ABOUT

THE DRINKING WATER SUPPLY SYSTEM

WITH THE GRACE OF GOD ALMIGHTY

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Draw: that to implement the provisions of Article 3, Section 7, and

Article 10 of the Law No. 11 of the Year of 1974 on

The Waters as well as to fulfill the State's responsibility

in ensuring the fulfillment of the people's right of drinking water and

access to drinking water, needs to set the Regulation

Government on the Drinking Water Supply System;

Given: 1. Article 5 of the paragraph (2) and Article 33 paragraph (3) of the Act

BAB I

provisions of UMUM

Article 1

In this Government Regulation referred to:

1. Default Water for Home Drinking Water, which

further called Baku Air is water derived from

surface water sources, groundwater, rainwater and seawater

which meets certain quality as Baku Water

2. Drinking Water is a Household that is

BAB II

TYPE OF DRINKING WATER SUPPLY SYSTEM

Part Kesatu

General

Article 3

The SPAM type includes:

a. SPAM pipeline network; or

b. SPAM is not a plumbing network.

Second Quarter

SPAM Plumbing Network

Paragraf 1

General

Article 4

(1) SPAM of the pipeline network as referred to in

Article 3 of the letter a includes:

a. the default water unit;

b. production unit;

c. distribution unit; and

d. service unit.

(2) SPAM of the pipeline network as referred to

paragraph (1) is organized to guarantee certainty

Paragraph 2

Default Water Unit

Article 5

(1) The default water unit as referred to in Section 4 of the paragraph

(2) The default water unit as referred to in paragraph (1) is composed

a. water shelter building;

b. shooting/cloaking building;

c. monitoring tools and monitoring equipment;

d. The pumping system; and/or

e. building means of the carrier as well as its equipment.

Article 6

(1) The Baku Air Service is intended to be in

Paragraf 3

Production unit

Section 7

(1) Production unit as referred to in Section 4 of the paragraph

Drinking water through physical, chemical, and/or biological processes.

(2) The production unit as referred to in paragraph (1)

consists of:

a. the processing and equipment building;

b. operational devices;

c. measurement tools and monitoring equipment; and

d. Water storage building.

(3) The production unit as referred to in paragraph (1)

must be equipped with the residue of the remaining mud processing

the result of the Baku Water processing being a drinking water.

Paragraph 4

Unit Distribution

Article 8

(1) The distribution unit as referred to in Section 4

paragraph (1) the letter c is the means of the Drinking Water flow

from the shelter building to the service unit.

(2) The distribution unit as referred to in paragraph (1)

consists of:

a. distribution network and its equipment;

b. a shelter building; and

c. a measurement tool and monitoring equipment.

(3) The water flow on the distribution unit as

referred to the verse (1) can be done using

the pumping system and/or gravity.

Paragraf 5

Service Units

Article 9

(1) The service unit as referred to in Section 4

paragraph (1) the letter d is a waterpoint.

(2) the service unit as in paragraph (1) consists of:

a. direct connection;

b. General fire hydrant; and/or

c. fire hydrant.

(3) The service unit as referred to in paragraph (1)

must be installed a water meter measurement tool.

Third Section

SPAM Is Not The Plumbing Network

Paragould 1

General

Article 10

SPAM is not a pipeline network as intended

in Section 5 of the letter b consists of:

a. shallow wells;

b. Pump wells;

c. A rainwater shelter;

d. water terminal; and

e. water capture building.

PARAGRAPH 2

SHALLOW WELLS

ARTICLE 11

(1) SHALLOW WELLS AS REFERRED TO IN SECTION 10

LETTERS A MEANS TO TAP AND

Article 12

(1) The pump sumur as referred to in Article 10

Paragraph 4

The Rain Water Appearance

Article 13

(1) The rain-water shelter is intended

in Article 10 of the letter c aims to accommodate water

rain as Baku Water.

cover as the safety of the dirt.

(3) The rain-water shelter as intended

on the paragraph (1) can be used individually or

communal.

Paragraf 5

The Air Terminal

Article 14

(1) The water terminal as referred to in Article 10

letter d is a means of service for Drinking Water that

used communally A water-section tray

water tank or water tank vessel.

(2) The water terminal is referred to in verse (1)

placed in the Drinking Water-prone area, slums,

Paragraph 6

Watercatcher Building

Article 15

(1) The water-capture building as intended

in Article 10 of the letter e is a means that

and must be equipped with a common tap facility for

the community around the springs.

Article 16

BAB III

HOSTING SPAM

Part Kesatu

General

Article 17

The hosting of the SPAM is implemented to guarantee the rights

the people of the Water Drink, access against the Drinking Water service,

Article 18

(1) The Hosting of the SPAM as referred to in

Article 17 includes:

a. development of SPAM; and

b. SPAM management.

(2) The Hosting of the SPAM as referred to in paragraph

specified by the Minister.

Article 19

The Hosting of SPAM as referred to in Section

a. The policy and strategy of the SPAM; and

b. SPAM's master plan.

Article 20

(1) The policy and strategy of the Governing SPAM

as referred to in Article 19 of the letter a, consists

above:

a. National Security Policy and Strategy

SPAM; and

c. County/City Policy and Strategy/City

(2) The National Policy and Strategy of the Governing SPAM

as referred to in paragraph (1) the letter a drafted

and is set by the Minister every 5 (five) years.

Article 21

(1) The SPAM Master Plan as referred to in

Section 19 of the letter b consists of:

a. Provincial Cross-SPAM Parent Plan;

b. DSP/Kota; and

c. District/City Parent Plan.

(2) The parent plan of SPAM as referred to in paragraph

(1) includes the planning of the pipeline network

and the planning of Drinking Water instead of a pipeline

based on the projection of Drinking Water needs at one

periods divided in multiple stages and

load the main components of the system as well as dimensions-

dimensions.

Article 22

(1) The SPAM Master Plan as referred to in

Article 21 is compiled with regard to:

a. water resource management plan;

b. Area layout:

c. The policy and strategy of the SPAM;

d. environmental, social, economic, and cultural conditions

communities in the local area/region and

surrounding areas; and

e. condition of the city and its development plans.

(2) The Provincial Cross SPAM Parent Plan as

is referred to in paragraph (1) the letter of a drafted and specified

by the Minister.

(3) The District/City Cross SPAM Parent Plan

as referred to in paragraph (1) the letter b is compiled

and is specified by the governor.

(4) The District/City SPAM Parent Plan as

referred to in paragraph (1) the letter c is compiled and specified

by the regent/mayor.

Article 23

(1) The SPAM Master Plan as referred to in Section 21 is set for a term of 15 (fifteen)

up to 20 (twenty) years.

(2) the SPAM Master Plan as referred to in paragraph (1) reviewed every 5 (five) years.

(3) In the drafting of the SPAM Master Plan as referred to in paragraph (1), Minister, governor, or

bupati/mayor in accordance with its mandatory authority

Second Section

Development

Section 25

(1) Development of SPAM as referred to in

Section 18 paragraph (1) of the letter includes:

b. upgrade;

c. expansion.

Management

Article 27

(1) Operations and maintenance as referred to in

Article 26 of the letter a covering program and routine activities

running, observing, stopping, and caring

Article 29

(1) The remediation as referred to in Article 28 can

BAB IV

PREVENTION OF WATER CONTAMINATION

Article 33

(1) The hosting of the SPAM must be performed

integrated with the hosting of sanitation for

prevent Default Water contamination and guarantee

sustainability function of the provision of Drinking Water.

(2) The sanitary services as referred to

paragraph (1) include:

a. hosting SPAL; and

b. junk management.

(3) The composition of the SPAM and

Article 34

a. domestic waste water; and

b. nondomestic waste water.

(3) The provisions of hosting SPAL for

non-domestic waste water management as

BAB V

AUTHORITY AND RESPONSIBILITY

Section Parts

General

Section 36

(1) The Hosting of the SPAM is responsible

President.

Second Section

The Central Government Responsibility and Responsibility

Section 38

The responsibility and responsibility of the Central Government in

Article 39

Article 40

a. assemble and establish the Policy and Strategy

b. assemble and establish the SPAM Parent Plan

District/Kota;

c. carrying out the SPAM on its territory;

d. forming BUMD and/or UPTD;

e. perform report logging delivered by

Community Group;

f. give permission to the Business Agency to perform

SPONSORSHIP;

g. conducting coaching and supervision to

the village government and the Community Group on its territory

in the Hosting of SPAM;

h. perform monitoring and evaluation of

i. delivered a report of the monitoring and evaluation results

The Fifth Section

The Authority and Responsibility of the Village Government

Article 41

The authority and responsibility of the village government includes:

supervising the SPAM at the Group level

Society;

b. facilitate the reporting of the Community Group to

the county government/kota; and

c. relayed the report of the SPAM in

its territory to the county/city government.

BAB VI

IMPLEMENTATION OF HOSTING

DRINKING WATER SUPPLY SYSTEM

General

Article 42

(1) The hosting of the SPAM is performed by:

a. BUMN/BUMD;

b. UPT/UPTD;

c. Community Groups; and/or

d. Entity.

(2) The SPAM of the SPAM as referred to in the paragraph

(1) the letter a can co-operate with the enterprise

private.

Second section

Implementation of the SPAM by BUMN/BUMD

Section 43

(1) Staging of SPAM implementation by BUMN/BUMD

as referred to in Article 42 of paragraph (1) letter a

is done through activities:

a. Development of SPAM and Management SPAM; b. monitoring and evaluation of the Air service

Drinking which is being carried out;

c. Drafting of standard operational procedures

SPAM Development and Management SPAM; d. creation of the SPAM Development Report and

Management SPAM transparently and accountable; e. the delivery of the SPAM Development Report and

Management SPAM to the Central Government and/or the Local Government pursuant to

its authority; and

f. improving human resources in accordance with

SPAM Development Competency standards and

Management SPAM. (2) In the execution of the SPAM as

referred to in paragraph (1), BUMN/BUMD applies

a good corporate governance principle.

(3) The provisions of the standard operating procedure

as intended on paragraph (1) the letter c is set

with the Minister Rule.

Section 44

In the implementation of the SPAM, BUMN and

BUMD reserves the right:

a. receive payment of service services in accordance with the rate;

b. establish and charge a fine against

delay payment of invoices;

c. obtain a continuous quantity of Default Water in accordance

with the provisions set forth in the permissions that have been

owned;

d. disconnect the connection directly to the customer who

does not meet its obligations; and

e. Suing the community or organization that does

activities that result in the destruction of the means and

the SPAM infrastructure.

Section 45

In the execution of the SPAM, the BUMN and

BUMD are obliged to:

a. ensuring eligible Drinking Water services

quality, quantity, and continuity according to

standard set; b. operate the means and provide the services

to customers who have qualified, except

in a state of swearing; c. provide the necessary information to all

parties to the top events or circumstances

that are special and potentially cause

changes over quality, quantity, and continuity

service; d. provide information with reports of

service execution; e. prepare a means of complaint for the customer and

society; and f. role as well as on protection and preservation efforts

Third Part

The implementation of the SPAM by UPT and UPTD

Section 46

(1) The implementation of the SPAM by UPT and UPTD

as referred to in Section 42 of the paragraph (1) The letter b

(2) Implementation Of SPAM by UPT/UPTD

(3) The provisions of the standard operating procedure

(4) The provisions of human resources increase

in accordance with the standard SPAM Development Competency

and SPAM management as referred to in paragraph

(2) the letter f is governed by the Minister Rule.

Article 47

In the execution of the current SPAM, UPT and UPTD

reserves the right:

a. receive payment of service services in accordance with the rate

or levy;

Article 49

Article 51

SPAM by the Community Group are set up with Regulation

Fifth section

Implementation of SPAM by the Effort

Article 52

(1) The Business Agency as referred to in Section 42

paragraph (1) the letter d can perform the SPAM

to meet the own needs in the area that

has not been affordable for Drinking Water by BUMN,

BUMD, UPT, and UPTD.

(2) The Hosting of SPAM to meet the needs

alone as referred to in paragraph (1)

is exercised for:

a. meets the Need for a daily Drinking Water;

and

b. not to serve the general public.

(3) In the execution of the current SPAM to

meet its own needs by the business entity

as referred to in paragraph (1), the provisions apply:

a. Your company's permission to use your own needs

is owned by the Business Agency as intended

in paragraph (1);

b. The rate is specified by the Central Government or

The Local Government is in compliance with its authority

with regard to purchasing power capabilities

BAB VII

THE RIGHT AND CUSTOMER LIABILITY

Article 53

(1) Customer is entitled to:

b. obtaining information about:

1) the structure and magnitude of the tariffs and bills; and

2) events or circumstances that are special and

potentially lead to changes to quality,

quantity, and continuity of service.

(2) Customer is required:

a. pay the bill for service services; b. saving the use of Drinking Water;

c. co-preserve and maintain the means and amenities

SPAM; and

d. follow the instructions and procedures that have been

set forth by SPAM organizers.

BAB VIII

FINANCING, TARIFFS, LEVY, AND IURAN

(1) The financing of the SPAM is a responsibility

and/or the Local Government

in accordance with its authority.

(2) Financing Hosting SPAM as

referred to the paragraph (1) is done to finance

SPAM Development and SPAM management.

(3) The source of the funds for the financing of the SPAM

is derived from:

a. State Revenue and Shopping Budget and/or

Regional Revenue and Shopping Budget;

b. BUMN or BUMD;

c. Public funds; and/or

d. another source of funds in accordance with regulatory provisions

laws.

(4) The source of the funds derived from the Revenue Budget

and State Shopping as referred to in paragraph (3)

letter a used to fund activities

Article 55

(1) The Central Government and/or Local Government appropriate

with its authority may provide the loan,

grant, grant forwarding, and/or perform

Article 57

(1) The Drinking Water Service is an Air Service service charge

(4) The Drinking Water Tarif as referred to in paragraph (1)

(5) The Drinking Water for the services provided by

UPT as referred to in Article 57 of the paragraph (1)

is set by the Minister.

Article 59

Further provisions regarding the granting of subsidies from

Local Government to BUMD as referred to

in Article 55 of the paragraph (2), as well as the calculation and pricing of the tariff

drinking water as referred to in Article 57 of the paragraph (2)

and Article 58 is governed by the Regulation of the Minister which

organizes government affairs in the field

Section 60

(1) In terms of the SPAM being executed by

UPTD, the customer is charged with the region in the form

retribution.

(2) Retribution as referred to in paragraph (1)

Article 61

(1) In terms of the SPAM being performed by

(2) Coaching against BUMN, BUMD, UPT, UPTD,

Community and Enterprise Group for

a. implementation of norms, standards, procedures,

Article 64

the mayor in accordance with its authority.

(3) the Minister, the governor, or the regent/mayor corresponds to

the complaint as contemplated on verse (2) to

BUMN, BUMD, UPT, and UPTD.

(4) BUMN, BUMD, UPT, and UPTD must follow up

reports and/or community complaints as

referred to in paragraph (2) and reporting the execution
