MINISTER OF INDONESIAN RELATIONS REPUBLIC OF INDONESIA,

DRAWS: A. that under Article 29, Section 30, Section 32 and Section 34 of the Regulation of the Minister of Transportation No. 25 Year 2008 on the Hosting Of Air Transport, it has been set up provisions regarding the addition of flight capacity and compensation for the company Merchant air freight service is serving a new route;

b. that after evaluation in the field against stakeholders flights, it needs to be made adjustments to the arrangement regarding the addition of flight capacity and compensation for commercial air freight companies that serve new routes. to be adjusted for flight conditions;

2. The Presidential Decree No. 47 of 2009 on the Establishment and Organization of the Ministry of State of the Republic of Indonesia, as amended last by Presidential Regulation No. 13 of 2014;

3. Presidential Decree No. 24 of 2010 on Occupation, Duty and Functions of the Ministry of State as well as the Organizational Functions, Task and Functions of the Ministry of State, as amended last by the Presidential Regulation Number 135 of 2014;

4. Policy Minister Perrelations Number KM 60 of 2010 on the Organization and Workforce of the Ministry of relations as amended last with the Regulation of Minister of Transportation Number PM 68 Year 2013;

DECIDED:

Establits: THE MINISTER ' S REGULATION OF THE CHANGE OVER THE REGULATION OF THE MINISTER OF LABOR RELATIONS NUMBER KM 25 OF 2008 ON THE HOSTING OF AIR TRANSPORT.

Article I

Some provisions in the Regulation of the Minister of Transportation Number KM 25 Year 2008 on the Hosting Of Air Transport are changed as follows:

1. The provisions of Article 29 of the paragraph (2) are changed and the paragraph (3) is removed, so that Article 29 reads as follows:

Article 29

(1) The merchant air freight company which conducts air freight air transport can perform increased capacity, in the case of the following sections: flight frequency addition

and/or the replacement of air aircraft type with seating capacity differences was greater than 25% (twenty-five percent) after receiving approval from the Director General.

(2) Capacity Add-On as referred to in paragraph (1), may be done with regard to:

a. the flight routes that have been specified in the business permit attachment attachment;

b. Airport operating technical capabilities; and

c. The density of air space to and from destination airport.

2. The provisions of Section 30 of the paragraph (1) are amended, so that Article 30 reads as follows:

Section 30

(1) To obtain the approval of the additional capacity as referred to in Article 29 of the paragraph (1), the air freight company is scheduled to be changed. submit a request in writing to the Director General at least 14 (fourteen) business days prior to the execution of the flight, by attaching it:

a. the flight routes that have been specified in the business permit attachment attachment;

b. flight schedule (day, departure and arrival hours) which have received a recommendation allocation time availability (slot time) coordinator slot;

c. type and type of aircraft to be operated;

d. The airport's handling readiness plan, passengers and cargo in the airport will be offset; and

e. rotation diagram of the operation of the aircraft to be used.

(2) Approval or rejection of capacity additions as referred to in paragraph (1) delivered Director General no later than 7 (7) business days after the request is fully accepted by example 5 and 6 in Annex II of this Regulation.

3. The provisions of Article 32 of the paragraph (3) are amended, so Article 32 reads as follows:

Article 32

(1) In terms of the public air freight service users need the addition of capacity on a flight route, then the Director General may offer to air freight companies trading schedule that offset the flight route.

(2) If within 7 (seven) days the business of the air freight company is scheduled as specified in paragraph (1) does not respond, then the Director General offers to Other scheduled air transit companies that have the route in the attachment His business permit and capability and fleet readiness.

(3) To obtain the approval of the additional capacity as referred to in paragraph (1) and (2), the air freight company is scheduled to apply in writing to the The Director General at least 14 (fourteen) days of work, by attaching it to:

4. The provisions of Article 34 of the paragraph (2) and paragraph (3) are removed, so that Article 34 reads as follows:

Article 34

The schedule of air freight air services may serve new routes that are not yet set in network and flight routes as well as any other means. referred to in Article 23 of the paragraph (1).
