WITH THE GRACE OF THE ALMIGHTY GOD

THE MINISTER OF EDUCATION AND THE CULTURE OF THE REPUBLIC OF INDONESIA,

DRAWS: A. that in order to provide a reference in the management and hosting of the college Tridharma in the Ocean University environment, it needs to set the Statute of the University of the Ocean;

b. that based on the consideration as intended on the letter a, it needs to establish the Minister of Education and Culture ' s Regulation on the Statute of the University of the Ocean;

DECIDED:

Establishing: The Regulation Of The Minister Of Education And Culture Of The Statute Of Universities OCEAN.

BAB I

provisions of UMUM

Article 1

In Regulation of this Minister referred to:

(1) The next Ocean University is called UNSAM is the College that organizes academic education and/or Vocational education in a number of scientific and technological disciplines as well as if qualified can host a profession education.

(2) The UNSAM Statute is UNSAM ' s basic budget in implementing the college Tridharma that be used as a guideline to plan, develop, and host programs and activities according to UNSAM ' s vision and mission.

(3) Academic education is the higher education of undergraduate and/or graduate programs directed at the mastery and development of the branch of science and technology.

(4) vocational education is the program ' s higher education diploma that prepares students for a job with a particular applied expertise up to the applied bachelor program.

(5) The profession ' s education is higher education after the undergraduate program screening students in the work that requires special skill requirements.

(6) Dosen is professional educator and scientists with the primary task of transforming, developing, and dissemination of science and technology through education, research, and devotion to the community.

(7) Students are students of higher education.

(8) Academic Sivitas is an academic society composed of lecturers and students.

(9) The education of the education is the power of the workforce. The academic, responsible for carrying out administration, management, development, supervision, and technical services to support the education process at UNSAM.

(10) The Rector is the Rector of UNSAM.

(11) The Senate is the UNSAM Senate exercising the function of giving consideration and conducting oversight of the Rector in the implementation of the college Tridharma and the autonomy of the academic field of academia.

(12) The Minister is minister who organizes government affairs in the field of education.

BAB II

IDENTITY

Article 2

(1) UNSAM is a college in the Ministry of Education and Culture, under the coaching of the General Directorate Higher Education based in Langsa City, Aceh Province.

(2) UNSAM is from a private college (PTS) under the name of Langsa Ocean University organized by the Langsa Ocean Education Foundation.

(3) Langsa Ocean University was established on April 1, 1970.

(4) Ocean University comes from the name of the Islamic Kingdom "The Pasai Ocean".

(5) The University of the Ocean was established on May 13, 2013 under Presidential Regulation No. 37 of 2013 on the Establishment of the University of the Ocean.

Article 3

(1) UNSAM has a circular coat of arms in it there is a coat of arms The Ministry of Education and Culture with a blue base color is surrounded by ten yellow-colored pups composed of stars, arches that connect each of the muzzle pups to form the five old green mosque towers.

(2) The symbol is referred to in verse (1) as the symbol describing the UNSAM Triqualities that are the quality of faith, quality of the sciences and quality of the charity.

(3) The emblem as referred to the paragraph (1) has meaning:

1. The emblem of the Ministry of Education and Culture has meaning as the foundation of the philosophy "Tut Wuri Handayani".

2. The ten-piece Acehnese muzzle has a sense of expression of the value of courage, heroism in the upholding of justice and truth.

3. The Tower of Mesjid consists of five summits having a sense of the nuance of the sense of being a living view in the formation of a believer, put on trust, and noble in the running of habluminallah and habluminannas.

4. Stars have the meaning of light and rays that radiate the values of enlightenment in achieving the vision and ideals of educational struggle.

5. The circle has the meaning of unanimity and unity (holistic) contained in the emblem.

7. Old blue color with RGB color code: 0; 0; 255 has a constancy meaning.

9. Golden yellow color with RGB color code: 255; 153; 0 has the meaning of grandeur and honesty.

(5) The terms of the manner of the use of the emblem are arranged in the Rector Ordinance.

Article 4

(1) UNSAM has a rectangular flag with a ratio of length and width 3: 2; the old blue base color with the color code RGB: 0; 0; 255, in the middle is the UNSAM symbol and the white-ocean university inscription with the RGB color code: 255; 255; 255 below.

(2) The UNSAM flag is in question verse (1) as follows.

(3) Terms of the size and layout of the use of the UNSAM flag are set in the Rector Ordinance.

Article 5

(1) The Faculty has a rectangular flag with a long and wide comparison 3: 2, the base color is different on each flag, and in the center is the UNSAM symbol.

(2) Flags and colors as referred to in paragraph (1) as follows:

a. The flag of the Faculty of Law is red in red with the color code RGB: 255; 0; 0 contains the UNSAM symbol and the law of the Faculty of Law is white with the color code RGB: 255; 255; 255 on it and the white University of the UNIVERSITY IS THE COLOR CODE. RGB: 255; 255; 255 under it, with images as follows.

b. The flag of the Faculty of Economics is a yellow base with the color code RGB: 255; 255; 0 contains the UNSAM symbol and the economics of the Faculty of Economics is white with the color code RGB: 255; 255; 255 on it and the white University of the UNIVERSITY IS CODED RGB color: 255; 255; 255 below, with images as follows.

c. The flag of the Faculty of Agriculture is the green base of the leafy green leaf with the color code RGB: 0; 153; 0 contains the UNSAM symbol and the white-colored agricultural faculty with the RGB color code: 255; 255; 255 on it and the white University of the UNIVERSITY. with the RGB color code: 255; 255; 255 under it, with the image as follows.

d. The flag of the Faculty of Teacher Training and Educational Sciences is a blue base with the color code RGB: 51; 102; 255, containing the UNSAM symbol and the writing of the Faculty of Teacher Training and Science in color with the color code RGB: 255; 255; 255 on it and the writing THE UNIVERSITY OF OCEAN is white with the color code RGB: 255; 255; 255 below, with images as follows.

e. The Faculty of Engineering is the basic color orange with the RGB color code: 255; 102; 0 contains the UNSAM symbol and the technical faculty of the Engineering Faculty with the RGB color code: 255; 255; 255 on it and the white University of the University. with the RGB color code: 255; 255; 255 under it, with the image as follows.

Article 6

Article 7

(1) UNSAM has academic fashion and almamater fashion.

(2) Academic Busanas as Referred to in verse (1) in toga, hat, necklace, and other attributes.

(3) Busana almamater as in verse (1) is a blue almamater jacket with RGB color code: 51; 255; 255 and in the left chest section is present The UNSAM symbol.

(4) Further provisions on academic fashion and almamater fashion are set in the Rector Ordinance.

BAB III

VISION, MISSION, PURPOSE, AND DEVELOPMENT DIRECTION PLAN

Article 8

THE VISION OF THE UNSAM: EMBODIED UNIVERSITY The advanced and quality ocean is according to the national standard of education in producing qualified, professional, competent graduates in their field, and is able to compete in the Global Era.

Article 9

Mission UNSAM:

1. hosting a leading and continuous education;

2. organize innovative basic and applied research to support the development and development of science, technology, and/or art as well as improve scientific publications and the rights to intellectual property (HAKI);

3. increasing quality of service to students ranging from input, process, and output (outcome) in accordance with the needs of the community (stakeholder);

4. increasing management capacity and learning processes referencing the applicable curriculum (cutting-edge) the results of the scientific study are adjusted to the needs of the community (stakeholder);

5. Its continued development needs and infrastructure and human resources supported by the efesien, effective and accountable financial management system;

7. The campus climate is conducive, peaceful, and Islami to accelerate the process of integration between the campus community and the surrounding community environment that is adapted to the Acehnese culture of Acehnese.

8. It has a quality, planned and programmed education service and has a forward direction in preparing students with a full sense of responsibility and sincerity in the success of national development programs.

Section 10

UNSAM objectives:

1. develop the potential of educated participants in order to be human beings who believe, put their trust in God Almighty, noble, healthy and spiritual, master the IPTEK, speak, be creative, independent, and become a citizen of a democratic, law-abiding citizen and be responsible.

2. Fostering and developing a creative student to be a development driver who has leadership and firmness.

3. Master, develop, exploit, and disseminate science, technology and/or art.

4. Develop and nurture the lives of academic societies supported by a scientific culture that upholds the truth, open, critical, innovative, and perceptate towards the changes of the nation and global change.

5. Able to develop scientific research based on methodologies in order to create a scientific society.

6. Develop social and cultural sensitivities to society.

Article 11

(1) In order to achieve the vision, mission, and purpose as referred to in Article 8 to Section 10, UNSAM set up a term development plan long, strategic plans, and operational plans that include:

a. The Long-Term Development Plan contains plans and development programs 25 (twenty-five) years.

b. The UNSAM Strategic Plan included a plan and development program 5 (five) years.

c. The UNSAM Operational Plan is the definition of a Strategic Plan that contains programs and activities for 1 (one) years.

(2) The provisions of the plan for the development direction of the Long-Term Development Plan, the Strategic Plan, and the Plan Operations as referred to in paragraph (1) are set in the Rector Ordinance.

BAB IV

ORGAN UNSAM

Part Kesatu

General

Article 12

The UNSAM organ is composed of:

a. Rector;

b. Senate;

c. Supervising Unit; and

d. The House of Worship.

Second Section

Rector

Article 13

The Rector as referred to in Article 12 of the letter is the UNSAM ' s governing organ consisting of:

a. Rector and Vice Rector:

b. Bureau;

c. Faculty;

d. Research Institutions, Engagement to the Community, and the Mutu Warranties; and

e. Technical Managing Unit.

Article 14

(1) Rector as referred to in Article 12 of the letter a run of the UNSAM management function.

(2) In performing a function as referred to in paragraph (1), the Rector has the task and authority:

a. Drafting a statute and its changes to be proposed to the Minister;

b. drafting and/or setting academic policy after receiving Senate consideration;

c. compiling and setting academic norms after it gets Senate consideration;

d. Drafting and setting the code of conduct of the academic civitas after receiving Senate consideration;

e. compose and/or may change the long-term program development plan;

f. compose and/or change the strategic plan;

g. assemble and/or change the annual work and budget plan (operational plan);

h. manage education, research, and devotion to the community according to the annual work and budget plan;

i. lift and/or dismiss the Vice Rector and unit leader under the Rector under the terms of the invite-invite rule;

j. The drop of sanctions to the sivity of academics and education personnel who conduct violations of the norms, ethics, and/or academic regulations in accordance with the provisions of the invite-invite rules;

k. fostering and developing educators and educationist;

l. receive, build, develop, and dismiss the learer;

m. manage the budget in accordance with the provisions of the invite-invitation rules;

n. host a reliable information and information technology based management information system to support the management of the college Tridharma, financial accounting, personia, student security, and an alumnian;

o. assemble and deliver a report on the accountability of the college Tridharma to the Minister;

p. proposed appointment of a large teacher to the Minister;

q. fostering and developing relationships with alumni, Government, local government, users the results of college Tridharma activities, and society; and

r. maintain security, safety, health, and campus order as well as the comfort of work to guarantee the agility of the College Tridharma activities.

Article 15

(1) Susunan of the organization, duties, and function of the Rector organs as referred to in Article 13 using the provisions as set forth in the Regulation of the Minister of Education and Culture Number 90 Year 2013 on the Organization and the Working Society of the University of the Ocean.

(2) UNSAM may propose a change of the Rector organ unit as referred to in paragraph (1) in accordance with the need to the Minister.

(3) The change in the organizational unit as referred to in paragraph (2) is set by the Minister after receiving approval from the minister responsible in the field of state apparatus and bureaucratic reform.

The Third Section

The Senate

Article 16

(1) The Senate as referred to in Article 12 of the letter b is an organ which exercises academic considerations and supervision.

(2) In exercising the function as referred to in paragraph (1), the Senate has a duty and authority:

a. establish a surveillance policy in the academic field;

b. provide consideration to the academic norms proposed by the Rector;

c. provide a consideration to the academic civitas code proposed by the Rector;

d. oversee against the application of academic norms and the code of ethics of the academic civitas;

e. provide consideration to the academic provisions formulated and proposed by the Rector regarding:

1. The curriculum of the study program;

2. Academic requirements for the awarding of academic degrees; and

3. Academic requirements for awarding academic awards and other matters related to the Tri Darma College.

f. oversee the execution of academic regulations;

g. oversee the execution of the curriculum;

h. oversee the policy on the implementation of UNSAM ' s internal quality salters referring to the National Standards of Higher Education;

i. oversee and evaluate the achievement of learning processes, research, and devotion to the community by referring to the benchmarks set forth in the strategic plan;

j. provide consideration and development of the community ' s learning processes, research, and devotion to the Rector;

k. conducted oversight of the exercise of academic freedom, freedom of academic mimbar, and scholarly autonomy;

l. provide consideration for the granting or revocation of the degree and academic awards;

m. conducted oversight of the execution of the academic system;

n. conduct a policy execution of a policy on the performance assessment of the lecturer;

o. provides a recommendation to the Rector of the fall for sanctions against violations of norms, ethics, and academic regulations by the civitas of the academics; and

p. provide consideration to the Rector in the proposal of the Professor.

(3) In carrying out the duties and authority as referred to in paragraph (2), the Senate compiled a report of the results of academic supervision and conveyed to the Rector for follow up.

Article 17

(1) The Senate is ruled by a chairman and is assisted by a secretary elected from and by the Senate Member.

(2) The UNSAM Senate Members, consisting of:

a. Rector;

b. deputy rector;

c. dean;

d. deputy dean;

e. chair of the department;

f. study program coordinator;

g. agency chairman;

h. technical Managing Director;

i. Four (four) four-person faculty members of the faculty of the status of Professor and 2 (two) are not Professor who are not currently in education for more than 6 months and are not currently holding a structural position. and/or lecturers with additional tasks outside the university; and

j. If the number of professors on the faculty is less than two (two) people then the number of representatives who are from the lecturer is not the Professor plus the number of four (four) persons of the faculty.

(3) Members of the Senate are derived. from the faculty envoy as referred to in paragraph (2) the letter i, proposed by the Senate of the Faculty to be set by the Rector.

(4) The Senate consists of:

a. The Chairman is a member of the team;

b. The secretary has a member; and

c. member.

(5) The Chairman, secretary, and member of the Senate as referred to in verse (4) is set by the Rector.

(6) The Senate Chair is held by a member of the Senate which is not of the governing body of the governing organs.

(7) the Senate in exercise its duties may form the Commission/Board of Workers according to the need.

(8) The term of a member of the Senate 4 (four) year and may be reelected for 1 (one) times the term unless the membership of the Professor element is not met the number of representation specified.

Article 18

(1) the Faculty Senate is the faculty oversight elements that exercise the supervision function and the granting of academic considerations in the faculty environment.

(2) Further provisions on the Faculty Senate as referred to in paragraph (1) are governed with the Rector Ordinance.

Fourth Quarter

Surveillance Unit

Article 19

(1) The Oversight Unit as referred to in Article 12 of the letter c is a university organ that exercises non-academic field supervision functions to and on behalf of the Rector.

(2) In performing the function as referred to in paragraph (1), the Surveillance Unit has the task and authority:

a. establish an internal non-academic field supervision policy;

b. exercise internal oversight of non-academic fields;

c. takes the conclusion over the internal surveillance results;

d. reported the internal surveillance results to the Rector;

e. provide advice and/or consideration regarding the improvement of the management of non-academic activities on the Rector, on the basis of internal surveillance results; and

f. monitor and coordinate the results of the examination results.

Section 20

(1) The Supervising Unit Member amounts to 5 (five) persons with the composition of the expertise as follows:

a. field of accounting/financial;

b. field of human resources management;

c. asset management field;

d. field of law; and

e. The field field.

(2) The member's requirements of the Oversight Unit:

a. " Believe in the Lord, the Lord of the Lord;

b. loyal to Pancasila and the Basic Law of the Republic of Indonesia in 1945;

c. the lowest educated Magister;

d. at least 60 (sixty) years old;

e. have a competency in the audit field;

f. have experience in accordance with that field in paragraph (1);

g. have a good moral as well as have integrity and a high commitment; and

h. healthy physical and spiritual.

(3) The Surveillance Unit consists of:

a. The Chairman is a member of the team;

b. The secretary has a member; and

c. member.

(4) A member of the Oversight Unit as referred to in verse (1) is derived from an element of educator and educationist in the UNSAM environment.

(5) The tenure of a member of the Surveillance Unit 4 (four) years and may be reelected for 1 (one) times the term.

(6) The Chairman, secretary, and member of the Oversight Unit as referred to in paragraph (3) is set by the Rector.

(7) The terms of the grammar of the member selection and the work mechanism of the Surveillance Unit are determined by the Rector Ordinance under the laws.

Fifth Section

The Board of Worship

Article 21

(1) The Board of Truss as referred to in Article 12 of the letter d is an organ of UNSAM which exercises consideration to the execution of Rector duties in the field non-academic and help with the development of UNSAM.

(2) In performing the function as referred to in paragraph (1), the Board of the Imperation has the task and authority:

a. conduct a study of Rector policies in non-academic fields;

b. provide consideration to Rector policies in non-academic fields;

c. formulating advice/opinions against Rector policies in non-academic fields;

d. provide consideration to the Rector in managing UNSAM;

e. help a fundraiser to help with the construction of UNSAM; and

f. Given the consideration of the Rector's request concerns the cost of the education fees that are educated participants.

Article 22

(1) The Board Member of the Board of Attendants is 9 (Nine) the person consists of:

a. Governor of Aceh as Chairman of the Board of Immaids;

b. Chairman of DPRD Level I Aceh;

c. Mayor Langsa;

d. Bupati Aceh Tamiang;

e. East Aceh:

f. 2 (two) people of the entrepreneur element; and

g. 2 (two) people of the community character element.

(2) The Board of Attendants consists of:

a. The Chairman is a member of the team;

b. The secretary has a member; and

c. member.

(3) In carrying out its duties, the Speaker of the Board of the Immaids appoints one of the members of the House of Immaids as the Chairman of the Daily.

(4) The Chairman, secretary, and member of the Board of Imperation as referred to in paragraph (2) are set by Rector.

(5) The term of the member of the House of Warners 4 (four) years and may be reelected.

(6) Further provisions on the requirements and grammar of the selection of the Board of the Maid Council are set up with the Rector Ordinance.

BAB V

ORDER OF APPOINTMENT AND REMOVAL OF THE CHIEF ORGAN MANAGER, SENATE, UNIT SUPERVISION,

AND THE GOVERNING BOARD OF

PART OF THE DEPARTMENT

MANAGER ORGANS

PARAGRAPH 1

General

Article 23

(1) Dosen in the UNSAM environment can be assigned additional tasks as Rector, vice-rector, dean, and deputy dean.

(2) Dosen in the UNSAM environment can be appointed as chairman and secretary of the institute, chairman and secretary of the department, head of the laboratory/workshop/field of experiment, and head of the technical executor unit.

(3) The Rector's Appoinator, vice-rector, dean, vice dean, chairman and secretary of the institute, chairman and secretary of the department, head The laboratory/field of experiment, and the head of the technical executor unit is performed if there is:

(7) The general requirements as referred to in paragraph (6) include:

a. Active civil servant lecturer;

b. believe and trust in the Almighty God;

The election phase of the candidate dean as referred to in Article 36 of the paragraph (1) letter c, is performed with the following terms:

a. At least 7 (7) days after the delivery of a candidate's name for the decoding results, the Senate Faculty convenes to conduct a selection of candidates for the dean;

b. The Senate's Faculty Meeting can be conducted when attended by at least 1/2 (one per two) of all members of the Faculty Senate plus 1 (one);

c. The candidate dean delivers a vision, mission, and work program in the Faculty Senate meeting;

d. In the event the candidate dean is not present to deliver the vision, mission, and work program in the Faculty Senate Meeting, his nomination rights are declared dead;

e. The election of a candidate for the dean was conducted with a vote;

Article 75

(1) UNSAM organizes student acceptance through:

LECTURER AND EDUCATION

Article 100

(1) Dosen UNSAM consists of:

a. Civil servant lecturer (PNS);

b. permanent lecturers; and

c. lecturers do not remain.

Article 104

(1) UNSAM students are legally registered participants on one of the study programs contained in UNSAM.

(2) To be a UNSAM student, one must meet the requirements.

Section 105

(1) Each UNSAM Student has a right:

(3) The Accreditation at UNSAM includes the accreditation of the study program and the education unit.

BAB XVI

TRANSITIONAL provisions

Article 118

(2) The deputy of the entire UNSAM organization as referred to in paragraph (1) consists of:

a. Rector;

b. All members of the Senate;

c. 2 (two) members of the Oversight Unit; and d. 2 (two) members of the Board of Worship.

(3) The decision making a change of statute is based on deliberations for the assemblies, and if the deliberations for the assemblies are not successfully achieved, the decision is made by the vote.

(4) The change of the approved statutes in the meeting as referred to in paragraph (1) is presented to the Minister for set.
