Setting : BENGKULU CITY AREA REGULATIONS ON MINISTRY
HEALTH IN THE CITY OF BENGKULU
CHAPTER I OF THE GENERAL PROVISIONS
Article 1
In this Area Regulation referred to:

HEALTH SERVICE IN BENGKULU CITY

Article 3

Article 7

Third Quarter
Health Services At UPTD Puskesmas
Article 8
(1) Health Service in Puskesmas is exercised by Puskesmas non Care,
Puskesmas Care and Pustu.
(2) Each person is obligated to support the public health efforts at Puskesmas in the form
Promotive Service, Preventative, Curative and Rehabilitation.
(3) Health Efforts as referred to the verse (2) includes the Service
Individual Health and Public Health Services.

(4) Puskesmas as First Level Health Service Facility, receives a referral
from its underservice executor as well as submitting a referral to the Service Facility
Second Level and Service Facility Third Level.
(5) As the Jenjang/Health Service Level referred to the paragraph (4) consists of:
a. Household Level;
b. Community level;
c. First-Level Health Services Facility;
d. Second-Level Health Services Facility; and
e. Third-Level Health Services facilities.
Article 9
Individual health services as referred to in Section 6 of the paragraph (3) are entitled
obtain a service consisting of:
a. Outpatient services, including:
1. Health administration services;
2. Medical consultation and health counseling;
3. Physical examination;
4. Medical support check (laboratory, electromedical, radiodiagnostics);
5. Dental and oral health checkup;
6. Eye and ear check;

b. Outpatient services, including:
1. Patient accommodation/pastime;
2. Physical examination;
3. Medical action;
4. Obstetrics services;
5. Delivery of the aid service;
6. Medical support check (laboratory, electromedical, radiodiagnostics);
7. Use of the drug and the consumable materials;
8. Transport Service For Patient Emergency; and
9. Referral to the hospital.

c. Outpatient health services are held at the Nursing Center; and
d. Other health services are the health services implemented at the
Puskesmas Non Treatment, Puskesmas Treatment, Pustu, outside the health care
as it is referred to in the letters a and b.
Article 10
The public health services as referred to in Section 6 of the paragraph (3) are entitled
obtain the following services:
a. Health promotion;
b. Health of the UKS and UKGS schools;
c. Environmental vision;

f. Prevention and eradication of disease;
g. Public mental health;

Article 11

Article 14
A health care package that is not guaranteed on puskesmas as a service facility
first-level health is non-subsidised health care as referred
in Section 6 verse (3) letter b consists of:

Article 15
(1) Any person who is unable to obtain a health maintenance guarantee from
The City Government on the first non-subsidised health care facility
as referred to in Article 14.
(2) Any person who is not capable as referred to in verse (1) is the person who
can prove that he or anyone else who is under his date
is the Citizen of the City.
(3) Pembuktian as referred to in paragraph (2) performed via the Letter of Interest
Miskin from Kelurahan, Population and/or Family Card Card.
Article 16
Any person with the City Health Guarantee deserves a guarantee of service
health on a second-level health care facility and facility health service
third level of the City Government.
Article 17
The City Government is obliged to provide health guarantees to the non-

Article 18
The management and financing of health care is done in cooperation

Article 19

Article 20

Article 23

BAB III
FINANCING

(1) The financing of the City health service is sourced from:
a. APBN;
b. APBD Propinsi;
c. APBD City;
d. Private parties; and
e. Individual;
(2) The City Government is obligated to spend the costs required for resources
in a health field of at least 10% (ten percent) of any APBD budget and
such budget does not include salaries.
BAB IV
FINANCIAL GOVERNANCE
Article 25
The budget allotted as referred to in Article 24 of the paragraph (1) for
operational, health care services, health supplies, pharmaceutical supplies and tools
health as well as the health and technology services facilities used on the Service, UPTD
Puskesmas, UPTD Pharmaceutical and Health Tools, and UPTD Health Laboratory.
Article 26
(1) All the receipts referred to in Article 3, 10 and 14 are tuned to the Regional Kas.

BAB V
INQUIRY
Article 27
(1) In addition to the Indonesian state police investigators, to civil servant officials

BAB VI
CRIMINAL provisions
Article 28
