THE MINISTER OF EDUCATION AND CULTURE OF THE REPUBLIC OF INDONESIA,

DRAWS: A. that to improve the quality of human resources in the field of culture needs to be done development of cultural human resources;

b. that in order to perform the development of human resources the culture needs to be drafted;

c. that based on consideration as a letter of a and letter b, need to establish the Ordinance of the Minister of Education and Culture of Cultural Human Resource Development Guidelines;

3. Government Regulation Number 101 of 2000 on Education and Training of the Office of Civil Servers (State Gazette 2000 Number 198, Extra State Sheet Number 4910);

Establish: MINISTRY OF EDUCATION AND THE CULTURE OF CULTURAL HUMAN RESOURCES DEVELOPMENT GUIDELINES.

Article 1

In Regulation of this Minister referred to:

2. The next resource for Cultural Human Resources is the SDM that works or works in the field of culture, both in government and society institutions.

3. The development of the Cultural SDM is an effort undertaken in order to increase the competency of the SDM Culture.

4. The Cultural SDM Development Guidelines is a basic clue used as a reference in the Development of Cultural SDM.

5. A competency is a working ability based on knowledge, work skills or proficiency, and the work or personal quality that is required for the SDM culture.

6. The Minister is the minister who organizes government affairs in the field of culture.

7. Body is the Human Resource Development Board of Education and Culture and the Certificate of Education of Education.

Article 2

The Cultural SDM Development Guidelines aim to provide a reference in the development of the Cultural SDM.

Article 3

SDM Culture works and/or works in the field:

a. cultural preserve;

b. Unconscious;

c. history;

d. cultural value;

e. artistry;

f. cinema; and

g. Further.

Article 4

(1) The development of the Cultural SDM is done through:

a. education and training; and

b. noneducation and training.

(2) Education and training as referred to in paragraph (1) the letter a consists of:

a. education and training;

b. technical guidance; and

c. workshop (workshop).

(3) Noneducational and training as referred to in paragraph (1) the letter b consists of:

a. appreciation;

b. internship; and

c. development of self-potential.

Article 5

Education and training as referred to in Section 4 of the paragraph (2) of the letter a consists of:

a. education and technical training; and

b. education and functional training.

Section 6

(1) Education and technical training as referred to in Article 5 of the letter a is education and training that provides mastery of the competence in the field of culture.

(2) The technical education and training body as referred to in Article 5 of the letter a, consists of:

a. Base level;

b. Advanced levels; and

c. High level.

(3) Technical education and training are organized by the instance, unit of work, and/or other institutions that host the development of the Cultural SDM.

Section 7

(1) Education and technical training the base level as referred to in Section 6 of the paragraph (2) the letter is a type to be able to find a competency in the field of culture.

(2) advanced technical training and technical training as referred to in Article 6 of the paragraph (2) The letter b is a type to be able to apply competence in the field of culture.

(3) High technical education and training as referred to as Section 6 of the paragraph (2) the letter c is a type to be able to develop competence in the field of culture.

Article 8

(1) Education and functional training as referred to in Section 5 of the letter b is an education and training that provides a mastery of competencies for functional officials in the field of culture.

(2) The functional education and training is organized by the agency, and/or the unit of work that fostered the functional office in the field of culture.

(3) the education and functional training is the same as referred to in Article 5 of the letter b consists of:

a. education and skill functional training; and

b. education and functional training of expertise.

Article 9

(1) Education and functional training of cultural field skills as referred to in Section 8 of the paragraph (3) letter a, consisting of:

a. Executor level;

b. Advanced execution level; and

c. The level of sealing.

(2) The educational and functional training of the cultural field expertise as referred to in Article 8 of the paragraph (3) letter b, consists of:

a. First level;

b. Youth level;

c. madya level; and

d. Primary level.

(3) The further provisions of education and functional training fields are regulated by the work unit that handles the development of human resources of culture.

Article 10

(1) SDM The culture that has followed and passed education and training obtained the Education and Training Letter of the Training.

(2) The Cultural SDM that has followed and did not pass education and training obtained a certificate of encedness.

section 11

(1) technical guidance as referred to in Section 4 of the paragraph (2) of the letter b is an attempt to provide assistance with guidance, guidance, and explanation for solving problems that are technical in the field of culture.

(2) Technical guidance is organized by the agency, unit/work unit, and/or any other institution that organizes the development of the Cultural SDM.

(3) Cultural SDM that has followed technical guidance obtained a certificate of technical guidance published by the Organizer.

Article 12

(1) The Workshop as referred to in Article 4 verse (2) the letter c is an activity performed with experts to solve certain problems in the field of culture.

(2) The Workshop is organized by the instance, unit of work, and/or other agencies that are organizing the development SDM Culture.

(3) The Cultural SDM that has followed the workshop obtaining a workshop's certificate certificate.

Section 13

(1) Appreciation as referred to in Section 4 of the paragraph (3) the letter is an activity to recognize, assess, and appreciate the weighting of a work on resource development cultural human beings.

(2) Magang as referred to in Section 4 of paragraph (3) letter b is an integrated organized activity by cooperating with institutions that organizes cultural human resources development, whether or not a single person is a member of the human culture. in and abroad under the guidance and supervision of instructors or workers who more experienced.

(3) The development of self-potential as referred to in Article 4 paragraph (3) of the letter c is an activity to increase the capability of the maximum undug cultural human resources.

Article 14

(1) Noneducation and training as referred to in Section 4 of the paragraph (3) is organized by the instance, unit of work, and/or other institution that organizes the development of the Cultural SDM.

(2) the Cultural SDM that has followed noneducation and training obtain a certificate issued by IBM. Organizer.

(3) Further provisions about noneducation and training are set up by the Head of the Agency.

Section 15

(1) The competency as referred to in Section 6 of the paragraph (1) and Article 7 of the paragraph (1) consists of:

a. common competency; and

b. Technical competence.

(2) The general competency as referred to in paragraph (1) of the letter is the capability and basic characteristics that are required by the SDM Culture.

(3) The technical competence as referred to in paragraph (1) letter b are special capabilities and characteristics required by the SDM Culture.

(4) The further provisions of the competency as referred to in paragraph (1) are governed by the Minister Rule.

Section 16

SDM Development Culture can be done through cooperation with other ministries/government agencies nonministry, local government, and non-governmental agencies.

Article 17

(1) The development of the Cultural SDM is scouted by the Agency.

(2) In conducting the coaching as referred to in paragraph (1), the Agency is responsible for the role:

a. implement the preparation of the Cultural SDM Development guidelines;

b. implement the facilitation of the Cultural SDM Development;

c. carrying out the assessment of the Cultural SDM Development;

d. perform and coordinate the Culture SDM certification; and

e. carrying out the monitoring and evaluation of the development of Cultural SDM.

Article 18

(1) The cost of implementation of the Cultural SDM Development comes from the country ' s income and expenditure budget (APBN).

(2) In addition to APBN, the implementation cost of the Cultural SDM Development may be derived from:

a. regional income and shopping budget (APBD); and

b. other legitimate and non-binding sources.

Article 19

With the enactment of the Regulation of this Minister:

a. all existing Cultural SDM Development activities remain recognized as long as not in conflict with this Minister Rule; and

b. all arrangements related to the Development of the Cultural SDM are obliged to be adjusted to this Minister's Ordinance 2 (two) years since the Minister's Ordinance is promulred.

Article 20

The Minister ' s Regulations are beginning to apply on the date It is promulred.
