sign
that is still in effect and legalized by the service
district/city.
(2) In terms of a LPK request as intended as
paragraph (1) has been accepted, KA-LPK provides the form
registration with 1 (one) set of asesmen documents
independent to be equipped by the LPK.
(3) Self-titled result documents as intended
in paragraph (2) are sent back and file
its agility to the KA-LPK.
Section 25
(1) Self-sufficient document document as referred to
in Section 24 is verified by Team Assesor
Accreditation.
(2) The Acsesor Team of Accreditation as referred to in the paragraph
(1) is composed of the number of designated gassers
by KA-LPK.
(3) The Assesor Team is accredited by verification of the document
independent asesment in the most prolonged period of 2 (two)
the working day is measured from the date of the receipt
the request and verification results are reported to the KA-
LPK.
(4) In terms of verification of the self-contained document by Team

LPK returns the document to the LPK in the term

Article 26
(1) The results of field verification results as referred to
in Article 25 of the paragraph (5) are delivered by Team Asessor
Accreditation at the plenary session of KA-LPK members.
(2) The results of the KA-LPK plenary session are recommended
to the LA-LPK to be verified.
(3) LA-LPK as referred to in paragraph (1) perform
verification of the recommended KA-LPK results of 3
(three) Working day to establish the status of Accreditation.
Section 27
(1) LA-LPK as referred to in Section 26 of paragraph (3)
publishes the Certificate of Accreditation in the term
at most 5 (five) business days since set status
Accreditation.
(2) The Certificate of Accreditation as referred to in paragraph (1)
is granted to the declared accredited LPK
for a term of 5 (five) years.
(3) For the declared LPK is not accredited to
is given a notice letter by LA-LPK via KA-
LPK.
(4) an unaccredited LPK as intended
in paragraph (3) may submit a repetition
as set forth in Section 24.
Article 28
The private LPK with foreign capital that has had permission from
Head Of The Capital Cultivation Coordination Body submitted
Accreditation to LA-LPK.
Article 29
(1) For the accredited LPK is conducted assessment
compliance via the surveillance mechanism.
(2) Surveillance as referred to by paragraph (1)
performed by Team Assesor Accreditation assigned
by LA-LPK and/or KA-LPK.

(3) In case there is no conflict to
standard criteria Accreditation at the time surveillance, LPK
is mandatory for improvement in the most
length of 6 (six) month.
BAB V
STATUS ACCREDITATION
Section 30
Accreditation status consists of 2 (two) categories:
a. Accreditation of KKNI; and/or
b. Non-KKNI accredited.
Section 31
(1) The KKNI accreditation as referred to in the Section
30 letter a, is the granting of the recognition status
formally stating that the institution
is referred to have been qualified to perform
KKNI-based work training.
(2) Non KKNI accreditation as referred to in
Section 30 of the letter b, is the granting of status
formally recognition that
the institution is intended to be eligible to
conduct the Training Competency-based competencies
Special work, International Business Competency Standards,
and SKKNI cluster.

BAB VI
ACCREDITATION PROGRAM ADDITION
TRAINING WORK
Article 32
(1) In terms of the LPK will add the Training Program
Work to be accredited then the LPK submitted
request Accreditation to KA-LPK.
(2) Accreditation mechanism Accreditation as
referred to paragraph (1) is done mutatis
mutandis with the manner of Accreditation.
BAB VII
FILING OBJECTION
Article 33
(1) The LPK may submitted an objection to the results
the designation of Accreditation to KA-LPK.
(2) In terms of objection as intended to the verse
(1) cannot be completed by KA-LPK then the LPK can
appeal to the LA-LPK.
(3) The LA-LPK decision is final and binding.
(4) The order of filing objections and appeals as
is referred to in paragraph (1) and the paragraph (2) and its handling
is set by LA-LPK.
BAB VIII
COACHING AND REPORTING
Article 34
(1) Minister through Director General doing coaching
to LA-LPK in execution of Accreditation.
(2) LA-LPK conducting coaching to the KA-LPK in
execution of Accreditation.
(3) The coaching conducted as referred to
paragraph (1) and paragraph (2) includes administration aspects and
technical.

Article 35
(1) LA-LPK must deliver the execution report
the activities of Accreditation to the Minister through the Director
General.
(2) KA-LPK must deliver the implementation report
the activities of Accreditation to the LA-LPK Chairman.
(3) Reports as referred to in paragraph (1) and paragraph
(2) are delivered at least 2 (two) times
a year.
BAB IX
ADMINISTRATION SANCTION
Article 36
The LA-LPK Chairman dropped administrative sanction
The revocation of Accreditation in terms of the LPK does not meet the criteria
the standard of Accreditation as referred to in Article 29
verse (3).
BAB X
FINANCING
Article 37
The LA-LPK financing source and LA-LPK Accreditation came from
of the government budget and/or other authorized sources and
is not binding.
BAB XI
TRANSITION provisions
Article 38
In terms of the province has not yet formed KA-LPK then
the execution of Accreditation is done by LA-LPK.

Article 39
LPK that has been accredited before the Regulation

BAB XII

Article 40

revoked and stated does not apply.
Article 41

ACCREDITATION OF THE WORK TRAINING INSTITUTE
BAB I
PRELUDE
a. Background
Accreditation is an independent asesment for the LPK
providing high quality training services according to the standards
set for Ministry of Employment based on the training program
work and refers to the Indonesian Training Center for Training (KMPI).
LPK must be accredited to teach vocational education and
work training that will provide SKK or SKKNI klaster from
vocational paths in KKNI. A LPK may also be accredited to
provide vocational education and work training based on
other standards, as an example of international standards or standard
special.
The KMPI is a unit of 8 (eight) standards.
That each standard has criteria and the LPK must provide
the trusted evidence will indicate that the quality of the training
offered by the LPK meets or exceeds the standard that
required when they are applied to any work qualification
or a particular work training program taught by the LPK.
b. Goal
The purpose of this KMPI was compiled in order for the LPK to be able to
understand the eight standards as a quality standard

BAB II
FRAMEWORK INDONESIAN TRAINING QUALITY
KMPI is a unit of 8 (eight) quality standards
required to be met by LPK which will host
work training based on the Working Qualifying Certificate (SKK) or in part
of the qualifiers based on a standard claster from unit
the competency registered in the KKNI, and the specific work training program.
As for 8 (eight) quality standards required to be met by the LPK,
includes:
a. Standard 1
Working training is based on national qualifications or unit clasters
the competency passed under the national guidelines
set by the Ministry of Employment or by default
other than clear-identified training.
Criteria that must be owned:
1. The training program is based on a KKNI or klaster qualification
SKKNI authorized by using a process that has been
approved by the Ministry of Employment;
2. The training program is based on the needs of the industry or
a society that has been identified.
b. Standard 2
The LPK uses a structured curriculum based on the capes or
SKKNI.
Criteria that must be owned:

1. Curriculum documents are mapped with industry benchmarks/
stakeholders or SKKNI and identify the capes
training;
2. The term of training and the number of students in accordance with the capes
curriculum or SKKNI;
3. The curriculum is reviewed and monitored regularly to ensure
continuity relevancy;
4. LPK builds partnerships with appropriate stakeholders
needs.
c. Standard 3
LPK uses the appropriate training materials and training processes
with its scope.
Criteria that must be owned:
1. The training materials are consistent with the expected chums of
curriculum or SKKNI;
2. The development and use of training materials are monitored and
evaluated.
d. Standard 4
LPK performs high quality skills asesment that
allows candidates to demonstrate their competence
to LSP or to receive training to the LPK.
Criteria that must be owned:
1. The device and the instrument of the asesment are valid, reliable, fair and
flexible;
