DEVOLUTION OF GOVERNMENT AFFAIRS

MINISTRY OF NATIONAL DEVELOPMENT PLANNING /NATIONAL DEVELOPMENT PLANNING AGENCY TO GOVERNOR

AS A REPRESENTATIVE OF THE GOVERNMENT IN ORDER TO HOST THE 2015 BUDGET DECONCENTRATION

WITH THE GRACE OF THE ALMIGHTY GOD

NATIONAL DEVELOPMENT PLANNING MINISTER /CHIEF PLANNING ENTITY THE NATIONAL DEVELOPMENT OF THE REPUBLIC OF INDONESIA,

DRAWS: A. that in order to the effectiveness and efficiency of the governance of government affairs which became the authority of the National Development Planning Ministry/National Development Planning Agency in 2015, a portion of government affairs need to be devolve to the Governor as a representative of the Government in the area through Deconcentration;

b. that under Article 16 of the paragraph (5) of the Government Regulation No. 7 of 2008 on Deconcentration and Duty of the Host, the governance affairs which shall be devolve to

The governor as referred to in the letter a is specified with the Regulation of the Minister;

c. that based on consideration as referred to in letter a and letter b, need to establish the Minister of Planning Regulation National Development/Head of the National Development Planning Agency of the Republic of Indonesia on the Abundance of Government Affairs Ministry of National Development Planning/National Development Planning Agency to the Governor As a Deputy Government In 2015 Budget Deconcentration For 2015;

10. National Development Planning Minister/National Development Planning Board Regulation/Head of the National Development Planning Board No. 005 /M. PPN/10/ 2007 about the Organization and Workforce of the Ministry of National Development Planning/Development Planning Agency/Development Planning Board National as it has been several times amended, last with the National Development Planning Minister Regulation/National Development Planning Board Number 3 of 2014;

DECIDED:

Establits: POLICY MINISTER PLANNING NATIONAL DEVELOPMENT PLANNING/HEAD OF THE NATIONAL DEVELOPMENT PLANNING AGENCY ON THE DEVOLUTION OF GOVERNMENT AFFAIRS OF THE MINISTRY OF NATIONAL DEVELOPMENT PLANNING /NATIONAL DEVELOPMENT PLANNING AGENCY TO THE GOVERNOR AS DEPUTY THE GOVERNMENT IS IN THE WAKE OF THE DECONCENTRATION OF THE 2015 BUDGET YEAR.

BAB I

provisions of UMUM

Article 1

In Regulation of this Minister referred to:

1. Deconcentration is the devolution of authority from the government to the Governor as a representative of the government and/or to the vertical instance of a particular region.

2. The Deconcentration Fund is a fund derived from the State Budget and Shopping Budget, which is administered by the Governor as a government representative that includes all the receipts and expenses in order to exercise Deconcentration, not including funds. that is allocated to the central vertical instance in the area.

3. The Provincial Regional Works Unit, which is next abbreviated as SKPD Province, is the organization/agency of the local government responsible for the implementation of Deconcentrations in certain areas of the Provincial area.

4. The State Revenue and Shopping Budget, which is next abbreviated as APBN, is the annual financial plan of the state government approved by the People's Representative Council, and is set by the Act.

5. The Government ' s Work Plan, which is next abbreviated to RKP, is a national planning document for a period of 1 (one) year.

6. Work Plan Ministry of National Development Planning/National Development Planning Agency, which next abbreviated Renja Ministry of PPN/Bappenas, is a planning document of the Ministry of National Development Planning/Planning Agency National Development for a period of 1 (one) year.

7. The National Development and Budget Plan of the Ministry of National Development Planning/National Development Planning Board, which is next called the RKA Ministry of PPN/Bappenas, is a planning and budgeting document containing programs and activities that is the definition of the Government Work Plan and Strategic Plan of the National Development Planning Ministry/National Development Planning Agency in 1 (one) budget year, as well as the budget required to implement it.

8. The budget execution list, which is subsequently abbreviated to DIPA or other documents that are used with DIPA, is a budget implementation document created by the National Development Planning Minister/Head of the Development Planning Board. 9. The National Development Planning Minister/Head of the National Development Planning Agency, later called the Minister, is the minister who organizes government affairs in the field of national development planning.

11. Eselon I Pembina is the Eselon Works Unit I Ministry of PPN/Bappenas that directs Deconcentration activities according to its tasks and functions.

12. Eselon II Pembina is the Eselon Works Unit of the Ministry of PPN/Bappenas which carries out Deconcentration activities according to its duties and functions.

13. A Program is a policy instrument that contains one or more of the activities performed by the government agency/agency to achieve objectives and objectives and obtain a budget allocation, or activities of the community coordinated by the instance of the Program. Government.

14. BAB II

INTENT, AND THE PRINCIPLE OF DECONCENTRATION

Article 2

(1) The DeConcentration to the Governor as a representative of the Government in the area is intended to increase the synergy of central and regional planning.

(2) The DeConcentration as referred to in paragraph (1) aims at:

a. strengthen the coordination of central and regional planning in order to achieve national development priority goals; and

b. strengthen the coordination of development priority planning between the Central and Regional Governments in order to improve the quality of the National Musrenbang.

Article 3

The Deconcentration as referred to in Article 2 is implemented with the principle:

a. order;

b. efficient;

c. economic;

d. effective;

e. transparent;

f. be responsible; and

g. comply with the laws.

BAB III

DEVOLVE GOVERNMENT AFFAIRS

Article 4

(1) Government affairs which became the authority of the Ministry of PPN/Bappenas in 2015, may be devolve to the Governor as the representative of the Government in the area through Deconcentrate.

(2) The administration of the government that is the authority of the Ministry of PPN/Bappenas devolve to the Governor as the representative of the government in the area through deconcentration is:

a. coordination, synchronization and integration of the planning of the Central Government and Local Government in order to achieve national development priority goals;

b. coordination, synchronization and integration of development priority planning between the Central Government and the Regional Government in order to increase the quality of the National Musrenbang.

(3) devolve government affairs as referred to in paragraph (2) is outlined in the form of the program, activities, and DeConcentration budget.

(4) The scope of the devolve affairs as referred to in verse (1) is as set forth in the RKP, Renja of the Ministry of PPN/Bappenas of 2015 and RKA Ministry of PPN/Bappenas of 2015.

(5) The scope of devolve government affairs as referred to in paragraph (2) is contained in the National Development Planning Program.

Section 5

(1) Program plans, activities and budgets as referred to in Section 4 verse (3) is poured in the RKA Ministry of PPN/Bappenas of 2015 and DIPA Ministry of PPN/Bappenas of 2015.

(2) Tata MPN/Bappenas Ministry and DIPA Ministry of PPN/Bappenas as well as the designation or arrangement of guidelines in the laws.

Article 6

The Deconcentration budget Alocation for each province is listed in the Order of the Regulation of this Minister which is one unity and an inseparable part of the Regulation of this Minister.

BAB IV

COORDINATION PROGRAM AND ACTIVITIES

DECONCENTRATION

Article 7

(1) Minister through the Secretary of the Ministry of PPN/Senior Secretary Bappenas coordinates the formulation of the policy and the establishment of the program and activities Deconcentration with Eselon I Pembina.

(2) The Program and Deconcentration activities as Referred to in paragraph (1) is delegated to the Governor as a representative of the government.

(3) Eselon I Pembina directs and coordinates the policy of the program and the activities of Deconcentration with Eselon II Pembina.

(4) Eselon II Pembina coordinate the technical and research policies of the program and the activities of Deconcentration with Bappeda Province.

Section 8

(1) In hosting the program plans, activities and budgets as referred to in the Section 5, Governor obliged:

a. Synchronize with local government affairs;

b. establish Bappeda Province to carry out programs and activities;

c. deliver the data and information required by the PPN/Bappenas Ministry related to the drafting of the planning document and its accountability report; and

d. execute programs, activities, and budgets effectively and efficiently in accordance with the implementation guidelines compiled by the PPN/Bappenas Ministry.

(2) The Governor delivered the program plan, activities and budget Deconcentration of the Year of Budget 2015 to the Regional People ' s Representative Council under the provisions of the laws.

BAB V

EXECUTION

Article 9

(1) Deconcentration activities are carried out by Bappeda Province based on the designation of the Governor.

(2) The designation of the Provincial Father as the executor of DeConcentration as referred to in paragraph (1) following the provisions of the laws.

Article 10

In the implementation of the activities Deconcentration set up a financial managing officer in the area that includes:

a. Budgeted User Power;

b. Official Commitment;

c. The Signatory Officer's Signatory Will Pay;

d. Treasury of the Spend; and

e. Employment Level Accounting Officer.

Article 11

(1) The User Power of the Budget as referred to in Article 10 of the letter a, specified by the Governor with the Governor's Decision.

(2) Officials can be specified as the Power of The User of the Budget as referred to in verse (1) is the Head of Bappeda Province or other officials with an eselonering one level under the Head of Bappeda Province.

Section 12

The Governor may delegate the appointment and designation of the Commitment Officer, Signing Officer's Signatory Letter, the Expense Treasurer, and the Working Unit Level Accounting Officer as referred to in Section 10 of the letter b, the letter c, the letter d, and the letter e to the Budgeting User.

Section 13

The Commitment Officer, Signing Of The Pay Warrant, the Treasurer of Spending, and Accounting Officer The level of the Working Unit as referred to in Article 10 of the letter b, the letter c, the letter d, and the letter e is a civil servant in the scope of Bappeda Province.

Article 14

(1) The DeConcentration Fund is conducted by the General Treasurer of the State or its Rulers through the State Public Cash Account.

(2) Tata's way of channing of the Fund Deconcentrations are held in accordance with the provisions of laws.

Article 15

(1) The DeConcentration Fund is used for the shopping prescribed in the Guidelines prescribed by the PPN/Bappenas Ministry.

(2) The DeConcentration Fund as referred to in paragraph (1) is not allowed for capital expenditure.

Article 16

(1) In the implementation of DIPA Deconcentration, may be a budget revision.

(2) Budget Revision as set forth in a paragraph (1) may be a shift in the details of the shopping budget conducted under the provisions of the laws.

(3) The budget revision as referred to in paragraph (1) may be a change or shift of the shopping budget details in terms of fixed budget pagu.

(4) The order of the budget revision as referred to in paragraph (2) and paragraph (3) performed under the provisions of the laws.

BAB VI

ACCOUNTABILITY AND REPORTING

Article 17

(1) The Concentration Of Concentration Fund Users are required to compose:

a. managerial report; and

b. Accountability Reports.

(2) The managerial statements referred to in paragraph (1) of the letter a, loading:

a. the development of the budget absorption realization;

b. target achievement of output;

c. constraints encountered; and

d. follow-up plan.

(3) The accountability report as referred to in paragraph (1) letter b, includes:

a. Financial Report; and

b. The Goods Report.

(4) The Financial Report as referred to in paragraph (3) of the letter a, consists of:

a. balance sheet;

b. budget realization report; and

c. records of financial statements.

(5) The report of the Goods as referred to in paragraph (3) of the letter b, guidelines on the Regulation of the Minister of Finance governing the enterprise of the State-owned Goods.

(6) Drafting and delivery of managerial and accountability reports as referred to in paragraph (1) is conducted under the provisions of the rules of the law.

(7) The managerial and accountability report as referred to in paragraph (1) is delivered to:

a. Governor; and

b. Minister through the Secretary of the Ministry of PPN/Main Secretary Bappenas.

Article 18

(1) The governor relayed the annual report of the implementation of Deconcentration to the Minister.

(2) The annual report as referred to the paragraph (1) may be delivered to the House of Representatives. The area is jointly or separately with the report of responsibility for the implementation of the Regional Revenue and Shopping Budget.

(3) The annual report as referred to in paragraph (1) is not part of the accountability report implementation of the Regional Revenue and Shopping Budget.

BAB VII

COACHING AND SUPERVISION

Article 19

(1) Eselon II Pembina carries out Deconcentration management based on the direction of Secretary of the Ministry of PPN/Lead Secretary Bappenas along with Eselon I Pembina.

(2) Coaching as referred to the paragraph (1) includes:

a. Guideline:

b. Facilitation;

c. training;

d. technical guidance; and

e. monitoring and evaluation.

Section 20

(1) The Major Inspectorate of Bappenas performs the Management of Deconcentrations.

(2) Oversight as referred to in paragraph (1) is intended to increase efficiency, effectiveness, and Deconcentrate management compliance.

(3) Surveillance as referred to in paragraph (1) includes:

a. financial supervision; and

b. Performance oversight.

(4) In carrying out supervising duties as referred to in paragraph (1), the Primary Inspectorate of Bappenas can cooperate with the relevant Government Intern Supervision Apparatus.

Article 21
