MASTER PLAN (MASTERPLAN) RADIO FREQUENCY FOR THE PURPOSES OF BROADCAST RADIO AMPLITUDE MODULATION (AM)

ON MEDIUM FREQUENCY (MF)

RADIO FREQUENCY BAND 535 kHz-1605.5 kHz

WITH THE GRACE OF GOD ALMIGHTY

REPUBLIC OF INDONESIA ' S COMMUNICATIONS AND INFORMATICS MINISTER,

DRAWS: A. that to regulate the use of radio frequency spectrum allocations for broadcasting services using Amplitude Modulation (AM) on the medium band the radio frequency medium required the setting of the broadcast radio channel;

b. that to regulate the frequency of the AM broadcast radio frequency in accordance with the International and proportional provisions for each region, it needs to be drafted (Masterplan) so that the available radio frequencies can be used optimally and effisien, as well as being spared broadcast reception interference from interference from other radio transmitters in the country and abroad;

c. that under consideration as intended in letter a and letter b need to specify the Minister of Communications and Informatics (Masterplan) Radio Frequency for Purposes (Masterplan) The hosting of Radio Broadcasting Amplitude Modulation (AM) on Medium Frequency (MF) Radio Frequency Radio 535 kHz-1605.5 kHz;

DECIDED:

SET: MINISTER OF COMMUNICATION AND INFORMATICS REGULATION ON MASTER PLAN (MASTER PLAN) RADIO FREQUENCY FOR THE PURPOSES OF BROADCAST RADIO AMPLITUDE MODULATION (AM) AT MEDIUM FREQUENCY (MF) FREQUENCY BAND RADIO FREQUENCY 535 kHz-1605.5 kHz.

BAB I

PROVISIONS

Section 1

In Regulation This minister referred to:

1. A Radio transmitter is a device and/or telecommunications device that uses and emits radio waves through an antenna.

2. Radio Frequency Spectrum is a collection of radio frequency bands.

3. Radio Frequency bands are part of a radio frequency spectrum that has a certain width.

4. Radio Frequency Channel is part of the radio frequency band that is set for a radio station.

5. ISR's subsequent short station permission is permission for the use of radio frequency spectrum in the form of radio frequency channels based on certain requirements.

6. The next broadcast permit for the IPP is the right given by the state to the broadcasting agency to host broadcasting.

7. Technical analysis is the calculation of the technical parameters of the radio frequency spectrum so that the radio frequency spectrum is specified in accordance with the perforation and does not incur interferences.

8. The designation (Assignment) of the Radio Frequency Canal is the Minister's authorization given a radio station to use a radio frequency channel based on a specific requirement.

9. Effective Monopole Radiated Power (EMRP) is a pancar power that is channeled into a monopole antenna in Watt unit.

10. Service Area (Service Area) is a radio station reception area that is protected from other radio frequency interference/interference signals.

11. Test Point is the location of the magnetic field strength test/measurement point that is the outermost limit of a service area (service area).

12. The Minister is the Minister whose scope of duty and responsibility is in the field of telecommunications.

13. The Director General is Director General of Resources and Postal Devices and Informatics.

14. The General Directorate is the Directorate General of Resources and Devices of Post and Informatics.

15. The next Technical Managing Unit (UPT) is the Technical Managing Unit of the Directorate General of Resources and Postal Devices and Informatics

Article 2

Use of the radio frequency spectrum allocation for broadcast radio Amplitude Modulation (AM) on the Medium Frequency (MF) double sideband radio frequency band 535 kHz-1605.5 kHz in accordance with the Master Plan (Masterplan).

BAB II

TECHNICAL provisions

Article 3

Any broadcast radio AM-MF double sideband as referred to in Section 2 is required to meet the technical provisions as follows:

a. The radio frequency band is used 535 kHz-1605.5 kHz with the distance between channel 9 kHz as set forth in Annex I which is an inseparable part of this Minister's Regulation;

b. The transmission used in AM-MF broadcasts includes:

1. mono transmission with A3EGN emission with necessary bandwidth 20 kHz;

2. stereo transmission with A3EHN emission with necessary bandwidth 20 kHz with Compatible-Quadrature Amplitude Modulation (C-QUAM);

c. measurement specification Out of Band Spurious Emission as listed in Annex II which is an inseparable part of the Regulation of this Minister;

d. using monopole antenna omni directional with vertical polarization;

e. the stability of the radio frequency corresponds to Radio Regulation i.e. ± 10 Hz;

f. spurious (harmonic) emission allowed <-50 dBc in accordance with appendix 3 Radio Regulation;

g. use EMI Power line filter which to protect other electronic devices connected to the same jala-mesh voltage at a certain distance from the disturbance caused by the AM transmitter;

h. The protection ratio allowed according to the ITU-R BS 560 as follows:

Adjacent 1 9 dB

Section 4

(1) Based on the technical provisions as referred to in Section 3 of the letter a specified region and channel planning (channeling plan) as set forth in Annex III which is an inseparable part of this Minister's Regulation.

(2) The region as referred to in paragraph (1) includes several districts/Kota;

(3) Planning the use of the AM-MF radio frequency channel as referred to in paragraph (1) is used for:

a. Public Broadcasting Agency-Radio Republik Indonesia (LPP-RRI)

b. Local Public Broadcasting Agency (LPPL);

c. Private Broadcasting Agency (LPS); and

d. Community Broadcasting Institute (LPK).

Article 5

The AM-MF broadcast radio radii is classified in:

a. class A (High Power) with an EMRP ≥ 1 kW;

b. class B with EMRP ≤ 100 W;

c. class C with EMRP of the 100 mW of the EMRP.

Article 6

The broadcasting of the AM-MF broadcast radio as referred to in Section 5 must lower the EMRP of 3 dB or 50% from 6:00 to 6:00 pm local time.

Article 7

In terms of location the founding antenna of the AM-MF radio transmitter is in the territory of the mandatory settlement meeting the provisions of the strong field (field strength) < 120 dB µ V/m.

Section 8

EMRP for AM-MF radio transmitters for LPP-RRI as referred to in Section 4 of the paragraph (3) letter a work on:

a. radio frequency band 535 kHz-1080 kHz using class A or class B pancar power;

b. 1089 kHz-1605.5 kHz radio frequency band uses class B.

Section 9

EMRP for AM-MF radio transmitters for LPPL as referred to in Section 4 verse (3) letter b working on radio frequency band 535 kHz- 1605.5 kHz use class B power, except on channel 17, channel 19 and channel 53.

Article 10

EMRP for the AM-MF radio transmitter for LPS as referred to in Section 4 of the letter c works on 535 kHz-1605.5 kHz radio frequency band use Class B pancar power, except on channel 17, channel 19 and channel 53.

Article 11

EMRP for AM-MF radio transmitters for the LPK as referred to in Section 4 of the d (3) letter d using class C power only on channel 17 and channel 19.

BAB III

RADIO DEVICE CERTIFICATE

Article 12

Every tool and Telecommunications devices used for the purposes of radio broadcasting agencies AM-MF are required to be conscripted from the Directorate General.

BAB IV

DESIGNATION CANAL

Section 13

(1) Partition of the region and channel of radio frequency for LPP, LPS, and LPK for AM-MF broadcast radio purposes are set on

provisions as set forth in Appendix III which are part inseparable from the Regulation of this Minister.

(2) Channel 53 is set for the purposes of national broadcast LPP-RRI, with regard to the international coordination for the region bordering on another country.

(3) The power of the pancar is set through the technical analysis stage and does not exceed the terms as referred to in Section 5.

(4) the service area for the LPS, and LPP-RRI Class B is limited by Test point, determining Test Point performed with a technical analysis of the prediction of a service region bounded by a strong value of the magnetic field (Fieldstrength) at most 70 dB µ V/m or at the most distant distance 15 km from the transmitter location based on the groundwaveprediction.

(5) The service area for the LPK is limited by Test point, the determination of Test Point performed with a technical analysis prediction of the services region bounded by a strong value of the magnetic field (Fieldstrength) at most 70 dB µ V/m or at the most remote 2.5 km of the transmitter location according to the prediction of groundwave.

BAB V

PERIZ0s

Article 14

(1) Each broadcast radio organizer AM-MF is required to have a broadcasting license and Permission Radio station (ISR) under the provisions of the laws.

(2) ISR as referred to in paragraph (1) is provided after via the technical analysis stage and based on the contemplation as referred to in Article 12 of the paragraph (1).

BAB VI

TECHNICAL EVALUATION

Article 15

(1) The Minister may conduct a technical evaluation of the use of radio frequency spectrum allocation for the hosting of broadcast radio Amplitude Modulation (AM) at Medium Frequency (MF) tops every 3 (three) years.

(2) The technical evaluation as referred to in paragraph (1) includes among others:

a. analysis of channel allocation availability;

b. observation; and

c. field measurement;

(3) Based on technical evaluation results as referred to in paragraph (2) performed technical parameters adjustments.

BAB VII

SUPERVISION AND CONTROL

Article 16

(1) Oversight and Technical control over the implementation of the Regulation of Ministers is exercised by the Director General.

(2) The supervision and technical control as referred to in the paragraph (1) may be devolve to UPT.

BAB VIII

TRANSITIONAL provisions

Article 17

Host of the AM-MF broadcast radio that has had ISR before it is mandatory to adjust the channel, technical requirements and the slowest pancar power 2 (two) the year since the Ordinance of the Minister's Ordinance.

BAB IX

Article 18
