BAB I

provisions of UMUM

Article 1

In the Regulation of the Chief of the Supervising Board of this Nuclear Power Act referred to:

1. The next Nuclear Power Control Board, called BAPETEN, is the supervising body, as referred to in the 1997 Order Number 10 of the Peace of Fame.

2. Emergency services are a series of activities carried out in the framework of nuclear emergency and/or radiological emergency, and nuclear security incident response to the serious impact of the serious consequences. against human safety, property loss, or environmental damage to life.

3. The BAPETEN Emergency Response Unit (BAPETEN) is a task force that performs emergency preparedness and preparedness functions at the time of the nuclear emergency and/or radiological emergency, and the security incident response. Nuclear.

4. Nuclear emergency is a state of danger that threatens human safety, property loss, or environmental damage, arising as a result of the absence of radioactive substances from nuclear installations or special events.

5. Radiological emergency is a state of danger that threatens human safety, property loss, or environmental damage, arising as a result of radiation exposure.

6. Radiation accident is an unplanned event including a malfunction of a malfunction or a malfunction of a device function or another event that takes care of the onset of radiation radiation exposure conditions and/or contamination that goes beyond the limits of the radiation exposure. as set forth in the provisions of the invitational rules.

7. A Nuclear Accident is any event or series of events that cause a nuclear loss.

8. Nuclear Security is the dynamic condition of the nation and the state that is physically and mentally safe from the threat of misuse of radioactive substances or sabotage of nuclear facilities, nuclear installations, radiation facilities, or transport of radioactive substances by any person which can threaten/harm citizens, communities, governments, countries, and the environment and the continuity of national development.

9. Nuclear Security events are events that have direct potential or direct influence on Nuclear Security.

10. Nuclear preparedness is a series of systematic and planned activities undertaken in anticipation of the Nuclear Emergency through the provision of infrastructure elements and the ability of countermeasures to carry out Kedaruratan countermeasures. Nuclear is fast, precise, effective, and efficient.

11. The Daruratan countermeasures are a series of activities conducted immediately at the time of the Nuclear Emergency and/or Radiological Emergency to reduce the serious impact inflicted on human safety, property losses, or live environmental damage.

12. Emergency Service personnel are BAPETEN civil servants assigned by the Head of BAPETEN to perform nuclear emergency response functions.

13. Immediate Protection Act is an action that must be done immediately to avoid or reduce the dose in society at the Nuclear Emergency to provide an effective result.

Article 2

This BAPETEN Chief Regulation aims to provide provisions for STD BAPETEN in order of Emergency Management and Emergency Management, as well as a nuclear security incident response.

Article 3

This BAPETEN Chief Regulation is set about the infrastructure of the infrastructure and the BAPETEN STD function.

The scope of Preparedness and Emergency Management as referred to in Article 2 is conducted against a special event consisting of:

a. radioactive source or nuclear material that its owner does not know; and

b. release of radioactive substances and contamination from other countries.

BAB II

INFRASTRUCTURE

Section 5

Infrastructure STD BAPETEN as referred to in Section 3 is made up:

a. organization;

b. coordination;

c. facilities and equipment;

d. procedure; and

e. training and qualification.

Section 6

(1) The BAPETEN STD Organization as referred to in Section 5 of the letter a has an Emergency Tpresume Personnel consisting of:

a. Directing;

b. In-Charge;

c. Chairman;

d. Vice Chairman; and

e. Member.

(2) Emergency Tdeem Personnel as referred to in paragraph (1) are lifted and dismissed with the Decision of Chief BAPETEN.

Section 7

(1) The direction as referred to in Section 6 of the letter of the letter a handheld by the Chief of BAPETEN which has the authority includes:

a. lead the execution of countermeasures in the event of a special event;

b. providing a provincial level of emergency status recommendation to the governor or national level to the president;

c. directs emergency response in coordination mechanisms with the National Board of Disaster Disasters (BNPB);

d. ask for assistance to and/or coordinate with the BNPB and/or related instances in the implementation of countermeasures;

e. form STD BAPETEN to guarantee the rapid, precise, effective, and efficient emergency response of emergency response;

f. receive and request information to the Incident and Emergency Center (IEC) -International Atomic Energy Agency (IAEA);

g. ask for assistance from Emergency Services to IEC-IAEA;

h. directing the Nuclear Security strategy in terms of coordination mechanisms with related agencies;

i. provide recommendations to related agencies regarding the implementation of the Nuclear Security efforts; and

j. Request assistance to and/or coordinate with related instances in the implementation of the Nuclear Security response effort.

(2) The charge is referred to in Article 6 of the paragraph (1) letter b of the Deputy Field of Perijinan and Inspection that has the authority to include:

a. monitor the execution of emergency dependents implemented by the Chairman and take advanced action policy;

b. report an emergency response action and the results are orally and written to the Director during the emergency response process and after the completion of the emergency response execution;

c. monitor the execution of the Nuclear Security response and detection. exercised by the Chairman and took a further action policy;

b. designate and assign field coordinators at all levels of activation as needed;

d. provide a nuclear emergency response termination recommendation to the Responsible Handler;

e. report on nuclear emergency response actions and the results orally and in writing to the Responsible Charge during the emergency response occurred and upon completion of the implementation of the nuclear emergency response;

f. provide a Nuclear Security response and detection action direction to STD team members; and

g. Report on the results of the results of the results of the following:

h. establish the procedure for the Emergency Management and the response of nuclear security events.

(4) The Vice Chairman as referred to in Article 6 of the paragraph (1) the letter of d by the Chief Subdirectorate of Nuclear Commerce who has the authority includes:

1. the identity of the por and reporting time;

2. time and place of occurrence;

3. type and crash level;

4. victims and losses arising;

5. an already taken countermeasure steps; and

6. help needed.

c. coordinate the study plan, monitoring, decontamination, and investigation of the Nuclear Emergency, Radiological Emergency and/or Nuclear Security Incident;

d. lead coordination on the field in performing the Emergency Management as well as the Nuclear Security Incident detection and response measures; and

e. report the actions and results of the Emergency Management as well as the oral and written detection and response measures of the Nuclear Security Incident and are written to the Chairman during and after the completion of the implementation of the Emergency Management as well as the action of detection and Nuclear Security Incident Response.

(5) Members as referred to in Section 6 of paragraph (1) letter e are BAPETEN staff appointed by Chief BAPETEN having the task include:

a. conduct monitoring in order of the Emergency Management, as well as the Nuclear Security Incident detection and response, among others:

1. environmental monitoring, workspace, and Emergency Tdeem Personnel;

2. Contamination measurement and advanced action against Emergency Service Personnel and Radiological Emergency Management and Radiological Emergency Management;

3. record all of the monitoring results and decontamination measures performed and promptly report to the field coordinator orally and in writing; and

4. Source security and evacuation.

b. conducted a radiological analysis among others:

1. the review of the radiology impact on initial reports or information and results of environmental, working areas, and Emergency Personnel;

2. delivery of technical considerations to the Vice Chairman for decision making, among other the nuclear emergency response system and the equipment used; and

3. Recording and reporting in writing the results of analysis and study of the Vice Chairman.

c. conduct a Nuclear Emergency Investigation or Radiological Emergency between the others:

1. Collection of information and identification of the cause of the crash and the impact of the emergency;

2. monitoring of the implementation of countermeasures, protection, rescue, and recovery implemented by other related countermeasures organizations; and

3. The investigation of investigative events and reporting of the entire investigation results to the Vice Chairman.

d. enter the region affected by radiology;

e. create a limiting line between the affected area with the area not affected; and

f. prohibits an uninterested society from entering the areas affected by the radiology.

Article 8

(1) The Coordination as referred to in Section 5 of the letter b is implemented for activities:

a. Nuclear Emergency Management and Radiology; and

b. Nuclear Security Incident Response.

(2) In carrying out the activities of the Emergency Management as referred to in paragraph (1) letter a, STD BAPETEN

coordinate with BNPB, BPBD, and related agencies at the provincial and national level.

(3) In carrying out the Nuclear Security Incident response activities as referred to in paragraph (1) letter b, STD BAPETEN is coordinating with the associated agencies at the national level.

Article 9

The Coordination in the framework of the Nuclear Emergency and Radiological Withdrawal as referred to in Article 8 of the paragraph (2) is performed by:

a. BAPETEN ' s head as an international point contact (National Competent Authorithy Abroad-NCA (A));

b. Deputy Field of Perijinan and Inspection as a national point contact (National Competent Authorithy Domestic-NCA (D)); and

c. Director of Nuclear Engineering and Nuclear Consciousness (NWP) as the recipient of the recipient (NWP).

Article 10

(1) Head of BAPETEN as international point contact (NCA-A) as referred to in Section 8 of the letter a has the responsibility of including:

a. receive and/or request information to the IEC-IAEA in the Nuclear Awareness and/or Radiological Emergency occurring abroad;

b. provide information to the IEC-IAEA at the request of the IAEA to the effects that occurred in Indonesia due to the Nuclear Emergency and/or Radiological Emergency taking place abroad; and

c. requesting the assistance of Emergency Management to IEC-IAEA in terms of emergency taking place abroad poses an impact to Indonesia.

(2) Deputy Field of Perijinan and Inspection as national point contact (NCA-D) as referred to in Article 8 of the letter b has responsibility includes:

a. report to the IEC-IAEA in terms of the Nuclear Emergency and/or Radiological Emergency occurring in Indonesia and/or resulting in the cross-border of the system and the transnational emergency;

b. Requesting assistance to the IEC-IAEA for Emergency Management occurring in Indonesia in regards to Indonesia in need of a nuclear emergency response; and

c. activating and moving STD BAPETEN after receiving a nuclear emergency response request from the IAEA for Nuclear Emergency and/or Radiological Emergency in other countries.

(3) Director of Purification And the Nuclear Act as a contact point recipient (NWP) as referred to in Article 8 of the letter c has a responsibility including:

a. receive emergency information from IEC-IAEA; and

b. relay information from the IEC-IAEA to the Head of BAPETEN and the Deputy Field of Licensing and Inspection.

Article 11

The facility as referred to in Article 5 of the letter c covers the least:

a. emergency response control center;

b. environment laboratory;

c. laboratory safeguards and Nuclear Security;

d. Radiation protection lab;

e. communication system; and

f. the means of land mobility.

Article 12

The equipment as referred to in Article 5 of the letter c covers the least:

a. communication equipment;

b. environmental radioactivity monitoring equipment, processor and data sender systems;

c. radiation detection equipment;

d. radioactive source identification equipment;

e. Nuclear Security detection equipment;

f. equipment and general safety materials and radiation protection personnel;

g. equipment and decontamination materials; and

h. supporting equipment.

Section 13

The facility as referred to in Section 11, and Appliances as referred to in Article 12 is listed in Annex I which is an inseparable part of this BAPETEN Chief Regulation.

Section 14

(1) The procedure as referred to in Section 5 of the d letter includes:

a. The Emergency Management Surveillance procedure at the facility, including countermeasures of transportation accidents involving radioactive substances and nuclear materials;

b. response procedures for special events; and

c. The response procedure for Nuclear Security Events.

(2) The procedure as referred to in paragraph (1) is set by the Director of Nuclear Safety and Control.

Article 15

(1) Emergency personnel must follow the gladi of the Propintory level and/or national level at least 1 (one) times in 4 (four) years.

(2) Members as referred to in Section 6 of the paragraph (1) of the letter e are given training as referred to in Article 5 of the letter e consists of:

a. Kedaruratan Training; and

b. Nuclear Security Incident response training.

(3) Training as referred to in paragraph (2) must be followed at least 1 (one) times in a year.

(4) Training as referred to in paragraph (2) at least contains the material:

A. Radiological Emergency Monitoring or Radiological Emergency;

b. Radiological analysis;

c. retrieval and sample analysis;

d. decontamination technique;

e. Radiological Emergency Investigation or Radiological Emergency;

f. Nuclear Security Incident investigation;

g. source recovery techniques;

h. Physical protection and source security systems;

i. the introduction and use of Nuclear Security related equipment;

j. response to the Nuclear Security Incident; and

k. management scene management of radiology.

Article 16

Member of STD BAPETEN must be healthy and spiritual as well as having a qualification:

a. the lowest education (D-III) field of technical or ecsacta with at least 3 (three) years in the field of nuclear or radiation, or a diploma IV (D-IV) in technical or ecsacta (S-1) in technical or ecsactatic fields;

b. pass radiation protection training;

c. graduate training basic professional training course (BPTC);

d. ever followed a Kedaruratan Penangguation training;

e. ever followed the gladi of the Daruratan Penangguation; and

f. ever follow a Nuclear Security Incident response training.

BAB III

FUNCTION

Article 17

The function of STD BAPETEN as referred to in Section 3 consists of the function at the moment:

a. Nuklirdan preparedness of radiology;

b. Emergency countermeasures; and

c. Nuclear Security Incident response.

Article 18

(1) BAPETEN STD function at the time of Nuklirdan's broadcast of radiology as referred to in Article 17 of the letter a includes:

a. monitoring of radiology at the path boundary and at the country border;

b. monitoring of the smuggling/dark trade of radioactive sources;

c. monitoring of the information daruratan; and

d. supervision of the implementation of the training and gladiation of Nuclear Emergency both the installation and provincial level of installation, province, and national.

(2) The function of STD BAPETEN as referred to in paragraph (1) letter a until the letter c is carried through the daily picket, 24 (twenty-four) hours in a day, 7 (seven) days a week.

Article 19

The BAPETEN STD function at the time of the Emergency Management as referred to in Article 17 of the letter b includes:

a. conduct a supervision on a Kedaruratan countermeasure in the facility/installation or outside of the facility/installation done by the permit holder; and/or

b. the execution of the countermeasures at the time of the special event.

Article 20

(1) The BAPETEN STD function in the Nuclear Security Incident detection and response efforts as referred to in Article 17 of the letter c includes:

a. provide remote technical support; and/or

b. provide technical support in the field if required.

(2) Technical Support as referred to in paragraph (1) includes:

a. provide recommendations for the detection efforts performed by the associated agencies;

b. conduct verification of further inspection actions performed by the associated agencies;

c. perform monitoring of personnel and detection equipment in the field; and

d. conduct assessment of the Nuclear Security Incident and its radiological impact.

(3) The detection effort is referred to in paragraph (2) of the letter among others:

a. Perimeter determination;

b. measurements of radiation exposure and contamination; and

c. identification of radionuclides.

Article 21

Implementation of the countermeasures at the time of special events as referred to in Article 19 of the letter b includes:

a. Acceptance of reports, identification, and enablement (emergency response activation);

b. mitigation measures;

c. Immediate Protection Act;

d. an act of protection for the STD Personnel, the community, and the environment of life; and

e. providing information and instructions on the community.

Section 22

The order of receipt of the report, identification, and activation (emergency response activation) as referred to in Section 21 is listed in Appendix II which is a part of not (1) The mitigation measures as referred to in Section 21 of the letter b include:

a. instruction by phone (on-call-advice) to the initial response in the event of an initial response capable of masterminding special events; and

b. the execution of an emergency response at the scene.

Article 24

(1) The immediate Protection Act as referred to in Article 21 of the letter c includes:

a. evacuation action;

b. provisioning of temporary shelter; and

c. the provision of iodine tablets.

(2) The Act of Protection is immediately carried out through coordination with related agencies.

Article 25

An act of protection for STD personnel as referred to in Section 21 of the letter d include:

a. Monitoring and control of the dosage and contamination; and/or

b. the provision of the appropriate special protection equipment.

Article 26

Giving information and instructions to the public as referred to in Article 21 of the letter e includes:

a. useful information delivery, timely, right, and consistent;

b. A response to untrue information and rumors;

c. A response to the request for information from the public, or the print or electronic information media.

Article 27

(1) Each STD personnel is granted safety and health protection in the form of health monitoring.

(2) The health monitoring as referred to in paragraph (1) is exercised most less 1 (one) times in a year.

(3) The health monitoring as referred to in paragraph (2) in accordance with the BAPETEN Chief Regulation on health monitoring for radiation workers.

(4) Safety and health protection as it is referred to in a paragraph (1) of its celebration is charged on the BAPETEN budget.

BAB IV

CLOSING provisions

Article 28

At the time the BAPETEN Chief Regulation is in effect, the 2007 BAPETEN Chief Regulation No. 14 of the Emergency Tassume Unit, revoked and stated does not apply.

Article 29

This BAPETEN Head Regulation is effective at the date of the promulcity.
