OFLOGISTICAL ASSISTANCE GUIDELINES
WITH THE GRACE OF THE ALMIGHTY GOD
THE NATIONAL GOVERNING BODY CHIEF DISASTER
Counterpart: a. that in order to increase the government and local government efforts in implementing
disaster relief management needs to establish the Logistic Help Guidelines;
b. that Regulation of the National Agency Disaster Number 4 Year 2009
about the Logistic Help Guidelines need to be changed
since it is not compatible with the development of the public state;
c. that based on consideration as referred to in letter a and b, need
set the National Agency Head Regulation

BAB I
provisions of UMUM
Article 1
In this Chief Regulation referred to:

1. The Central Government, subsequently called the Government, is the President of the Republic of Indonesia which holds the power of state government

9. Logardisation Logistics is a minimum standard of logistics availability
which is required by BNPB and BPBD Provincial/District/City as a ready supply item given to the victims
disaster.
10. Minimum Logistics Supply is a logistics supply for disaster emergency needs in the 72 hours
first since the disaster emergency is set.

11. Food is the logistics consumed to meet the hungry and dahaga needs for survival.
12. Sandang is the logistics used to meet the basic needs of protecting the body in personal clothing and equipment.
13. A board is a Logistic that is used to meet the requirements
humans in terms of temporary residence.
14. Other logistics are logistics that do not include sandang, food
and board.
15. Disaster Logistics Supply Standard is a specific size
in supplies and assistance to disaster victims
in accordance with the disaster events that the BNPB and/or BPBD used.
16. The Logistics Inventory Calculation Method is a way used based on the formula available to calculate
minimal standards in the fulfillment of the logistics inventory amount.
17. Help is everything that is obtained from the help results
and/or donations from the various parties given to
the needy party.
18. Logistics assistance is a help to the logistics acquired
based on a series of activities initiated from planning, assistance requests, reporting as well as monitoring and evaluation
logistics assistance activities that can be used to help
fulfillment of basic needs.

SCOPE
Article 2
The scope of this Chief Regulation, includes:
a. Basic principles, policy and logistics standardization strategies;
b. Categories, packages and logistics supply standards;
c. Methods of logistics supply calculation for BNPB, BPBD Province and County/kota; and
d. Control, surveillance and accountability.

BAB III
INTENT AND PURPOSE
Meaning
Article 3
Provides guidance for BNPB and BPBD in carrying out activities
request for logistical assistance in the face of emergency disaster.
Purpose
Section 4
(1) Improving the procedure and mechanism of the logistics assistance request
in order for the fulfillment of the amount of availability in the face of disaster emergency by BPBD.

BAB IV
BASIC PRINCIPLES, POLICIES AND STRATEGIES
Article 5
Basic principles of logistics standardization:

c. Assistance is filed specifically to meet basic needs based on disaster victims including vulnerable groups; and
d. Based on the number of residents and the percentage of disaster victims in the disaster area and fully utilize the resource
internal area.
POLICY
Article 6
The logistics standardization policy is:
a. Disaster recovery logistics assistance is provided to the area
disaster prone as a supply in preparedness frame;
b. Disaster recovery logistics assistance is provided to the area
in the disaster emergency as needed;
c. Provided to the local government/BPBD and or
the associated agencies in the disaster relief; and

d. Disaster recovery logistics assistance must ensure the amount, quality, objective, effective, efficient and accountable.
STRATEGY
Section 7
(1) Request assistance is accompanied by a status assignment statement
disaster emergency;
(2) Priority to meet logistic needs in
emergency alert, emergency response and emergency transition to recovery;
(3) Executed together with stakeholders
working on the field of state disaster emergency and logistics field
disaster;
(4) Execued through a series of planning until monitoring
and evaluation;
(5) Executionable in order fulfillment of basic needs and
return of disaster victims ' rights to dignity;
(6) Strengthening coordination and cooperation interregents
interests.
BAB V
PLANNING AND PROCUREMENT LOGISTICS ASSISTANCE
Section 8
The logistics assistance planning is an initial step for
knowing and meeting the logistical support needs, both types,
numbers, specifications, time and set the distribution way.
Article 9
The need for logistical help may come from the request of the District/City and BPBD Province, on the basis of a quick kaji report of
The Quick Reaction Team (TRC) and the BNPB initiative.
Section 10
The request for logistical assistance at pre-disaster and post disaster
is intended as a supply of BPBD County/City warehouse, BPBD Province and Technical Managing Unit (UPT).
Section 11
Request for logistic assistance at emergency response stage intended
for fulfilment of basic needs, assist in search,
rescue, casualty evacuation and recovery of damaged means and vital infrastructure from disaster.

PROCUREMENT
Article 12
The provision of logistics assistance may be sourced from:
a. Government;
b. Local Government;
c. World Effort; and
d. Society.
Article 13
Tata way of procurement logistics refers to the perinvite regulations-
the invitation is valid.
Article 14
At the time of the disaster, the logistics procurement can be made through:
a. Use of the use ready funds allocated in APBN/APBD;
b. Logistical support from the Foreign Affairs was coordinated by BNPB.
BAB VI
LOGISTICS ASSISTANCE REQUEST MECHANISM
Section 15
Mechanism requests for logistic assistance at each level of the region and the authority refers to Appendix I and Appendix II

National Help Request
Article 16
(1) In terms of disaster in County/City and Province, BNPB deployed directly the logistics resources or from the Unit
regional Technical Execuer (UPT), instanti/institution, world of effort and society as needed to the disaster location;
(2) If such a need is not available/insufficient, then BNPB may deploy assistance to the nearest Provincial BPBD,
or another source;
(3) If there is a limitation of logistical assistance deployed by the BPBD Chief Provinces, then BNPB can help through the pattern
a special ready-ready fund companion is used at the time of the emergency response and other funding sources have already been allocated.

Provincial Help Request
Article 17
(1) In terms of disaster in the Province, BPBD Province affected by disaster exerting logistical resources from Instancy/Society, World
Effort and Society as needed to the disaster location.
(2) If the need is not available/insufficient, then the provincial government concerned can request assistance
logistics to the nearest Province.
(3) If Province Requested help does not have availability
logistic resources/no sufficient, then the Provincial government
affected by the disaster may request assistance to the National Agency for Disaster Response.
(4) The implementation of the logistics resources deployment of origin up to the disaster site coordinated/controlled/controlled by Head
The Provincial BPBD concerned.
Request for County/City Help
Article 18
(1) In terms of disaster in County/City, BPBD County/City affected by disaster, deploy source logistic power of the Unit
Working Area Device, World Effort and Society as needed to disaster location.
(2) If the need is not available/insufficient, then
The county/City government concerned can request logistical assistance to the local government/City nearest the good

(3) If the county/City government requested logistical assistance
does not have the availability of resources/insufficient, then the affected District/City government may request
logistical assistance to the provincial government concerned.
(4) Implementation of the logistics assistance deployment of the aid provider up to the disaster location is coordinated/controlled by
Head of BPBD Regency/City concerned.
BAB VII
LOGISTICS ASSISTANCE DISTRIBUTION
Article 19
The implementation of the logistics assistance distribution for disaster countermeasures
based on:

a. Approval from officials in the field of disaster countermeasures;
b. The data and information recipient information, amount and type of goods, time of distribution and transportation tools are used;
c. Initiative of the official in the disaster countermeasures.
Article 20
Handling of the remaining logistic aid in the emergency posko, is set as follows:
a. Be entertained for the reinforcement of BPBD supplies;
b. Logistic items that cannot be used or cannot be
utilized or lost or destroyed can be removed under the laws
applicable.
BAB VIII
SUPERVISION, REPORTING AND ACCOUNTABILITY
Article 21
(1) In order for effective logistic assistance and
efficient, need to be unwitted surveillance in accordance with
level of authority;
(2) This surveillance is performed by authorized agencies/agencies
both from the internal and external parties;
(3) Oversight is conducted for the execution of the planning process,
procurement and The distribution of aid to disaster relief efforts can be accounted for. exact target and right

Article 22
This supervision includes:
a. Monitoring;
b. Supervision; and
c. Evaluation
Article 23
The Monitoring as referred to in section 22 of the letter a includes:
a. All implementation activities for disaster relief assistance. disaster recovery is always conducted monitoring by
BNPB, related agencies, BPBD, related services/services as appropriate

with applicable regulations and in accordance with the level of authority.
b. Monitoring is done so that the upervis relief process disaster relief can be guaranteed the amount, quality and
of the target.
Article 24
Supervision as referred to in section 22 letter b includes:
a. Supervision is performed according to the needs and or top
requests. In the Central Level by BNPB or in
the area by BPBD Province/District/City is at its level of authority.
b. Supervision is performed to know the flaws and advantages of upervis in the disaster countermeasures frame as well as
cause in order to comply with the planning and needs.
Article 25
Evaluation as contemplated in section 22 letter c includes:
a. Number of logistical support recipients;
b. The distributed type and number of upervis;
c. Distributed upervis values; and
d. Utilization of upervis.
Reporting
Article 26
(1) The monitoring results, upervise and evaluation are poured in
the report form is attached to the event news as the documentation material that can be accounted for.
(2) Reporting is conducted periodically.
Accouncability
Article 27
The financial and performance responsibility in the logistics assistance, is conducted at every stage of preparation, process and after process
aid delivery, in the form of a report in a single and regular basis according to the principle accountability and transparency.
