SOCIAL MINISTER REGULATION OF THE REPUBLIC OF INDONESIA
No. 19 YEAR 2012
ABOUT
THE AGE ' S ADVANCED SOCIAL SERVICE GUIDELINES

WITH THE GRACE OF THE ALMIGHTY GOD

SOCIAL MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a. that to implement the provisions of Article 9 of the Government Regulation No. 38 of 2007 on the Division of Government Affairs Between the Government, Provincial Local Government, and the District/City Local Government/City need to be drafted Norma, Standard, Procedure and Criterion (NSPK) Social Field;
B. that the increasing age of life expectancy and the number of elderly with the complexity of the problem thus requires a comprehensive handling;
c. that the advanced social services of both the home and outside of the orphanage need to be improved;
D. that based on the consideration as referred to in the letter a, the letter b, and the letter c, need to establish the Social Minister ' s Regulation on the Old Social Services Guidelines of Age;

DECIDED:

Establish: Social Minister ' s regulations on the guidelines of the continued social services of age.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of this Minister, referred to by:
1. Continuing Age is someone who has reached the age of 60 (sixty) the year to the top.
2. The Advanced Age of Telantar is someone who is 60 (sixty) years or more, because certain factors cannot meet his basic needs.

8. Social Welfare Institute, which is next abbreviated to LKS is a social organization or social society that carries out social welfare created by the public, both legal and non-governing. the law.


Section 2
The Old Social Service guidelines of the Age are intended to provide a reference to the Government, provincial government, county/city governance, and society in carrying out advanced social services.

Section 3
Advanced Social Service Guidelines Age aims to:
a. providing direction and performance guidelines for the Government, provincial regional government, county/city area governance and the community in the advanced social services; and
B. improving the quality of advanced social services of age.

Section 4
The Old Social Services Guidelines for the Age are reserved for:
a. Government, provincial government, and county/city regional governments that have duties and functions in the advanced social services of age;
B. various LKS that carry out advanced social services of age; and
c. Other stakeholders who care and play a role as well as in social services.

Section 5
Advanced Social Service Guidelines of Age, covering activities:
a. services in the home and outside of the home;
B. protection; and
c. The development of advanced social institutions of age.

BAB II
SERVICE IN THE HOME AND OUTSIDE OF THE ORPHANAGE
The Kesatu section
General
Section 6
(1) The Old Social Services of the Age can be performed both in the home and outside of the orphanage.
(2) The Advanced Social Services of the Age as referred to in verse (1), can be performed both by the Government, provincial government, and county/city local governments and the public.
(3) The service carried out by the Government as referred to in paragraph (2), carried out by the Ministry of Social Affairs.
(4) The services undertaken by the provincial government and district/city administration as referred to in verse (2), carried out by the service/social agencies of the province and the service/social institution of the district/city

Section 7

Section 8

Section 10

a. formulate and establish policy and technical guidance as well as the evaluation of advanced social services;

D. carrying out an elderly social service through the Central Technical Managing Unit;
e. conducting coaching and supervision of the elderly social services;
f. conduct coordination with provincial or county/city social agencies against the elderly social services;
G. conducting monitoring and evaluation of advanced social services age; and

Provincial Regional Government
Section 36
The governor has the authority:

BAB VI
FUNDING
Section 38
(1) The funding of the implementation of policies, programs, and the activities of the elderly social services by the Government is sourced from the State Budget and Shopping Budget.
(2) The funding of the implementation of policies, programs, and other social service activities of the age by provincial regional governments is sourced from the provincial area ' s spending revenue budget.
(3) The funding of continued enforcement of policies, programs, and social services activities by the county/city administration is sourced from the county/city area shopping income budget.


BAB VII
MONITORING AND EVALUATION
Section 39
(1) Government, provincial governance, and district/city governance conduct monitoring to guarantee synergy, continuity, and effectiveness of the measures integrated in the conduct of policy and social services activities Age.

COACHING AND SUPERVISION
Section 41
(1) The Minister of Social Affairs conducts coaching and oversight over the implementation of the national age of social services and activities of the social services.
(2) The governor conducts coaching and oversight over the implementation of the policies and the activities of the continued social services in the province region.
(3) The Regent/mayor conducts coaching and supervision over the implementation of the elderly social services activities in the district/city region.

BAB IX
REPORTING
Section 44

(2) The governor delivers a report on the implementation of the policy and the continued social services activities in the area to the Minister of Social Affairs and the Home Secretary.
(3) The report as referred to in paragraph (1) and paragraph (2) includes:

B. Accountability Report

CLOSING PROVISIONS
