CERTIFICATION OF THE PROFESSIONAL SOCIAL WORKER

THE SOCIAL MINISTER OF THE REPUBLIC OF INDONESIA,
Weigh: a. that the execution of professional social worker certification is not based on the comparison between the competencies and qualifications required by professional social workers with the competences and qualifications that the candidate has in recruitment. appointment, placement, and promotion on the skill level in line with a good mechanism;
b. that in terms of certification for professional social workers as referred to in the Order of the Social Ministers Number 16 of 2012 on Certification of the Professional Social Worker and Social Welfare there is still a shortage and is unable to accommodate the development of community needs regarding certification rules for good professional social workers so that it needs to be replaced;

BAB I
provisions of UMUM Article 1
In Regulation of this Minister referred to: 1. The next Professional Social Worker is called Social Worker

2. Certification is the process of granting certificates to Social Workers after passing the competency test.
3. Competency tests are the testing and assessment of social job competencies that include knowledge, values, and social work practice skills executed through portfolio assessment, written exams, and interviews.
4. The Institute for Social Workers ' certification is to be called Certification is an independent agency that is authorized to test, assess, and determine the qualifications and competency of social workers.

5. A certificate is a recognition of the qualifications and competency of the Social Workers assigned through the Decree of the Certification Institution.
6. Certification Assets is a person based on the competency he has appointed and dismissed by the Certification Institute to conduct an assessment of the qualifications and competency of the Social Workers.
7. The competency of a competency test is a person based on a competency that is assigned and dismissed by the Certification Institution to perform an assessment of the viability of the Social Worker's certification competency test.
8. The qualification of the Social Workers is the level of education, expertise and skills required to carry out the social work profession.
9. The Social Worker ' s Competency Standards are the knowledge, skills, and value of social work professionals who are required to carry out the social work profession.
10. The practice of Social Work is professional activities by Social Workers helping individuals, families, groups, organizations, communities, and governments to improve, maintain, improve social functioning and create conditions. communities that support their purpose.
11. A practice permit is a mandate or authority granted by the Minister of Social Affairs to a certified Social Worker for implementing social work practices.
12. Competency test site is the institution responsible for implementing the Social Worker Competency Test.

CHAPTER II CERTIFICATION

(1) Certification is conducted with regard to Social Worker's expertise and refers to the Social Worker's competency standards.
(2) Objectively Executed, transparent, and accountable.
(3) Further provisions of the competency level and competency standards. The Social Workers as referred to in verse (1) are governed by the Ordinance of the Minister.

(3) The Certification institution is assisted by: a. certification of certification;
b. The competency (s) may be used for the use of the Cloud Service. Secretariat. Article 19
(1) The inclusion of the Certification Institute as referred to in Article 18 of the paragraph (2) is derived from the element:
a. The Association of Social Workers Professions of a number of 3 (three) persons; b. Association of Social Work Education Agenics a number of 2 (two)
people;
c. Social Welfare Coordination Institutions of a number of 1 (one) people; and
d. Work Unit Eselon II Ministry of Social Affairs which enforces the certification of a number of 1 (one) persons.
(2) Membership of the Institution Certification as referred to in paragraph (1) letter a, letter b, and the letter c must meet the following requirements:
A. Citizen of Indonesia; b. healthy physical and spiritual;
c. have a good track record; d. never broke a code of conduct;
e. has a Social Worker certificate;
f. the lowest educated Strata 2 (two) social welfare/social work;
g. experienced social work practices for 5 (five) years; and

h. obtain a letter of recommendation from the Association of Social Workers ' Association of Social Work or Association for Social Welfare Coordination.
Article 20
(1) Membership of the Institution Certification as contemplated in Article 19, appointed and dismissed by the Minister of Social Affairs.
(2) The membership of the Certification Institute has a very long term of duty 4 (four) years.
(3) The Membership of the Certification Institution as referred to in paragraph (2), can be lifted returns for 1 (one) times the period of duty.
Article 21 (1) Someone can was appointed as a member of the Board of Certification after
passed the selection conducted by the selection committee set by the Minister of Social Affairs.
(2) The membership of the Certification Institution may be dismissed prior to its term of duty if:
A. dead of the world;
b. resign in writing; c. cannot carry out tasks due to illness or reason
others are continuously at least 3 (three) months; d. A prison sentence is based on a court ruling that has been
obtaining a legal force fixed with a prison criminal of the shortest 5 (five) years; and
e. evidently to violate the ethical code of the social work profession.
(3) Membership dismissed as referred to in paragraph (2) its successor must meet the requirements of being a member of the Institution of Certification at the suggestion of the organization that it represents and set by the Minister of Social Affairs without the selection process.
Article 22
Further provisions concerning the membership of the Certification Institute membership are governed by the Decree of the Certification Institute.
Article 23 (1) Asesor is certified as referred to in Section 18 of paragraph (3)
letter a, in charge of carrying out the assessment against portfolio, written exams, and interviews.

(2) Asesor the license test place of the competency as referred to in Section 18 of the paragraph (3) letter b, in charge of carrying out the eligibility assessment of the competency Test Site.
(3) Asesor as referred to in paragraph (1) and verse (2), exercised by the Social Worker who has a Social Worker certificate and has been selected.
Article 24
Further provisions on the manner of appointment and termination of the asesor are governed by the Ordinance of the Institution of Certification.
Section 25
(1) The Secretariat as referred to in Article 18 of the paragraph (3) letter c, elevated and dismissed by the Head of the Board of Education and Social Welfare Research.
(2) The Secretariat as referred to in paragraph (1), is led by the head of the secretariat of the Eselon III Working Unit of the Ministry of Social Affairs Certified certification.
Article 26
(1) The Secretariat as referred to in Article 18 of the paragraph (3) of the letter c is located in the Eselon Works Unit of the Ministry of Social Affairs which is certified.

Article 27
Further provisions concerning the structure, duties, and functions of the secretariat are governed by the Decision of the Head of the Board of Education and Social Welfare Research.
The Third Section

Article 28 (1) The selection panel as referred to in Article 21 of the paragraph
is set forth by the Minister of Social Affairs. (2) The selection panel as referred to in paragraph (1), in charge
performs the selection of candidate candidates for the Certification Institution which includes the network, scoring, and selection of selection results.
(3) The candidate of the Certification Institution is the same as referred to the paragraph (1) is proposed at most 2 (two) times the number of quota membership of the Institution of Certification.

(4) In terms of the results of the selection as referred to in paragraph (2), unfulfilled, advanced selection.

CHAPTER IV FINANCING
Article 29 All financing required for the execution of certification is sourced from the State Budget and Shopping Budget and/or other non-binding sources in accordance with the provisions of the laws.
CHAPTER V PROVISIONS TRANSITION
Article 30 At the time the Ministerial Regulation is in effect then membership of the certification institution has been appointed under the Decree of the Social Minister Number 129 /HUK/2012 on Membership of the Institution of Certification Social workers and Social Welfare remained in effect until 25 October 2015.

Article 31 At the time the Minister ' s Ordinance came into effect, all laws which constitute the implementation regulations of the Social Ministers Regulation Number 16 of 2012 on Certification Professional Social Worker and Social Welfare (State News of the Republic of Indonesia 2012 Number 725), stated still to remain in effect as long as not in conflict with the provisions of this Minister's Regulation.
